General Information Shenandoah National Park is located in Virginia, ranging from Front Royal, VA to Afton, VA. The work will involve the removal of existing cameras, wiring, and conduit at six designated locations throughout the park. Following the removal, new cameras, wiring, and necessary conduit will be installed. Additionally, the project will include network programming to integrate the new cameras into the park's communications system, enabling remote monitoring capabilities. This upgrade will enhance surveillance efficiency and improve the park's overall security infrastructure. The physical location of the facilities is from North to South at Mile 1, Mile 31, Mile 65 and Mile 105 along Skyline Drive. Two Line-Item Options will be two Visitor Centers which are located at Mile 5 and Mile 50.
General Guidance Project Components The scope of this project includes a single video security system installation component addressing the physical security of government operated facilities. All network connected systems installed during the execution of the contract must meet the customer provided specifications for network security and telecommunications infrastructure design as well as achieve compliance with the National Electric Code (NEC) and customer specified telecommunications standards. See attached NPS-Cabling-Standard-v-1.4 rev2.pdf Component 1 - IP Video Security System The first component of the system addresses facility physical security through the installation of IP connected security cameras. These cameras augment the capabilities of US federal law enforcement officers ensuring the safety of government employees and visitors to our nation’s National Parks. The installation of network-based video security equipment must be accomplished using technologies that allow for the expansion of the customer’s existing video management system (VMS). Integration of new equipment will require the contractor to work directly with the VMS platform manufacturer and National Park Service staff during the installation and maintenance of the system. The contractor must work directly with the National Park Service in the acquisition and installation of all software licenses required to complete the project.
| The installation of the cameras required in this project will require installation of low voltage communications cabling infrastructure where customer provided networks are not available. The contractor is responsible for the planning, verifying all measurements and verifying cable pathways feasibility before installation, that they will meet Industry standards, Code, and function as needed. Contractor shall test and supply test results of testing to Park of all communications cabling installed during the execution of the contract. All communications cabling infrastructure installed during the execution of the contract must be terminated in the designated IT\Data rooms in existing Network Rack enclosures in each building. |
| The new patch panels should have Contractor supplied CAT 6A patch cables installed to the NPS Provide Network Switch in indicated ports. Due to the Historical nature of some buildings and Display areas, all communications cabling infrastructure installed during the execution of the contract must be hidden, ran internal in walls and or ceilings in conduit to minimize Visual clutter and or damage to Historical fabric. External mounted cabling, conduit and or raceway on walls or ceilings may not be allowed inside certain buildings. |
All communications cabling infrastructure installed during the execution of the contract must meet or exceed the industry codes and standards specified in the contract. Any deviation from installation methodologies or technologies specified in the applicable industry standard must be pre-determined acceptable by the project COR or the assigned government contracting officer.
Network Video Recording System The contractor will install and configure high-resolution IP network cameras that will be attached to a customer provided network video recording server running the customer’s enterprise standard solution Milestone VMS XProtect Corporate 2019 R2 (or current version at install time) recording server software. The Milestone Systems Corporate recording server and Cameras will be connected directly to the local area network (LAN) and equipment specific virtual local area network (VLAN) to which the contractor installed cameras must be connected. The contractor is responsible for the initial hardware and software configuration of all cameras to include updating camera firmware, assigning a static IP address, changing the default authentication credentials, aiming the cameras, and focusing the cameras. Once the initial configuration of a camera is completed, the contractor will provide the required configuration documentation to the agency designated technologist for integration into the recording server. The agency designated technologist must verify and approve the configuration of all cameras installed under the scope of the project.
Camera Requirements
1. All cameras must be IP network connected and use TCP/IP communications to pass traffic to the recording appliance.
2. Cameras are required to be power over ethernet (PoE) (IEEE 802.3at capable and are to be powered using contractor supplied Network compatible PoE Switches in all instances. Exceptions must be approved prior to installation.
