About this file

This is Amendment 0005 to Solicitation 140P2026B0004, issued by the National Park Service (NPS) on October 2, 2026, for the rehabilitation of the main water system at East Creek and Yovimpa in Bryce Canyon National Park. The bid opening date remains October 8, 2026 at 2:00 PM Mountain Time. The amendment corrects information from the previously issued Amendment 4 by providing accurate responses to contractor questions and including Construction Specification 22 11 19 for Domestic Water Piping Specialties, which was provided for the incorrect project initially.

The specification establishes requirements for backflow preventers (reduced-pressure-principle type) in 2-inch and 6-inch sizes with design flow rates of 150 gpm and 600 gpm respectively. Acceptable manufacturers include Ames Fire & Waterworks, Apollo Valves, Caleffi North America, FEBCO, WATTS, and Wilkins. The specification requires compliance with SDWA standards, NSF/ANSI/CAN 61 and 372 certification with weighted average lead content ≤0.25 percent, ASSE 1013 standard, continuous-pressure operation, maximum 5 psig pressure loss, bronze bodies for 2-inch sizes, and ductile or cast iron with interior lining for larger sizes. Installation requirements mandate backflow preventers in each water supply to mechanical equipment, atmospheric-vent drain connections with air-gap fittings, and prohibition of bypass piping. The document also contains 100 questions and answers addressing technical clarifications on pipe sizes, valve specifications, personnel requirements, testing procedures, construction staging, archaeological monitoring, and equipment coordination. All other terms and conditions of the original solicitation remain unchanged.

Solicitation 140P2026B0004 BRCA 318695 - Rehabilitate Main Water System

Question No. Sheet or Reference Question Response

Can the use of Siemens hardware and WinCC be utilized in lieu of the use of Allen Bradley as specified in the construction specifications?

The construction specification does not require Allen- Bradley exclusively. Division 40 accommodates multiple SCADA hardware and software manufacturers, including, but not limited to Allen-Bradley, Siemens, GE and Schneider Electric, provided the proposed system meets the specified performance and compatibility requirements.

The Division 40 specifications are performance based and accommodate alternate SCADA hardware and software platforms provided the proposed equipment meets the specified functional, performance, compatibility, communication and integration requirements. Bidders are not precluded from proposing an equivalent solution under the current specification. Any equivalent solution would need to demonstrate compliance with the specified salient characteristics and be evaluated through the submittal process.

Since submission of subject solicittion is electronic email, are scanned copies of the original bid guarantee acceptable? Section L, Page 71, Paragraph D specifies a bid guarantee should be submitted with emailed copy of Bid Package; however, Page 72, Bid Guarantee section indicates photocopied and faxed copies of bonds will be rejected.

Yes; however, the seal must be evident on the emailed version.

Can we use compression fittings instead of flared for the corps/curb stops? No.

The specs on the Mueller brass don't seem to match. The corp mentions 1/4 turn ball valve but the part #H-15000 corp signifies inverted key valve which only has a 125 psi rating is not a 1/4 turn valve. The curb stop same thing mentions 1/4 turn ball valve but the part # signifies it as an oriseal valve with only a 175 psi rating. Would a 1/4 turn ball style valve at 300 psi be better suited for this application? Also can we bid FORD brass instead of Mueller?

Provide 1/4 turn ball style brass valves for this application.

Minimum pressure rating of 200 psi. Product references are provided as a basis of design. Alternate brands that meet specified salient features are acceptable.

Can we bid Kennedy gate valves to match the hydrants instead of Clow? Both companies are owned by McWane and both valves are the same pattern/specs just the name is different?

Product references are provided as a basis of design.

Alternate brands that meet specified salient features are acceptable.

Would you to open to utilizing HDPE instead of k-soft copper for the 2" and smaller services? They are using HDPE for the main line as well as the 2" line to the flushing hydrants.

HDPE is acceptable for 2" and smaller services..

We were not seeing a specification for the backflow preventers, do they want double check or RPZs?

