About this file
This document is a Questions and Answers (Q&A) file for Solicitation 140P4226Q0001, a surveillance camera replacement project for Shenandoah National Park. Key details include the requirement to install 48 cameras across 6 different areas, with new cabling potentially required and existing infrastructure evaluated for reuse. The project involves removing existing cameras and infrastructure, installing new Milestone local recording servers (one per area), and providing necessary PoE+ switches, UPS equipment, and Milestone licensing. Each location will require a server capable of storing 30-90 days of video footage, with the contractor responsible for providing switches, ports, and UPS equipment to support the new surveillance system. The solicitation is a small business set-aside with an estimated project value between $100,000 and $250,000, and a 90-calendar day performance period.

Surveillance Camera Solicitation 140P4226Q0001 – Questions and Answers
1. On page 4 of the document that has the pictures of the camera locations, there is a heading titled “RFES Booth Entrance Lane” that does not have an associated picture, please include that picture as well.
2. ON page 4 of the document that has the pictures of the camera locations, there is a heading titled “SRES Booth 1 and 2 – replace centered birdseye”. The assumption is that the one picture represents 2x similar locations and a total of 2 cameras. Please confirm that to be the case.
One camera in each booth for a total of 2 cameras.
3. Our interpretation of the document that has the pictures of the camera locations – is that there are a total of 45 cameras needed. Please confirm this as the SOW itself references a different amount of total cameras.
The SOW will be the document to follow – SOW updated to reflect the anticipated cameras - there should be a total of 48 cameras. The file with the photos is intended for reference.
4. Confirming that new cabling is required for all newly installed cameras (45) and that no existing cabling will be re-utilized?
As required by the SOW, new cabling will be required. However, if the existing cabling and conduit meets or exceeds the required specifications and is in excellent condition, the government MAY allow for re-use.
5. The SOW references that “the work will involve the removal of existing cameras, wiring, and conduit at the 6x designated areas”. Can additional information be provided to help us further understand the extent of the work that needs to be performed with regards to removal?
The intention is to remove all cameras and cabling that will no longer be used at each location. Conduit may be left in place if other infrastructure utilizes the same conduit and or the conduit is in excellent condition. As a reminder, the SOW assumes up to 50% replacement of conduit may be necessary at each location.
6. Based upon the current NPS Network at each of the 6x Areas referenced in the SOW, please confirm how many new Milestone Local Recording Servers are required at each area (noted below) while confirming how many total cameras will associate to each new Local Recording Server for storage? Does NPS require a total of 6x new Recording Servers or 1 per each Area? Please also confirm the amount of time.
Each area/location will require 1 server each – totaling 6 servers. The number of cameras for each location is as noted in the SOW, which has been updated with accurate numbers per location. The NPS requires a minimum of 30 days storage. Ideally, the NPS would prefer 60 – 90 days storage.
7. Confirm if the new local recording servers required RAID or not?
As of right now the NPS does not have an answer to this but will be working to follow-up.
8. Please re-confirm the requirements for new PoE+ switches/ports & UPS equipment provided by the contractor as the SOW references PoE Switches being customer provided on page 4 and potentially contractor provided on page 10:
The contractor will need to provide the required switches/ports & UPS equipment to operate as noted within the SOW.
9. For purposes of obtaining a valid Milestone License/Support Quote to include the number of newly added Camera Licenses & the proper term of Milestone Care Plus & Care Premium support, the Milestone SLC (software license code) for the Northeast Region’s Milestone system is required. Please provide that. And re-emphasizing that a valid quote cannot be obtained from Milestone without identifying the proper SLC.
Our licensing will be provided to the awardee. It is understood that a temporary or installation license may be required through Milestone, which is the responsibility of the contractor. The preferred milestone support would be Milestone Care Plus and Premium for 1 year.
