Description of Amendment Wayside Exhibit Planning, Design, Fabrication, and Installation Services for Fort Moultrie National Historical Park
The purpose of this amendment is to respond to questions received by the date and time specified in Solicitation Number 140P2125R0044 – Wayside Exhibit Planning, Design, Fabrication, and Installation Services for Fort Moultrie National Historical Park. The government response is provided below each question.
1. It states that metal signage is to be used. I wanted to know if layered, powder coated metal signage is acceptable. Please let me know.
RESPONSE:
Exhibit panels shall be direct-printed to aluminum (single or double-sided). Panel fabrication standards are available in Attachment A, Wayside Exhibit Specifications,
p. 53, D. Aluminum Panels. Additional panel fabrication information is available in Attachment G, Visitor Information Sign System.
2. Removal and disposal of up to fifty-five (55) existing wayside exhibits Is there any additional information about the exhibits to be removed such as size or location?
RESPONSE:
All waysides to be removed are located on the fort grounds, inside fort structures, or adjacent visitor center property. Sizes and mounting methods are variable, see breakdown below:
- wall mounts range in size from 12x10 to 24x18 (~19 total)
- rail mounts range in size from 12x10 to 18x13 (~3 total on wood and metal rails/gates)
- in ground exhibits range in size from 18x6 to 48x24 (~31 total) o 5 exhibits with an added audio tour box component are included with this group
- 36x48 upright, tri-sided kiosk, in ground (2 total)
- Baseplate: 36x24 (~ 1 total)
3. 3.4 Wayside Proposal 1
a. Create a wayside proposal for up to 27 waysides
b. Is this number a typo?
RESPONSE:
Yes, this should read “Create a wayside proposal for up to seventy-four (74) wayside.”
4. 6.2.8 Pre-Production
a. Listed under this section is “one (1) 8” x 10” section of tactile fort plan map in final material andcolor(s)". This is doable, but more expensive than how we typically produce the tactile sample.
Tactile map section can be provided in alternate material(s) that allow for effective evaluation of map textures, features, etc. only if separate samples of final tactile map material(s) and color are also provided for review.
b. Does the tactile section have to be produced in the final material or just be representative of the final tactile?
See previous response.
c. Should this item also be listed under the two sets of sample materials? Unsure if we are meant to provide one or two tactile samples.
RESPONSE:
See previous response. Separate tactile map samples materials are only required if the tactile map section is produced in alternate material(s).
5. Are team members allowed to have more than one role? For example, can the planner and writer be one team member?
RESPONSE:
See Page 52 of 76 of the solicitation. Factor 2, Key Personnel, Subfactor 1, Key Personnel List: “One (1) person may fill no more than two (2) of the following critical project roles…”
6. 2.6: Are the labels on the tactile element required to have accessibly sized raised lettering?
Yes.
7. 3.4: States that the proposal should only include 27 waysides. Are those specific waysides in the proposal already selected or is that something the contractor will determine on site?
See response to Q.3 above. This should read “74 waysides”.
8. 3.4.1: Should the contractor describe the need for tribal consultation, is it the contractor’s responsibility to organize and lead the engagement?
RESPONSE:
Park is responsible for conducting Tribal consultations. Contractor shall not directly engage with Tribal partners. Wayside Proposal 1 shall include relevant information discussed on this topic during the site visit, including waysides identified for consultation.
9. 3.5: The section makes several references to illustrations. Are any illustrations required with this contract?
There are no new illustrations included in this contract.
10. Can the tactile be cast in bronze instead of bronze-infused resin?
Alternate tactile map materials may be acceptable, though Government preference is for resin. If an alternate material is proposed, include cost estimates for both materials (bronze-infused resin and bronze).
11. Will the contractor have access to removal/installation sites outside of posted park hours?
RESPONSE:
Outside of posted park hours, Contractor will be able to access outdoor spaces only for work that does not require the presence of an archeological compliance monitor (FOMO staff).
- Contractor shall not conduct any work unless the COR is on site.
- Contractor cannot access “closed” areas without park staff or COR on site.
- Park may issue COR a key to provide early or late site access as necessary.
12. The following changes have been made to the scope of work. An updated copy is attached to is amendment with the changes in red.
• Page 5 of 76 - “Planner” has been removed from the chart under 2.4 Meetings, Travel and Presentations
• Page 8 of 76 – 3.1 Removal should be 56, not 55.
• Page 12 of 76 - Typo in 3.4 Wayside Proposal 1...it should read "up to 74 waysides" rather than 27.
• Page 20 of 76 - 5.0, Paragraph e, the number of waysides to be removed is 56, not 55
• Page. 46 of 76 - Volume II – Management Capability, Factor 2 – Key Personnel, a Subfactor 1 – Key Personnel List, Item (vi) - "Installation foreman" has been added and “Planner” has been removed from the key personnel list.
• Page. 53 of 76 - Volume II – Management Capability, Factor 2 – Key Personnel List - "Illustrator" has been removed. “Installation Foreman” has been added.
