Project Considerations Shared with Attendees at 07/02/19 Pre-Bid
· This is a historic preservation project. Required early submittals include [without limitation] a Historic Preservation Quality Assurance (HPQA) Plan, addressing protection of stone, concrete, timber, wood, slate, copper, decorative millwork, etc. within or adjacent to work areas. Technical sections include required submittals of historic materials/assemblies treatment programs.
· Wood repair/restoration work includes door/window/dormer mullions/casings, pediments, columns, pergola components, entablatures, cornices, etc.; work will include the full range of repair approaches ("treatments"), verified by close-up field observation and shop-drawing documentation: wood filler (“plastic” repairs); wood dutchman repairs; and component replacement.
· Base Bid; Option #1 (wheelchair ramp); Option #2 (sectional cast-iron radiators/valves).
· The Bid drawings include various color overlays, leaders, bubbles and diagrams; it is advisable to review and use color prints!
· Existing building occupancy combines Visitor Center (orientation; visitor services; sales) and Administrative Offices.
· Interior Stair Usage is referenced in Section 015000 TEMPORARY FACILITIES AND CONTROLS; development of a stair usage strategy is advisable and coordination with the Park will be required. Access to the roof surfaces, gutters and chimneys via exterior scaffolding and/or lifts is preferred.
· Temporary closures of rooms (or, possibly, clusters of rooms) and/or temporary relocation of personnel between rooms is anticipated in order to facilitate execution of the project, but maintenance of required egress pathways is required. The intention is to keep Visitor Center functions operational for work occurring in season (March 30th through December 1st). erection of accessible temporary egress may be required; see 015000 TEMPORARY FACILITIES AND CONTROLS.
· Hazardous Materials: No comprehensive testing has been done, to our knowledge; assume lead-bearing paint (LBP) on previously-painted traditional (e.g. wood and plaster) surfaces. We have not observed obvious evidence of asbestos content with limits of work, but no scientific analysis has been done.
· Front (West) Portico Masonry Repair, Restoration and Cleaning: Depending upon the schedule, work here may require erection of a temporary covered walkway to protect visitors from injury; refer to Section 015000, article 3.4 J.
· Southeast Loggia: Depending upon the schedule, construction of temporary wheelchair access may be required.
· Southeast Loggia Columns: Existing column shafts are staved, fluted and tapered (“entasis”); at the GC’s discretion, repair, patch and/or re-glue segments in situ or on a workbench.
· The project entails multiple trades -- interior and exterior work. Our assumption is that operable window sash will be removed to an environmentally-controlled space for repair/restoration, during which time window openings will be secured with plywood (no
· Painting and Clear Finishing Notes: Interior plaster painting is intended only for flat and sloping ceilings in rooms designated in the Reflected Ceiling Plans (RCPs). Painting requirements are cited in door/window specifications sections as well as in Finishes Section 090391.
· Photo-documentation is required throughout the job; see Section 013233 PHOTO DOCUMENTATION.
· Re 013100 PROJECT MANAGEMENT: Creation of a NPS/DSC SharePoint Project Website will not be required; project communications will be via standard email, etc.
· If possible, sequence window repair work in rooms with multiple windows such that the room has at least one window in place (i.e., not boarded up) at any given time.
· Preconstruction testing of existing brick masonry mortar is required per Section 040120, article 1.4.
· Preconstruction testing of existing stone masonry mortar is required per Section 040342, article 1.9.
· Testing and inspection is the responsibility of the Contractor (except where noted otherwise). However, creation and submission (for Government review) of engineered/stamped drawings depicting proposed staging and/or scaffolding is not required.
