About this file
This document is Amendment 00006 to a solicitation (140P2026R0013) issued by the National Park Service (NPS), Desert Landscape Conservation Cooperative (DSC) Contracting Services Division, for Titus Canyon Road repair work. The amendment extends the proposal deadline to Tuesday, February 10, 2026, at 9:00 AM Mountain Time in response to contractor questions.
The amendment comprises 43 questions and answers addressing clarifications on project specifications and requirements. Key substantive answers include: compaction testing is required only for material with less than 50% retained on a No. 4 sieve, with contractors responsible for independent testing lab costs; clay from cuts may be mixed with un-cohesive soils where beneficial; temporary resource protection fencing is only required where shown on plans; no office trailer is required; truck turnarounds cannot be enlarged beyond plan limits; contractors may work Monday through Friday only with no night work permitted; an NPS archeological monitor will be present during all ground-disturbing activities; the project allows up to two simultaneously active work sites per resource monitoring type (maximum six total); the roadway will remain closed to the public for the entire project duration; no culvert installations or gravel imports are anticipated; riprap must be imported from outside the project; and rock chips are available at Daylight Pass Mixing Table Site from station 443+58 to 458+75. The project completion timeline is 365 days from Notice to Proceed, with the government's goal being issuance of NTP on or before April 1, 2026.

THE PURPOSE OF AMENDMENT 00006 IS TO ANSWER
QUESTIONS FOR THIS PROJECT.
Question 1: 1. Reference: Sheet D-10. During the walkthrough, the idea of mixing the clean gravel material (that's already onsite) with the clay in cuts was discussed. referring to sheet D-10 Notes and Callouts: "Place 25% clay and 75% 3" minus, evenly mixed to the acceptance of the NPS CO, Salvaged material in
6" lifts, see note 1" - Is this application allowed in road ripping with rock chip applications? Is this for more areas than just what's on D-10 (the geogrid area)? If so, please clarify. Is this for the rock chip application of 50/50 clean gravel material? Do you want this mixture on anything beyond the 6" fill areas? Also, if this is the end product, then the FP-24 states a compaction and moisture test is needed for anything with <50% retained on #4. Does D-10 clearly state that the NPS CO overrides the FP-24 in the field, or will the
Contractor refer to the FP-24 and pay for the required independent testing Lab?
Answer 1: The clay material in the cuts identified in the plans may also be used for mixing with un-cohesive soils anywhere it would be beneficial but is not required outside of the areas indicated in the plans. Sheet D-10 does not state or imply that the CO overrides the referenced FP-24 requirement for compaction testing for material with less than 50% retained on a No. 4 sieve.
Question 2: Please confirm 1. Required testing and acceptance criteria for this blended material (gradation, moisture-density, etc.).
2. Field determined or independent lab. If lab, is that contractor's responsibility? 3. Whether this requirement applies uniformly or only were shown on specific details or locations confirmed in your response.
Answer 2: Field determination can suffice if method of testing is accepted. Testing is required only where plans, specifications, or referenced specifications indicate. For

(C) example, the FP-24 requires compaction testing for material with less than 50% retained on a
No. 4 sieve.
Question 3: Reference: Section31 23 00, Paragraph 1.4 Submittals (Items G.1. and G.2.)
Section 31 23 00 references material submittals but does not clearly identify testing requirements. Please confirm, whether maximum density curves are required for: Native material, blended clay/aggregate material, imported aggregate. Furthermore, is the contractor required to retain and pay for an independent testing lab or if testing will be performed by the Government? We're guessing at least 10 different soil types on site.
Answer 3: Per the referenced FP-24 Section 204, compaction testing is required for material with less than 50% retained on a No. 4 sieve.
The contractor is responsible for obtaining the services of a testing lab.
Question 4: Reference: Grading Notes;
Environmental Protection requirements, several plan details state "no side casting of material." Please clarify whether the
Contractor may: Blade the roadway between work areas, side cast loose rock within the roadway to prevent tire damage, perform this work particularly on steep sections beyond White
Summit. If not permitted, please identify approved handling methods.
Answer 4: "Side casting" in this contract refers to the practice of pushing or dumping excavated material (spoil) over the downslope side of the road embankment. It is permissible to use excavated material from the inboard
(cut) side of the road to fill gullies or holes in the outboard side of the road, but not permissible to dump that material over the edge of the roadway bench to waste it.
Question 5: Reference: temporary Access Notes;
Turnaround Callouts - Please clarify whether truck turnarounds may be enlarged beyond the plan limits to accommodate construction

