Question No. Sheet or Reference Question Response Amendment
1 Can the use of Siemens hardware and WinCC be utilized in lieu of the use of Allen Bradley as specified in the construction specifications?
The construction specification does not require Allen- Bradley exclusively. Division 40 accommodates multiple SCADA hardware and software manufacturers, including, but not limited to Allen-Bradley, Siemens, GE and Schneider Electric, provided the proposed system meets the specified performance and compatibility requirements. The Division 40 specifications are performance based and accommodate alternate SCADA hardware and software platforms provided the proposed equipment meets the specified functional, performance, compatibility, communication and integration requirements. Bidders are not precluded from proposing an equivalent solution under the current specification. Any equivalent solution would need to demonstrate compliance with the specified salient characteristics and be evaluated through the submittal process.
2 Can key personnel serve in dual positions? I.e. Superintendent - also service as Quality Control? Yes 4
3 What is the gallon limitation for use of water - especially when utilizing water for flushing and chlorination purposes?

Question No. Sheet or Reference Question Response Amendment
9 Did the engineers confirm that the Aviat Aprisa SR+ radios will handle the required Allen Bradley data transfer rates?
Neither Allen Bradley nor Aviat Aprisa SR+ are specific requirements of the project – they were used as basis of design. The design does not seek to prescribe any particular make or model (PLC or radio) – the contractor may submit any equipment they feel best suits the needs of the system.
DOR is not aware of a published “data transfer rate” for Allen Bradey PLCs inherent to the model or ethernet IP protocol – data transfer rate is primarily dependent on the amount of data and frequency of data being sent, which more is dependent on specific configuration and timing of messaging than a protocol or brand. The minimum data update rates specified (every 15-30 sec depending on the application) are not demanding of a high speed connection; payloads are expected to be on the order of kilobytes, not megabytes for daily SCADA functions. The SR+ is the basis of design used for the radio interference analysis report requested by NPS during design; this model exemplifies a modern digital radio with advanced modulation schemes that are expected to outperform the existing analog radios.
10 The solicitation lists the offer due date/time as "09/29/2026 1400 MD." Could you please confirm the applicable time zone for the proposal submission deadline? 2:00 p.m. Mountain Time 4

