About this file

This document is an amendment to a federal solicitation for interpretive film and web short productions. The National Park Service is seeking a contractor to produce a main interpretive film on the history of Harpers Ferry National Historical Park as well as optional short films highlighting specific topics or events. The amendment provides responses to prospective vendor questions, changes the requirements for asset usage between the main film and optional short films, and extends the period of performance through November 2024. Estimated budgets for all films range from $250,000 to $325,000. The short films must use original assets beyond what is included in the main film and any overlapping content requires agency approval. No DVD or Blu-ray authoring is required as part of post-production deliverables.

1. On p. 6 of Sol_140P2122R0035, in the Overview of Technical Requirements, item d. states

"Music: licensed music or an original score are both acceptable"; however, in the Overview of

Production Requirements, item f. states "Music: an original score is required".

- Is an original music score required?

Answer: An original score is not required but telling a complex story quickly means there will need to be technical timing, pacing, hits, swells, transitions, all driven by the music.

While an original score is not required make sure you have the resources needed to execute the high-quality storytelling standard called for in the scope. Additionally, music rights of:

all media, worldwide, in perpetuity are required for the music. Licenses with indemnification clauses signed on behalf of the National Park Service shall not be accepted.

Refer to Attachment C – NPS Amendment to License Agreement for an example amendment to standard license agreements. While not required, and original score may sometimes be the easiest path to satisfy all these other requirements.

Attachment_C_NPS_Amendment_to_License_Agreement.docx is blank. Was that intentional?

Answer: Disregard that attachment.

2. Can the Past Performance questionnaires submitted for the main film be repurposed for each optional film submission?

Answer: Yes. The Past Performance Questionnaires should be applicable to ALL elements of the project.

3. What are the estimated budgets for both the Interpretive Film and for the individual Web Shorts?

Answer: between $250,000 and $325,000 for all the films (including the shorts).

4. Are DVD/Blu-ray authoring files needed? It was mentioned under POST-PRODUCTION

PROJECT FILES.

Answer: No.

5. For the Web Shorts, what percent of 2D animation (if any) and interview footage are expected? (This will greatly affect budgeting.)

Answer: The requirement around the percentage of high-quality 2D-animation and number of interviews is for the main film only (as a minimum requirement). For the short films, the contractor shall provide as many interviews, or other filmmaking techniques, as it takes to successfully produce the short films and meet the project goals. Refer to this change II.3. Option