(C) equipment, provided final restoration is performed and impacts remain within approved disturbance limits.
Answer 5: Truck turnarounds may not be enlarged beyond the limits shown on the plans.
Question 6: Reference: environmental Protection
/ avoidance area plans - Please confirm whether temporary fencing is required to prevent tire tracks or equipment encroachment outside approved work limits and identify locations where suck controls are mandatory (i.e. rock walls, etc.).
Answer 6: Temporary resource protection fencing is only needed where shown on the plans. For example, around station 443+00 on Sheet P18.
Question 7: Reference Section 01 50 00-3 temporary Facilities - Please confirm whether the contractor is required to supply an office trailer or whether alternative arrangements are acceptable.
Answer 7: The contractor is not required to supply an office trailer. The government will not provide this.
Question 8: Sheet P32 - On P32 of the plans, at station 609 there's a callout that states,"
Utilized secondary flake retouched bifacially."
What does this mean?
Answer 8: Please disregard this callout.
Question 9: If a desert tortoise is encountered off the roadway, please confirm whether construction equipment may continue traveling along the roadway to access other work areas and continue work, provided the tortoise is not within the travel path.
Answer 9: Yes, construction equipment and vehicles may continue to use the roadway to access work in other areas.
Question 10: Please confirm whether the Titus

Canyon Road corridor has been fully surveyed for archaeological resources and whether additional stop-work notices are anticipated during construction.
Answer 10: An NPS archeological monitor will be present during all ground-disturbing activities within NRHP-eligible properties to ensure they are not impacted. The monitor will have the authority to temporarily halt construction if potential cultural resources are encountered, and to redirect activities away from sensitive areas. If previously unknown cultural resources are encountered during the road repair project, all work within 50 feet of the discovery will cease and the find will be immediately reported to the project archeologist and NPS cultural resources staff. Any resource will be protected in place until it can be evaluated for NRHP eligibility and appropriate treatment measures can be determined in consultation with the SHPO and affiliated tribes. If NRHP-eligible sites cannot be avoided and will be impacted by the road repair project, appropriate data recovery and curation measures will be implemented to mitigate the loss of important cultural information. Data recovery may include detailed recordation, mapping, photography, and selective excavation of threatened features or deposits.
Question 11: Do you anticipate NTP happening on or before April 1, 2026?
Answer 11: Yes, that is the government's goal.
Question 12: The solicitation states 365 days to complete after NTP but the specifications say project completion Dec 31, 2026, please clarify.
Answer 12: This is an estimated date. It will be 365 days to complete work from notice to proceed (NTP). Once award is made the contractor will have a better idea of when work will start and end 365 days from NTP.

Question 14: Compaction Testing can you guys please clarify compaction testing requirements.
Answer 14: Per the referenced FP-24 Section
204, compaction testing is required for material with less than 50% retained on a No. 4 sieve. The contractor is responsible for obtaining the services of a testing lab. For material with more than 50% retained on a No. 4 sieve, testing is not required but compaction must comply with FP-24 Section 204.11(a) and
(b).
Question 15: Are there environmental noise restrictions during certain times of the year we need to be aware of? IE migratory bird seasons. Additionally, will contractors be allowed to work 6 days a week M-S with the option for night work in the summer extreme heat?
Answer 15: There are no special noise restrictions for certain times of year.
Contractors will be allowed to work Monday through Friday only. Night work will not be allowed.
Question 16: Can an Interest-bearing CD be used in lieu of a traditional bond if awarded?
Answer 16: No, that will not be accepted.
Question 17: Without the CAD files or a quantity from the Government it is very difficult to tell how much exclusion fencing will need to be provided for the sensitive areas. The Contractor is respectfully requesting the Government provide a rough quantity of fencing the Contractor will need to provide so all bids will be similar and
