About this file
This file is an Amendment 0001 to Request for Quote (RFQ) 140P4326Q0042 for moving services at 15 State Street, Boston National Historic Park, consisting of nine government responses to contractor questions and answers. The National Park Service, Northeast Region is seeking relocation and moving services for the Easton Building in Boston, Massachusetts, with quotes due June 30, 2026, at 10:00am EDT. The project encompasses multiple Contract Line Items (CLINs) including packing and moving of office contents, fine art pieces, and library collections within a maximum mileage radius of 10 miles from central Boston.
Key clarifications from the government responses address prevailing wage requirements (applicable per attached wage determination), project timeline (two-day completion acceptable with loading on Day 1 and unloading on Day 2), packing materials (vendor-supplied boxes, approximately 144 banker-style boxes estimated for CLIN 010), and insurance requirements for fine art replacement value. The government clarified that fine art items are pre-packaged and require only careful handling rather than extraordinary packing expertise, climate considerations mean avoiding rainy or high-humidity days rather than climate-controlled vehicles, and metal modular bookcases on the third floor require minor disassembly to pass through 38-inch freight elevator doors. Destination locations for CLINs 050 and 060 remain to be determined with 10 calendar days notice prior to relocation. The contractor must provide all labor, supervision, equipment, materials, vehicles, and parking permits necessary to complete the work.

140P4326Q0042 – BOST 15 State Street Move Amendment 0001; RFIs 1-9
1. Is this project subject to prevailing wage requirements?
Government Response: The wage determination is attached to the RFP and will be with the contract.
2. There are two large-scale portions of the project, CLIN 010 and CLIN 050. Do these moves need to be completed in a single day (loading and unloading), or would it be acceptable to load on Day 1 and complete the unloading on Day 2?
Government Response: This move does not all need to happen in one day. The faster the better we don't want to incur storage costs but if 2 days are needed, that is acceptable.
3. Are contractors required to provide moving boxes? If so, approximately how many boxes are expected? Alternatively, would it be acceptable to provide a unit price for packing materials and bill separately based on the actual quantity of materials used throughout the project?
Government Response: Boxes for packing building contents must be provided by the vendor. I don't have an estimate for how many are needed beyond the boxes needed for the 12 file cabinets referenced in CLIN 010. For that, we estimate about 144 banker style boxes being needed.
4. Valuation of Fine Art (CLIN 060): The SOW requires the Contractor to maintain Cargo/Moving Insurance adequate to replace all items at replacement value. Given that CLIN 060 includes 100 fine-art pieces of a fragile nature, could the Government provide a total estimated replacement value for these items to allow for accurate insurance premium calculations?
Government Response: Response from the owner of this material: It is hard to provide a value for these, presumably not very high. The most valuable one's we have already picked up and moved ourselves. We don't carry this insurance.
5. Definition of "Climate Considerations" (CLIN 060): SOW Section 3.6 states that personnel must use "climate considerations during transit" for the fine art pieces. Does the Government mandate the use of climate-controlled vehicles (maintaining specific temperature/humidity ranges), or is this requirement satisfied through specialized thermal packing and padding?
Government Response: Response from the owner of this material: We don't need any particular climate controls, very high humidity will not be good though. Based on this response, NPS only requests that moving dates account for avoiding exposure to rainy or excessive humidity days when items are moved from the building to moving trucks.
6. Packing Scope for Art and Library Collections: The SOW states that fine art pieces are "pre-packaged" and library items will be "pre-boxed by the tenant". However, SOW Section 6.5 requires personnel to have experience in "fine art packing". Please clarify if the Contractor is responsible for the primary soft-packing of these items or only for the transport-crating/loading of items already packed by the Government.
Government Response: Response from the owner of this material: It is already packed up with normal padding and packaging. It would need to be handled with care but nothing extraordinary.
7. Destination Logistics for TBD Locations: CLINs 050 and 060 involve relocations to destinations that have not yet been determined. As this is a Firm-Fixed-Price requirement, and since the Contractor is notified of the final destination only 10 calendar days prior to the move, please confirm if the Government will establish a not-to-exceed mileage radius or provide specific zip codes to ensure a level playing field for route-based pricing.
Government Response: Mileage was specified in sections 3.5 and 3.6 as not exceeding 10 miles from central Boston. Both tenants do not have a final destination available yet.
8. Freight Elevator Clearances: The freight elevator is identified as having a 38-inch door opening. Aside from the conference table mentioned in CLIN 050, has the Government verified that all other tagged furniture and the 24 floor-to-ceiling double-sided bookcases can pass through these egress points without further disassembly?
Government Response: Upon inspection of bookcases located on the 3rd floor (CLIN 050), most of the bookcases are metal modular style and can be easily disassembled but would need some disassembly to be moved into the elevators. Please account for this minor disassembly in all pricing.
9. Box Quantity Estimates: CLIN 010 requires the Contractor to pack approximately 12 file cabinets into standard banker's boxes. To ensure pricing consistency across all offerors, can the Government provide an estimated total box count for this specific task?
Government Response: Based on our best estimates, we anticipate roughly 144 banker-style boxes being needed.
