o Responses and explanations at this conference shall not change the terms of the solicitation documents.
o The terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing.
· Solicitation Overview:
o Solicitation Publication – -- The solicitation for this project was posted electronically on June 19, 2019. There have been two amendments to date.
-- Proposals must be received at the address provided in the solicitation by July 18, 2019. This date is subject to change, so be sure to monitor FBO for any amendments. Email submissions are allowed, however, physical bid guarantees shall be submitted following the submission of the proposal. There is a system limitation of 20 MB for emails from external entities, so be sure to plan your submission accordingly. Multiple emails can be accepted if necessary.
--Ensure that all amendments are acknowledged in the proposal submission.
-- All specifications, drawings and attachments are available online and must be downloaded from the FBO website.
-- Paper copies of the solicitation documents are not available.
-- It is the contractor’s responsibility to check the website regularly for future amendments.
-- The Federal Business Opportunities (FBO) website at www.fbo.gov includes a notification capability which is available for your use. This service will send an email to a designated address when new postings are made related to a particular solicitation. Please note that this service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the appropriate site for all information relevant to desired acquisitions.
-- The interested parties list is also available online, however, only contractors who have chosen to register will be included in the list. There are no other lists maintained for this purpose.
o Contract Type – This is a small business set-aside, competitive procurement. Offers from responsible small businesses will be considered. A firm-fixed price contract award will be made to one offeror. The Technical Proposal, and the Business and Price Proposal, shall be two separate volumes as described in Sections L and M of the solicitation.
o Evaluation Criteria –
**PLEASE READ THE FOLLOWING SECTIONS OF THE SOLICITATION CAREFULLY**:
-- Section L Instructions for the Submission of Offers and Other Information -- Section M Evaluation Factors for Award -- For the experience factor, please refer to the quantities in the solicitation and not the quantities in the Proposal Submission Package. Amendment 0003 will contain this correction; up to ten projects may be submitted for Factor 1.
-- The solicitation states that all evaluation factors other than price, when combined, are approximately equal to price.
-- The Government may elect to accept other than the lowest price proposal when benefits of a higher priced proposal merit the additional cost.
-- Volume I has a 50 page limitation. Please be concise in responses. The schedule submission may be on 11 x 17” paper.
-- Price should be included in Volume II, Business and Price Proposal.
-- The Government intends to evaluate and award without discussions; however, it reserves the right to enter into discussions.
o Contract Price Schedule – -- The Contract Price Schedule contains nine base contract line items and two options. Please note that Bid Option #1 pricing does include a credit for deleted work if this option is exercised. Options are required to be exercised within 75 days after award. Award will be made on an all or none basis. Except when it is determined to not be in the Government’s best interest, the Government will evaluate for award purposes by adding the total price for all options to the total price for the basic requirement.
o Important Contract Clauses
--Section H, Special Clause 2 – Key Personnel: Provide names and qualifications/resumes for the proposed Project Manager, Project Superintendent, Safety Manager and Quality Control Manager. The Safety Manager and Superintendent may be proposed as the same individual.