3. All Interior mounted cameras shall meet the following minimum, 4 MP resolution (2688x1512), H.264 compression capable, IP67 and NEMA 4X-rated, IK08 impact-resistant casing, 25/30 frames per second
4. All Exterior mounted cameras shall meet the following minimum, 4 MP resolution (2688x1512), H.264 compression capable, IP67 and NEMA 4X-rated, IK08 impact-resistant casing, 25/30 frames per second.
5. Heated enclosures, if necessitated by environmental factors, are to be powered by an electrical utility circuit. If no line power infrastructure exists in the area of installation, the contractor’s bid proposal must include the installation of electrical utilities within the bid.
6. All exterior mounted cameras and other exterior cameras that are identified as requiring year-round operation shall be environmentally rated and capable of four-season operation. If four season rated cameras are unavailable, cameras may be mounted in environmentally protected enclosures specifically designed for specified camera
7. All exterior mounted cameras that are indicated as needing Pan-Tilt-Zoom function, require 20x optical zoom, available mounting options to accomplish: surface mount to wall or ceiling with or without a junction box, suspended ceiling, hanging mount on a pole, surface mount to a wall with side-entry conduit mounting, wall mount (with 90 degree pole bend) and Parapet mount. Operating Conditions Required at least: -20 °F to 122 °F for range of operations. Contractor will determine Power requirement of PTZ Camera, if in excess of the NPS Supplied POE Network Switch rating, Contractor will provide and install Power Injector and Utility power 120 VAC at Camera location of correct power ratings.
8. Contractor shall verify all proposed Cameras to be compatible and supported by Milestone Xprotect Corporate VMS 2020 R2 (or current version at the time of Installation)
9. A Milestone XProtect Corporate device license manufacturer PN: XPCODL attached to the master NER Milestone XProtect Corporate SLC: xxx-xx-xxx-xx-xxxxx must be provided with each camera as part of the contract. All licenses must be consolidated under the North East Region NPS’s Milestone master account ID: xxxxx. Milestone SLC and Master Account #’s will be supplied to Contractor after award.
10. Every camera license must include Care Plus for Xprotect Corporate device license PN: YXPCODL and Care Premium for Xprotect Corporate device license PN: MCPRYXPCODL with coverage periods aligned with all other licenses assigned to the corporate SLC. All support licenses must be consolidated under the North East Region NPS’s Milestone master account ID: xxxxx. Milestone SLC and Master Account #’s will be supplied to Contractor after award.
11. At all locations where cameras are to be installed, the contractor will determine the mounting location and method to amply cover the view-shed. Mounting hardware should be considered to reduce damage to historic fabric where feasible (EX: beam clamps or minimized amount of hardware)
12. All cameras will need to be capable of night operation (Built-in IR illumination) without the assistance of external facility lighting.
13. Where identified, cameras must be painted to blend into the area where they are mounted to maintain exterior preservation requirements.
14. Contractor shall remove all old existing Cameras, associated cabling and mounting hardware, then use these same locations for new camera and cabling installation at locations as indicated, Exceptions must be approved prior to installation. Existing conduit may be re-used unless compromised or deteriorated. Allow for at least 50% replacement for existing conduit.
15. All Cameras and associated equipment must be original manufacturer, new (no refurbished), in original, and sealed packaging Configuration of Cameras
1. All cameras must be running the most current firmware release offered by the manufacturer that is supported by the Milestone XProtect software at the time of installation. The firmware release version must be annotated in the system documentation provided to the customer (See section Documentation).
2. All cameras must be assigned a static IP within the network range provided to the contractor prior to work beginning. The IP, devices media access control (MAC) address, and location must be annotated in the system documentation.
3. All cameras must be oriented and focused to provide complete coverage of the surveillance area specified by the customer.
4. Each camera must be configured with an administrative and operator security account. The accounts must be accessible using a username and password provided to the contractor by the customer at time of installation.
5. Cameras mounted on the exterior of buildings that include built-in grounding provisions must be bonded to a verified grounding source. All grounding cables must be compliant with the National Electric Code (NEC) and ANSI/TIA/EIA-607-B.
