About this file
This is Amendment 003 to solicitation 140P4325Q0004 for preventative maintenance and repair services for plumbing, mechanical and heating systems at Boston National Historical Park. The amendment provides responses to contractor questions about the requirements.
Key details from the Q&A: The Steam-to-Steam system mentioned in equipment lists is actually located at State Street offices and not part of the fixed price preventative maintenance scope, though repairs may be quoted if needed. The incumbent contractor is Arch Mechanical Services (formerly Cooling & Heating Specialists) under contract 140P4322P0001. The NPS declined to extend emergency response times beyond 1 hour for emergencies and 2 hours for non-emergencies. The fixed price portion includes all labor, supplies and materials for scheduled preventative maintenance. For unscheduled repairs, contractors should provide three fully-burdened labor rates (day, night, weekend/holiday) rather than an allowance. The period of performance is 6/1/2025 to 5/31/2028.

140P4325Q0004/0003 system exists? And if so, is it covered under this contract?
ANSWER 1: The Steam-to-Steam system was for another location Downtown Boston at the State
Street offices. That equipment is not part of this Solicitation for the Firm Fixed Price (FFP) preventative maintenance; HOWEVER, we included it in the Solicitation to allow for the NPS to secure a quote for repair, if something comes up;
it gives us a vehicle to be able to contract for the repair. The system is brand new so we do not anticipate anything will be required, but if so, we can schedule with the contract holder to secure a quote, that we can review to get the unit repaired.
QUESTION 2: Who is the incumbent contractor/what is the contract number for the incumbent contract for this requirement?
ANSWER 2: The incumbent contractor was a company called "Cooling & Heating Specialists", who were bought out by the current company called "Arch
Mechanical Services". That contract number is
140P4322P0001.
QUESTION 3: Regarding Scope of Work 3.3.8: Would the NPS be willing to increase the emergency response time from 1 HR to 2-4 HRs? And non-emergency from 2 HRs to 4-8 HRs?
ANSWER 3: No, requirements for response time are as stated within the Statement of Services.
QUESTION 4: Is the expectation for the contractor to include the cost of labor/material/overhead for all repairs and/or
'damage by others'? Will the NPS provide additional funding, or should the contractor include an allowance in the price schedule?
ANSWER 4: The Firm Fixed Price (FFP) portion of the Solicitation. The Offeror will provide everything, including labor, supplies, materials, etc., to provide the regularly scheduled

The Offeror will provide (3) fully burdened labor rates, one for each of the following: Day
Schedule, Labor Rate per hour, Night Schedule, Labor Rate per hour, and Weekend/Holiday
Schedule, Labor Rate per hour. The Offeror does not have to propose an allowance in the price schedule for the (T&M) Unscheduled Repair, only fully burdened labor rates. The Contractor will inspect what repair is required and provide a quote to repair within the emergency response window specified in the contract.
If the contractor sees something that is not done correctly or recommends replacement during normal routine scheduled preventative maintenance (FFP), then they can inform the COR, and provide a quote. That quote can either be accepted or denied by the COR.
c. There are no changes to the Solicitation.