Reduced Pressure Zone (RPZ's).

For the flushing hydrants, do we need 6x2 tee like the detail shows? Or a 6x2 saddle and corp like it mentions in certain spots.

Tee's.

For all the flushing hydrants, fire hydrants, valves, etc. that are in the 15' deep HDD areas should those all be installed at 15' depth as well?

Yes, all appurtenances need to be 15' deep where specified.

The section for waterline from the well house to the tank transitions between 6" and 8" (sheet C1.15) that appears to be in error. Can you confirm the pipe size through those sections.

The pipe from the valve vault east of the wells to Science Hill tanksarea will all be 6" HDPE.

The section of pipe from the Visitor Center is indicated as 8" pipe but on Sheet C1.20 and C1.21 it shows that valves on that line are to be 6". Can you confirm the pipe size through those sections.

Pipe and valve sizes from Science Hill to the Visitor's Center are to be 8".

HDD will require clean mixing water for construction. Is there a limit on what water will be available for construction?

Potable water will be available @ 10kgal/day for disinfection and flushing of water line. The park does not have capacity to support non-potable uses. Contractor may coordinate with Tropic Ditch Company for non-potable source.

Is it allowable to dump drill mud in the maintenance laydown area for drying prior to hauling outside the park? Similar to a concrete washout.

A non-permeable containment area and plan that meets specifications and enviornmental requirements is required for approval. Reference 33 05 07 2.8 for final clean up requirement

Option B in the dorm (concessionaire housing area) will require the parking area asphalt to be removed. What level of closure will be allowed for that parking area?

To be coordinated. NPS will permit partial closures to complete construction. This area may require construction outside of peak park times to limit disturbance (such as winter months). Emergency response vehicle access needs to be maintained as coordinated with park.

Estimated dewatering flow rates (GPM) anticipated for trench excavations and HDD pits. Contractor responsibility - means and methods - consult geotech report and contract documents.

Expected excavation depths where dewatering may be required. Contractor responsibility - means and methods - consult geotech report and contract documents.

Archaeology Monitoring support shall be incorporated in each construction Option CLIN as needed to complete the specific Option work; Archaeological Monitoring CLIN 11, Option H, shall be for supporting the BASE construction line items only.

Please identify any NPS or third-party construction anticipated to occur concurrently with this project within or adjacent to the Contractor's limits of disturbance, particularly the planned Visitor Center shuttle-stop work. Please provide any known schedules, access restrictions, shared staging requirements, sequencing constraints, or other interfaces bidders should incorporate into their bids.

Coordination will occur after projects are awarded.

The solicitation materials appear to contain differing information regarding the estimated magnitude of construction. Gideon USA has identified project information indicating a magnitude of $5,000,000 to $10,000,000, while the Government stated during the September 16, 2026 pre-bid meeting that the contract value is more than $10,000,000. Please clarify the Government's official estimated magnitude of construction for Solicitation 140P2026B0004 and identify the magnitude range bidders should rely upon for bidding purposes so that all bidders are working from consistent solicitation information.

Please see FAR 36.204. IGE will not be released until bid opening

Greater than $10M

Is there a detail that shows how the pipe to pipe connections should be at the HDD Bore Holes? Three options are acceptable: butt fuse the pipe ends, use electrofusion couplings, or use pipe stiffeners and ductile iron restrained mechanical joints sleeves.

On sheet C1.55, can you please clarify if detail callout 6 is in reference to callouts 4 and 5, or is this for something else?

Yes. Detail 6, Concrete Box details, does refer to Details 4 and 5, Backflow Preventers and provides construction details for the concrete box enclosing the BFP.

On Sheets C1.19 through C1.24, the HDPE waterline sizes and associated appurtenances shown in plan view do not consistently match those shown in the profiles. For example, the plan notes indicate one pipe size, while the profiles reference both 6" and 8" pipe. Additionally, at Sta.

