About this file
This file is a Request for Information (RFI) response document for Amendment 002 to the Boston National Historic Park moving services solicitation (140P4325Q0042). The government addresses seven contractor inquiries regarding key contract requirements and implementation details for the relocation of materials from the Easton Building at 15 State Street, Boston, MA.
The government confirms that Service Contract Labor Standards apply under Wage Determination 2015-4047, Rev-33 (dated 5/13/2026), with full details attached as Attachment 3 in SAM.gov. Privacy training requirements do not apply as NPS does not anticipate contractor access to government systems or PII. For TBD delivery locations (expected to be either non-federal office space or storage units), specific access restrictions remain unknown at this time. Standard moving trucks are acceptable provided extreme temperature conditions (above 100°F) or high humidity (above 50% RH) do not occur on the scheduled move date. The government indicates the fine art collection (approximately 100 pieces) has minimal valuation, with the most valuable items already privately removed. The contractor must segregate items under COR direction within a space of approximately 20' x 40' with most items not exceeding 6' in height; exact volume estimates are unavailable. Contractors should reference the contract documents for specific item quantities for pricing accuracy under the firm-fixed-price structure. The contractor bears full responsibility for all permitting, road closures, staging area coordination, and loading zone arrangements at the downtown Boston location without government assistance; these costs must be incorporated into bid proposals.

Bost 15 State Street Move, Boston National Historic Park 140P4325Q0042 Amendment 002 RFIs 10-17
10. Service Contract Labor Standards (SCLS) Applicability The solicitation includes FAR 52.222-51. As the scope of work primarily involves moving services, please confirm whether the Service Contract Labor Standards (SCLS) and any applicable Wage Determination/prevailing wage requirements apply to this contract.
If applicable, kindly provide the relevant Wage Determination and labor classifications for pricing purposes.
Government Response: Service wage determination, 2015-4047, Rev-33, dated 5/13/2026 has been attached with this RFQ as attachment 3. Ensure to review all attachments for this RFQ posted in SAM.gov.
11. Privacy Training Requirements The solicitation includes FAR 52.224-3 and Alternate I (Privacy Training). Please confirm whether contractor personnel will be required to access Government systems, records, or personally identifiable information (PII), thereby triggering the privacy training requirements under this clause.
Government Response: NPS does not anticipate any need to access government systems in order to perform work on site.
12. Site Access Restrictions (TBD Locations) Please clarify whether the TBD pickup/delivery locations include any specific access restrictions, security protocols, or entry requirements that contractors should account for in planning and pricing.
Government Response: That is unknown at this time for the TBD delivery locations. The only details I can share is that the 2 most likely locations types for delivery will either be another office space in a non-federal building or a storage unit.
13. Vehicle Requirements for Transport Please confirm whether standard moving trucks are acceptable for this requirement, or if specialized vehicles (e.g., climate-controlled or art-handling transport vehicles) are required.
Government Response: A standard moving truck may be acceptable as long as extreme conditions such as high temperature (+100 degrees F) or high humidity (+50% RH) are not factors on the scheduled day of the move.
14. Fine Art Handling Requirements and Insurance Value Given that the scope includes historical library collections and approximately 100 fine art pieces, please confirm the estimated total valuation of these items to ensure appropriate insurance coverage and risk management planning.
Government Response: Response from the owner of this material: It is hard to provide a value for these, presumably not very high. The most valuable one's we have already picked up and moved ourselves. We don't carry this insurance.
15. Segregation and Labor Scope Clarification The SOW indicates that the contractor is responsible for segregating items under COR direction prior to packing and moving. However, the volume of the “consolidated pile” is not specified. Please clarify the estimated volume (e.g., number of boxes or linear feet) to support accurate labor and cost estimation.
Government Response: This area was highlighted during the site visit. I can't provide an accurate estimate of the volume but the approximate space that needs to be evaluated is about 20' x 40'. The majority of the items in this space do not exceed 6' in height.
16. Quantity of Items for Relocation For pricing accuracy under a firm-fixed-price structure, please confirm the total number of boxes/items to be moved, as variations in quantity may significantly impact labor and cost assumptions.
Government Response: Please review the listing of items detailed in the contract documents and provide your bid according to the quantities listed.
17. Loading Zone and Permitting Responsibilities As 15 State Street does not appear to have a dedicated loading zone and is located in a high-traffic downtown area, please clarify whether the Government will provide staging areas or assist with permits/road closures, or if the contractor is fully responsible for all permitting and coordination.
Government Response: NPS will not be providing any assistance with permits or closures. The contractor shall be fully responsible for this coordination and shall price these conditions into their bid proposals.