Areas of Coverage Note: The contractor is responsible for assessing each required area of coverage. The contractor will make a determination of camera type and features required to provide 24-hour coverage of each area. It is the responsibility of the contractor to ensure that all required features provided by a camera are functional in the installed location. The contractor shall prepare an installation plan identifying the camera type for each location. This installation plan shall be submitted to the contracting officer’s representative for review and acceptance prior to installation of any equipment.

Area 1 - Front Royal Entrance Station
There will be an estimated total of 11 new cameras. There be 6 exterior placed cameras and 5 interior cameras including each booth. New Cat6A cable will need to be pulled and terminated in the Main Building Server room. The exterior cameras need to be four-season operational, outdoor rated with pan tilt zoom and built in IR capability. Final location and placement or cameras will be established based on customer needs, camera capability and the manufacturers recommendations.
Area 2 - Thornton Gap Entrance Station There will be an estimated total of 12 new cameras. There be 7 exterior placed cameras and 5 interior cameras including each booth. New Cat6A cable will need to be pulled and terminated in the Main Building Server room. The exterior cameras need to be four-season operational, outdoor rated with pan tilt zoom and built in IR capability. Final location and placement or cameras will be established based on customer needs, camera capability and the manufacturers recommendations.
Area 3 – Swift Run Entrance Station There will be an estimated total of 9 new cameras. There be 4 exterior placed cameras and 5 interior cameras including each booth. New Cat6A cable will need to be pulled and terminated in the Main Building Server room. The exterior cameras need to be four-season operational, outdoor rated with pan tilt zoom and built in IR capability. Final location and placement or cameras will be established based on customer needs, camera capability and the manufacturers recommendations.
Area 4 – Rockfish Entrance Station There will be an estimated total of 13 new cameras. There be 8 exterior placed cameras and 5 interior cameras including each booth. New Cat6A cable will need to be pulled and terminated in the Main Building Server room. The exterior cameras need to be four-season operational, outdoor rated with pan tilt zoom and built in IR capability. Final location and placement or cameras will be established based on customer needs, camera capability and the manufacturers recommendations.
Area 5 – Byrd Visitor Center (Optional) There will be an estimated total of 1 new camera placed on the interior drop ceiling. New Cat6A cable will need to be pulled and terminated in the Main Building Server room. The exterior cameras need to be four-season operational, outdoor rated with pan tilt zoom and built in IR capability. Final location and placement or cameras will be established based on customer needs, camera capability and the manufacturers recommendations.
Area 6 – Dickey Ridge Visitor Center (Optional) There will be an estimated total of 2 new camera placed on the interior. New Cat6A cable will need to be pulled and terminated in the Main Building Server room. The exterior cameras need to be four-season operational, outdoor rated with pan tilt zoom and built in IR capability. Final location and placement or cameras will be established based on customer needs, camera capability and the manufacturers recommendations.
Note: All cabling installations must be installed according to the NPS-Cabling-Standard-v-1.4 or current standard at the time of install (See Attachments) The contractor will install a single Category 6A or greater copper UTP Ethernet cable running to each of the cameras. All cables ran to building exterior drops must pass through a properly grounded primary building protector after entering the facility and before terminating into a cross connect panel. The primary building protector/s must be grounded in compliance with ANSI/NECA/BICSI/NEC and be rated to match the maximum performance standards of the cables being protected. The contractor will terminate all communications cabling in a single patch panel rated to perform at speeds meeting or exceeding the maximum speed of the cable used. The patch panel and each cable must be labeled with the destination of the cable at the point of origin (patch panel). Each cable should be terminated at the destination end with a weather sealed RJ-45 plug unless the cable is terminated inside an environmentally controlled facility. All cables run on the exterior of the facility must be fully enclosed in conduit. All cables will be installed and tested according to the industry standards listed in this document. The contractor is required to provide digital copies of all cable verification tests.
All conduit pathways must be environmentally sealed after installation of the cabling to prevent rodent intrusion. In addition to the required Ethernet cables, each conduit pathway should include a minimum of one nylon pull rope or tape to facilitate future conduit use.
