About this file

This is a Questions and Answers document for solicitation 140P4226Q0001, which addresses technical clarifications regarding the replacement of surveillance cameras at various locations throughout Shenandoah National Park in Virginia. The solicitation is a small business set-aside with an estimated magnitude between $100,000 and $250,000, seeking a single firm-fixed price contract award using best value source selection.

Key technical clarifications include: 48 total cameras will be installed across six areas (FRES, TGES, SRES, RFES, Byrd VC, Dickey Ridge VC), with each area requiring one new PoE+ switch; cabling runs must be within 100 meters of NPS wiring closets, with existing rack space available at each location; UPS systems require a minimum one-hour battery backup duration for both PoE+ switches and local recording servers; PTZ (pan-tilt-zoom) capability is not required for exterior cameras, though the government is open to contractor selection based on manufacturer capabilities and park needs; all cameras must be compatible with Milestone software and weather-resistant; RAID configuration for local recording servers is still under government review; conduit replacement is limited to 50 percent per location, with covered cabling required for animal and vandal protection; no remote access is permitted during installation, and government personnel must be present or overseeing work; optional tasks (1 and 2) are bid options that may be awarded if funding is available, with period of performance to be discussed before notice to proceed is issued; and the contractor is responsible for cabling installation but not for providing network infrastructure such as LTE or Starlink communication systems. Government personnel contact points are Russell Griswold and Debbie Coles, with the site visit having been conducted on December 18, 2025.

Surveillance Camera Solicitation 140P4226Q0001 – Questions and Answers II

1. Page 3 of the SOW references the following: “The installation of the cameras required in this project will require installation of low voltage communications cabling infrastructure where customer provided networks are not available”. In response to this, we just want to confirm that each of the 48 cameras can be wired back to an NPS wiring closet that has rack space (to accommodate the new PoE+ Switch hardware, local recording servers, and UPS) as well as a presence of the NPS Network? Yes, there is space for new equipment to replace old.

2. For each of the NPS wiring closets referenced in the question above, please note if rack space exists that can be utilized or if the contractor needs to provide new wall mounted racks in some instances? We would be looking for rack space to house the new PoE+ switches, new recording servers, and UPS. Yes, although some is limited.

3. For each of the NPS wiring closets referenced in the question above, please confirm how the contractor’s new PoE+ switch will interconnect with the NPS network (RJ45 port, etc)? Hardware will be installed then NPS will put it on the network.

4. In response to the answer to question number 8 (published Q&A), please confirm the total number of NEW PoE+ Switches needed for each of the 6 areas (FRES, TGES, SRES, RFES, Byrd VC, Dickey Ridge VC) knowing that each camera will need to be within 100 meters (cabling distance) of an NPS wiring closet. Do we assume that 1x NEW PoE+ switch is required per area? Correct.

5. For the new UPS systems that are required, please confirm the amount of holdover time needed (30 minutes, 1 hours, etc)? Also, we assume the UPS battery backup is required for the PoE+ Switches as well as the Local Recording Servers? Preferred 1 hour

6. As a follow on to the answer to question number 7 (published Q&A), wanted to confirm if RAID is a requirement for the 6x new Local Recording Servers as this will affect the total amount of storage that will be required. Still researching

7. Additional Question: On pages 7-8 of the SOW (for each of the 6 areas), it states “The exterior cameras need to be four-season operational, outdoor rated with pan tilt zoom and built in IR capability”. The document showing the camera locations notes “replace as-is” or “birds eye 180/360” meaning that we would not propose a camera with PTZ capability in those instances. The PTZ cameras are significantly more expensive and require someone to continuously operate/monitor these cameras for zoom function whereas the other “birds eye” & “180/360 degree” cameras support a zoom function without PTZ capability. So for this reason, we are asking NPS to confirm which of the exterior cameras in the requirement specifically require PTZ capability? PTZ not required.

