About this file

This is Amendment 0005 to Solicitation 140P2026R0013, issued by the National Park Service (NPS), Division of DSC Contracting Services, located in Denver, Colorado. The amendment was effective January 17, 2026, with an offer receipt deadline of December 10, 2025. The amendment is not extended and serves exclusively to answer 43 questions posed by potential offerors regarding the project.

The Q&A addresses critical project requirements across biological, archaeological, paleontological, and construction specifications. Key clarifications indicate that NPS or its representatives will provide all biological surveys, pre-construction monitoring, cultural resource training, and daily field monitors for biological, archaeological, and paleontological activities, rather than requiring contractor provision of these services. Regarding construction specifics, the contractor is prohibited from blasting (expansive demolition grout may be used with approval), cannot establish camps within the park, and cannot conduct night, weekend, or federal holiday work without prior written Contracting Officer consent. Fill material must be 6 inches minus with uppermost 6 inches limited to rocks no larger than 3 inches in diameter. The contractor may have up to two simultaneously active work sites within each type of resource monitoring area (archaeological, tortoise, paleontological) for a maximum of six active resource sites total. CAD files and electronic files of culturally sensitive areas will be available only to the awarded contractor post-award. Electronic bid bonds are acceptable. Evaluation factors include price and technical proposals, which are approximately equally important when combined.
