About this file

This document is a Request for Information (RFI) Amendment 0001 for the COLO-FABRICATE JT WAYSIDES contract (Solicitation Number: 140P4325Q0060) issued by the Department of the Interior National Park Service Northeast Region. The solicitation involves fabricating and installing 38 wayside exhibit panels across 19 total displays, with specific requirements including 6 tactile elements and audio description script development. The panels vary in size (ranging from 12x12 to 36x48 inches) and mounting types, including in-ground with fins, sled base, and double-sided upright configurations.

Key contract details include a budget range between $25,000 and $100,000, with the contractor responsible for developing audio description scripts but not recording voiceover audio. The park requires full-size color prints at actual production size for panel approval and will provide location images/maps after contract award. Notable specifications include producing duplicate panels and tactile elements for backup purposes, with three displays featuring tactile elements. The National Park Service notes they have not created similar panels in over 20 years, and there is no incumbent contractor for this project.

1. Total Quantity of Wayside Exhibits Could you please confirm the total number of exhibit panels to be fabricated and/or installed under this contract? If available, a breakdown by park or panel type (e.g., upright, low-profile, tactile) would be very helpful.

Response: Per the statement of work, there are a total of 38 Panels, 19 bases, and 6 Tactile elements, for 19 total displays (panel numbers are doubled to have backups available). Three of the 19 panels have tactile elements, (tactile elements doubled to have backups available).

Audio Description Requirements

2. Voiceover Deliverables Are contractors responsible for:

· Writing the audio description scripts? Yes

· Recording the final voiceover audio? No

· Delivering final MP3/WAV files? No Or will any part of the audio production be handled in-house by the National Park Service?

Response: The offeror will only be responsible for the development of the audio description scripts.

Proof Requirements

3. Full-Size Color Prints The scope mentions “full-size color prints” for panel approval. Can you confirm whether these are required at actual production size (e.g., 36" x 24")? Or are reduced format prints acceptable for the review phase?

Response: Confirmed, the park would like to have full size color prints at actual production size (e.g., 36 IN x 24 IN) for review.

Budget and Past Performance

4. Previous Contract Holder Is there an incumbent for this or a similar previous requirement? If so, could you share their name?

Response: COLO has not had panels made in over 20 years ago, there is no incumbent information to provide.

5. Previous Contract Value What was the awarded value for the most recent comparable project?

Response: COLO has not had panels made in over 20 years ago, there is no incumbent information to provide.

6. Budget Range or Ceiling Is a government estimate or budget ceiling available for this procurement?

Response: The budget range is between $25,000 and $100,000.

7. The scope of work, item 3.3, calls out six tactile elements, but I only counted three in the wayside exhibit proposal. Can you confirm the number of tactiles?

Response: There are only three displays with tactile elements. However, the Park is requesting duplicates of each of the elements to have “on hand,” in the event of damage or breakage.

8. Since there is not a site visit, will the park provide images and information on each exhibit location so we can write the audio description scripts?

Response: The park will provide images/map for each panel location in order to develop the audio description scripts upon award of contract.

9. Under section 4.5 it states “one set” of both full-size prints and sample material be sent to the COR / park. I’m not sure if this means we are to submit one set to the COR and one to the park for a total of two sets OR if we submit one set to the COR that is then mailed to the park?

Response: One set of materials (full size prints and samples) shall be mailed to the park care of the COR