Lake Fork Lift Station – Drawing I04.231 – Lake Fork List Station RTU (LFLS) Panel Layout & BOM lists a 24VDC Solar Charger and 12VDC Batteries, 105 AH on the Bill of Material however, there is not any solar panels listed on the BOM nor does drawing I04.230 show the existing lift station as a solar site. Is the Lake Fork Lift Station to be a solar site with the installation of the new packaged lift station? If so, a Rohn antenna tower would be more stable than a typical antenna mast. Please advise.
Lake Fork Lift Station does not need any solar, charger or batteries, utility power will be available. The only solar site in this project is Iola tank.
Specification section 40 67 00.2.02.A. states “Enclosure Manufacturer: Hoffman Engineering Company” however, all of the drawings for the Panel Layout and BOM list Saginaw. Should enclosures be Saginaw or Hoffman? Also, Saginaw part numbers are for Stainless Steel enclosures however, no NEMA rating is listed in the specification. Should all enclosures be stainless steel with a NEMA rating of NEMA 4X?
Neither Hoffman Engineering Company nor Saginaw are specific requirements of the project – they were used as basis of design. The design does not seek to prescribe any particular make or model – the contractor is responsible to submit a product that meets the requirements
Regarding the Aviat Aprisa SR+ VHF radios – we had a Teams conference call with Aviat, the Aprisa radio manufacturer, and they were not confident that their VHF radios would be able to handle the terrain at the park or the bandwidth required for Allen Bradley PLC’s, including the Micro870 PLC’s specified for this project. Would you like us to propose an alternative communication media that will handle the bandwidth and topography requirements?
See response provided in question 9 4
Sheet C1.10A indicates that these sections are to be HDD. Please confirm as it appears this may be in error.
Sheet C1.10B indicates that these sections are to be HDD. Please confirm as it appears this may be in error.
The specification indicates the project will proceed in phases to maintain park operations.
During the transition period, is a parallel operation of the old and new SCADA systems required and if so, for how long?
DA requirement. However, Pigler Automation has recommended transitioning to Ignition, FactoryTalk View or Optix as modern alternatives. Will the customer: (a) accept an engineered proposal using one of these alternative platforms (with technical justifications)?
(b) require strict adherence to GE iFIX as specified? (c) request a comparison/trade study between iFIX and alternatives?
70 The specification requires 'on-premise' SCADA with no cloud-based solution. Is there any future requirement or desire to enable cloud connectivity, remote access, or integration with other NPS systems that might influence SCADA software selection?
What is the required runtime license scope for the SCADA software? (a) Single-user operator workstation at maintenance shop only? (b) Multiple seats for engineering/support staff? (c) Number of simultaneously connected OITs at remote sites? (d) Requirements for historical trending, reporting, or historian database?
The specification shows UPS units at each RTU (PULS 24VDC, 10A, with 12V 5AH battery).
Is the UPS runtime requirement only for graceful shutdown, or must it sustain operator interface and data logging for an extended period? What is the expected minimum runtime (in minutes) needed?
Specifications require verification of antenna tower requirements “as part of the radio path study report” and design per ANSI/EIA-222-F standards.
(a) Has the radio path study report (RF propagation study) already been completed by the design engineer/NPS as part of the construction documents? If yes, is a copy available in the Drawing Set or Specifications?
(b) If NOT completed, is the controls contractor responsible for commissioning and paying for a professional RF survey and path study analysis to verify antenna tower heights, orientations, and link performance?
Specifications require Owner and Engineer witness of performance tests at “Contractor’s manufacturing facility” prior to equipment shipment.
Must Factory Acceptance Testing be performed at the general contractor’s (prime’s) facility, or can FAT be conducted at the SCADA controls subcontractor’s facility or via web conference?
Will the Government provide the on-premise server hardware (OS, CPU, storage, backup infrastructure), or is the contractor responsible for selecting, procuring, and configuring the historian server? Are there minimum specifications or will NPS accept contractor-provided servers?
76 How are “availability” and “reliability” defined per Section 40.05.00?
What constitutes a reportable failure?
What happens if the system fails to meet 99% during the 30-day test—is there a re-test period?
Section 40 61 96 provides control descriptions for several processes. Are complete control narratives available for ALL 10 RTU sites?
Specifically for:
(a) Elk Creek Tank (RTU-ECT)?
(b) Elk Creek Marina Lift Station (RTU-ECMR)? (c) Elk Creek Main Lift Station (RTU- ECMN)? (d) Iola Tank (RTU-IOT)?
Will construction water be available for contractor use at the Elk Creek location? Water usage is anticipated to be approximately 20-30 gallons a day.
Can tree and scrub oak grubbing material from construction activities be left on site if chipped and stockpiled for Parks Landscaping Subcontractor?
Confirm re-lining only 2 lagoons per Sheet C2.13 and 3rd lagoon has only grinder and transfer switch work.
It is assumed pond liquid can be pumped into other ponds to complete scope. Please confirm.
Is archeological monitoring required anytime disturbance is within area of potential effect (APE)? If not, please clarify archeologically sensitive areas to be observed.

Please provide or confirm a controlling open-cut water schedule by alignment showing station limits, diameter, material, installation method and bid item. Include final quantities and locations for valves, fire hydrants, air-release assemblies, meter/service reconnections, line stops, vaults and other appurtenances.
84 Please provide or confirm the controlling gravity-sewer schedule by reach, including station limits, diameter, material, invert elevations, manhole identifiers and service reconnections. Please confirm the number, size and approximate length of building laterals and whether laterals stop at the plan limits or extend to each existing structure.
Section 33 30 00 requires 6 feet minimum cover over force main, while other requirements appear to use deeper criteria.
Please confirm that plan/profile invert elevations control and state the minimum cover for each open-cut water, gravity-sewer and force-main alignment where a profile is not shown.
86 The geotechnical report anticipates shallow bedrock and possible hydraulic hammering or blasting, while the specifications prohibit explosives and the work is lump sum. Please provide the estimated rock quantity by alignment or confirm that rock beyond reasonably inferable conditions will be handled as a differing site condition. Also confirm the notification, measurement and authorization procedure for rock excavation.
Please confirm the procedure and compensation when soft, pumping, saturated or otherwise unsuitable trench bottom is encountered despite reasonable dewatering. Identify who determines the overexcavation depth and replacement material, and whether authorized removal, disposal, stabilization fabric and granular replacement beyond the normal trench section are incidental.