Environmental Considerations All cameras must be appropriate for the locations and conditions in which they will be installed. All cameras must function in the locations and conditions in which they will be installed to ensure the physical security of government facilities. In some cases cameras may be required to function during periods in which the park facilities are not climate controlled. The contractor shall provide all equipment required for the functionality of cameras for year-round coverage. It is the responsibility of the contractor to determine and install any environmental controls required to maintain functionality.
Pre-Bid Site Visit All interested parties are urged to visit the job site and examine existing conditions before submitting quotes.
Interested parties are encouraged to submit any technical implementation questions. All questions must be submitted to the contracting officer.
Equipment and Infrastructure
1. All locations will need Power over Ethernet Enhanced (PoE+) capable switching equipment with UPS systems.
2. Provide ample ports on PoE+ capable enterprise grade switch with access to a video surveillance specific VLAN. The VLAN network segment will not be provided DHCP services.
Cabling Installation Standards
* Please see attachment NPS-Cabling-Standard-v-1.4. All contractor installed data cabling must be compliant with the attached cabling standards.
Cabling Installation Addendum – Network Video Surveillance
1. All low voltage communication wires installed to support cameras must meet ANSI/TIA/EIA 568-B.2-1 Commercial Building Telecommunications Cabling Standards for category 6 augmented (Cat 6A) or greater cabling. All low voltage cable must meet the manufacturer’s minimum standard for the specified transmission rates. All cables must be individually verified after installation and a report stating verification must be submitted electronically to the project COR.
2. All exterior buried cables must be grounded at each point of termination to a verified ground. Grounding provisions must be compliant with ANSI/TIA-607. If no grounding provisions are available at the point of termination, it is the responsibility of the contractor to establish and verify a new point of grounding. Existing conduit within planters shall be reused unless otherwise approved by COR.
3. All new horizontal cable not within a wall must be installed into metallic communications conduit meeting the specifications of ANSI/TIA-569-B-2004, Commercial Building Standard for Telecommunications Pathways and Spaces, Section 8.8.2.3. Cable fill ratios in any new communications conduit shall not exceed 40%. All exterior underground wire installs must be enclosed in conduit and cable must be of outside plant (OSP) grade.
4. All low voltage and line power installations must comply with National Electric Code (NEC).
5. All low voltage communications cabling used for the transmission of LAN data must meet the cabling installation and performance standards outlined in ANSI/TIA-568-C.1.
6. All Ethernet cables run under the scope of the project must meet Category 6a Ethernet performance standards. New Ethernet cable runs must terminate in cross connect panels or wall boxes utilizing keystone jacks. The use of permanently mounted, non-configurable cable terminations (ex. patch cable directly from switch to camera device) is non-permitted under the scope of this contract.
7. Cable point-of-origin must be located in a secured area of the customer facility and must be labeled with the device/destination of the corresponding cable run.
8. The contractor is responsible for assessing potential electromagnetic interference (EMI) caused by installed facility systems. Based on the contractor assessment, the use of shielded cable or other EMI mitigation methods may be required.
9. The contractor is responsible for labeling and identification of all cables installed under the scope of the project. Cable labeling must comply with ANSI/TIA-606-B Administration Standard Telecommunications Infrastructure Applicable Standards The contractor is responsible for ensuring all work completed under the scope of the contract meets the following applicable industry standards. · NPS-Cabling-Standard-v-1.4 or current standard at the time of install NEPA and NHPA Section 106 Compliance Mitigation Requirements Contractor shall comply with the NEPA and NHPA Section 106 requirements provided with the solicitation unless otherwise noted by CO/COR.
Period of Performance All work under this contract must be completed within 90 days of the date of contract award.
The contractor shall provide a work schedule before initiating any work under this contract. It is the contractor’s responsibility to account for all functions of the contract in their schedule including the procurement of materials and supplies and publishing of documentation.
Contractor Worksite Maintenance and Cleanup The Contractor shall keep the work areas free from accumulation of waste material and rubbish. All recyclable waste materials shall be separated and disposed of at an appropriate recycling facility. Upon completion of the job, the Contractor shall leave the work area and premises in a clean and neat condition.