243+52, 255+25, 248+30, and 238+23 an 8" valve is called out on a 6" waterline. Please clarify the correct HDPE waterline sizes and corresponding appurtenance sizes for these sheets and confirm whether the 8" valves at Sta. callouts are correct.

The pipes and valves from the junction structure at the wells to the tanks at Science Hill are all to be 6".

Can our onsite Superintendent also be the Safety officer. No. Reference reponses to similar question.

Can we get a list of the contractors bidding on the project? Please refer to SAM.gov as these were posted with a previous Amendment.

Are there images of the control panels - outside and inside? I would like to know if there is enough room to mount additional switches and other hardware.

For bidding purposes assume space is not available.

Who supplies and installs the well switches, lights, relays, and starter-to-RTU wiring? A complete operational system is to be provided as part of this project. GC to coordinate work responsibilities within their team. Typically, the Integrator is most familiar and best equipped to select control panel parts and complete termination, support from electrical contractor may be required.

What is the existing remote alarm-notification method? Cellular modem located at Science Hill WTP control panel.

How should alternation occur, and what happens when a well faults, leaves remote, or loses communications?

Well automation to remain as programmed. The intent of the design is not to modify the existing well automation;

the test is to ensure that automatic well operation remains unaffected by the installation of the local control station at each well. System Integrator is expected to review existing well automation logic in the existing controllers and prepare a Sequence of Operations describing the well operation, as required by action submittal 1.05B. Thie existing sequence is further to be integrated into the Field Test plan, as specified by 1.05C.

Who supplies, installs, configures, and trains on the Science Hill meter? GC to coordinate all work responsibilities within their team. Typically, the Integrator is most familiar and best equipped to configure and train on the meter, however they likely will need mechanical and electrical installation support from other contractors to run the underground conduit and cable, and mount the meter to the pipe.

Which panel receives the switches/lights? Reference Note 2 on drawing I1.02B.

Are the training prerequisites intended to require a separate return visit? Training to be scheduled and coordinated with NPS operations and the Contractor team. Wells must be operable during training (piping must be intact from wells to science hill tank), so training can occur either before or after the pipe replacement work, not during.

Can you quantify the asphalt/concrete repair. The plans don’t show enough detail to know what patching might be required.

Pavement replacement sections are to match existing.

What is removed is to be replaced in kind.

Is there any contingency if we hit refusal on the Horizontal directional drill? Variances for pipe bursting the existing waterline along east creek may be considered.

Will you cover the electrical sub and the archeological monitoring contractor? No. These are contract requirements and the responsibility of the general contractor.

On Sheets C1.15 through C1.1.16, the HDPE waterline sizes shown in plan view do not match those shown in the profiles. For example, the plan notes indicate 6” pipe size, while the profiles reference both 6" and 8" pipe. Ex. Profile view on C1.15 and 1.16 says Sta 254+93.70 to Sta 268+42.61 says 8” HDPE. Please clarify the correct HDPE waterline sizes for these sheets and confirm.

The pipes and valves from the junction structure at the wells to the tanks at Science Hill are all to be 6".

The solicitation identifies enlargement of an existing raw water storage tank as project work.

However, the Option E specification describes the removal of existing asbestos-cement piping and replacement with HDPE. The referenced drawings show existing tank connections, piping improvements, and a replacement valve vault. We have not located a proposed tank capacity or construction details for tank enlargement.

a) Is enlargement or replacement of a raw water storage tank required under this contract?

b) If required, identify the tank, its existing capacity, the required final capacity in gallons and whether the intent is to modify the existing tank, replace it, or install additional storage.

c) Provide the applicable design drawings and specifications, including tank dimensions, materials, foundation and structural requirements, piping connections, and testing requirements.

d) Identify the base bid or option contract line item under which this work must be included.

e) If tank enlargement is not reuqired, please confirm that the reference on Solicitation, Page 9 will be removed by amendment and clarify the intended tank area scope.

Tank replacement/enlargement is not part of the project scope. Option E items are those identified.