8. Will the Government please provide a Site Visit Attendee List? Yes, sorry for the delayed upload.

9. Section F.3.d mentions Special requirement 2: key personnel, however there is no other requirement for key personnel. Will the Government please confirm that no key personnel are required as part of the submission? No key personnel are required, however, Quality Assurance is the responsibility of the awardee.

10. Will the Government accept 10 pt for tables and 8 pts for Graphics? Clarify?

11. for optional task 1 and 2 - it is expected these would be activated via Modification to the contract and a new NTP and period of performance for each option would be provided to the Contractor. Will the Government please confirm this understanding or provide how the Govt intends to handle the optional tasks. These are simply bid options and may be awarded if funding is available.

12. Is optional task 1 or 2 part of the period of performance or will the Govt release a modification to the contract and a new NTP? Period of Performance can be discussed before NTP is issued.

13. The pricing submission form includes specific quantities for Cameras, Labor, Conduit and Cabling. If our firm fixed price proposal has different quantities should we insert our data or use the quantities you include in the form? EG the chart states 40 cameras but the QA states 48 cameras. The SOW reflects the accurate number of cameras the Bid Schedule was not updated.

14. Photos_of_existing_camera_locations - Can the Gvt provide missing photo for RFES booth entrance lane? The photo is provided in the first Q&A attachment in the solicitation.

15. SOW Page 5 #5 talks about heated enclosures. How many existing cameras are located in heated enclosures or how many heated enclosures does the government require? Cameras will need to be weather resistant per location placed.

16. SOW page 10 States UPS systems are required at each. What duration is the battery backup requirement? Preferred 1 hr minimum

17. In the photos of existing locations, the SOW references Birdseye/360. Does the Gvt desire a fisheye or a multi-lens camera. Camera selection will be based on park need in each location per manufacturer capabilities. The noted views are intended for reference purposes.

18. In the photos of existing locations the SOW references 180-360 degree. Does the Gvt desire 180 or 360 cameras at these locations? Camera selection will be based on park need in each location per manufacturer capabilities. The noted views are intended for reference purposes.

19. For Thornton Area the SOW states "There will be an estimated total of 12 new cameras. There be 6 exterior placed cameras and 5 interior cameras including each booth (equals 11)". Is the 12th camera an interior or exterior camera? This was corrected in the SOW with the solicitation amendment.

20. For Rockfish the SOW states "There will be an estimated total of 11 new cameras. There be 6 exterior placed cameras and 4 interior cameras including each booth (equals 10)". Is the 11th camera an interior or exterior camera? This was corrected in the SOW with the solicitation amendment.

21. Will the government allow remote access to system during install for final camera aiming/testing? No. Government personnel must be present or overseeing work.

22. Are all camera cabling runs within 100 meters of their designated IT/Data rooms? If not, how many cable runs are over? If needed, can PoE+ ethernet extenders or long range ethernet extenders be used? Yes.

23. What brand of camera equipment is being used currently at other locations in the park?

Unknown, but the current system isn’t compatible with Milestone.

24. If there is a certain brand of camera you prefer to use?

The cameras will need to be compatible with Milestone, but the NPS is open to any brand.

25. Can we have another site visit as all sites were not shown during the site visit on December 18, 2025?

You are welcome to visit the sites however interior access will not likely be granted. If you go, please ensure you make the staff of who you are and what you are there for.

26. The installation of the cameras required in this project will require installation of low voltage communications cabling infrastructure where customer provided networks are not available.” What exactly is meant by this? Are we to supply a LTE communicator to facilitate comms, such as Starlink or Cradle Point? If so, who is responsible for paying for it during the performance period?

No, the contractor is not responsible for networks. Cabling is required to run the system with the existing infrastructure at each location

27. With regards to the 50% conduit replacement limit, is that per location or total?

Per location

28. Will EMT conduit suffice or does it need to be rigid where applicable? Rigid will be substantially higher in cost.

Covered cabling is the requirement for protection against animals and vandals.