Equipment Staging
1. Areas selected for staging equipment and materials shall be located in existing hard surfaces (pavement, compacted gravel) where there is no potential for disturbance.
2. Contractor shall furnish, place and secure any required temporary storage containers at the provided staging area(s). Any temporary storage containers placed during the work by the Contractor shall be removed by the Contractor at the completion of the project.
3. All materials and equipment delivered and placed in storage shall be stored by the Contractor with protection from the weather, humidity, and temperature variation, dirt, and dust, or other contaminants.
4. The Contractor shall be responsible for all handling and control of equipment and is liable for any material loss due to delivery and/or storage problems.
Inspection and Safety of Work
1. The NPS may inspect the Contractor’s installations at any time during the duration of this contract and will witness all reportable testing of installed products. The NPS will appoint inspection personnel who are responsible for surveillance of the work under this contract. If performance defects or deficiencies are identified, the Contractor shall correct the defects and deficiencies. The NPS reserves the right to inspect all of the Contractor’s performance to ensure that all installation and related services are received.
2. The Contractor is responsible for developing and implementing a safety program, including workforce safety and fire prevention that accord with Occupational Safety and Health Administration (OSHA) regulations.
3. Contractor shall prepare and submit an Accident Prevention (Safety) Plan (APP): Submit a site-specific accident prevention (safety) plan. The Plan shall be written to comply with OSHA and project requirements.
4. Contractor shall provide regularly scheduled safety meetings within their team.
5. Contractor’s vehicles on site shall be equipped with first aid kits.
6. Contractor shall provide a minimum of one person equipped with a cell phone for emergency 911 calls and/or communications to local safety staff. Designated person shall be on site at all times when work is being performed.
Utility Outages
1. When it is necessary to interrupt utility service or operating systems for work under this contract, the Contractor shall notify the COR at least two working days prior to the interruption. COR shall then notify the occupants of all affected buildings and operators of affected systems.
Schedule
1. The Contractor shall develop, submit to the NPS, and maintain a Project Schedule identifying all significant milestones and major tasks, and shall update this schedule in writing. The project schedule shall be marked and identified clearly with the contract number, original date, and any revision number and date, and the name and signature of the responsible Contractor representative.
As-Built Information
1. The Contractor will develop as-built information, including scaled as-built drawings, manufacturer’s installation, operational, and troubleshooting documents, material cut sheets, and all other records required for the life cycle operation, support, and maintenance of installed products.
2. All cable installations requiring cable verification or performance tests must include a printed or electronic copy of the test.
3. All IP devices must be documented and include the IP address, MAC address, network hostname (if applicable), location of installation, and any relevant operating system information (ex. firmware version). This documentation must be provided electronically as an editable Microsoft Word (2016 or greater), Adobe PDF, or Microsoft Visio (2016 or greater) document.
4. As-built documentation will be submitted to the customer in printed form and electronically as an editable Microsoft Word (2016 or greater), Adobe PDF, or Microsoft Visio (2016 or greater) document.
Hours of Operation
1. The Contractor shall establish daily work periods to meet the Contractor’s project schedule for work under this contract at their discretion subject to the following constraints.
2. Work requiring exterior lighting shall commence no earlier than 08:30 AM daily and end no later than 4:30 PM daily. Work generating significant noise, above the 120 dB level, shall be performed in the same hours.
3. Work will generally be allowed between 08:00 AM and 04:30 PM on weekdays. The Contractor shall coordinate work outside these weekday hours, or on Saturdays, Sundays, and Federal Holidays, at least 72 hours in advance of the scheduled off-hour work. Work outside the normal work hours must be approved in writing by the contracting officer’s representative.

All submittals must be provided to the COR for review and acceptance. Allow 7 business days for COR review and response.
If submittals are not approved, the COR will return all copies to Contractor with reasons for rejection. Contractor will resubmit any rejected submittal with all changes clearly identified in the resubmittal.
