About this file

This document is a Question and Answer (Q&A) Tracker for the Lake Echo Bay Ramp Extension project at Lake Mead National Recreation Area, Nevada. The solicitation (No. 140P2025R0071) covers a federal contract opportunity issued by the Department of the Interior National Park Service. The Q&A tracker addresses 15 key questions from potential contractors, covering critical project details such as water level projections, site access, safety requirements, environmental considerations, and work constraints.

Noteworthy details include requirements for on-site safety personnel (SSHO and QCO must be present 100% of the time), specific environmental provisions like using weed-free riprap and aggregate, restrictions on vehicle sizes and delivery times, and archaeological monitoring protocols. The proposal due date was extended to August 08, 2025, acknowledging the complexity of the project documentation. Additional specifications address coordination with park concessionaires, dust control measures, equipment fluid requirements, and transportation limitations through the Lake Mead RV Village and park roads.

Question Response

1 What are the current and anticipated water levels at Echo Bay during the construction period, and how will they affect the work scope and schedule, particularly regarding the 40-foot depth limitation?

See attached June 2025 most probable

24-month projections. If lake the elevation is not projected to drop to the needed elevation based on the 24-month projection at time of award or will not be at the necessary elevation when the launch ramp will be constructed, the contract will be amended or modified to construct the launch ramp to 40-foot depth limitation.

2 Will we be required to have an SSHO and

QCO on site 100% of the time, or can they dual-hat with the project superintendent?

Yes, you are required to have an SSHO and QCO on-site at all times. Also, they cannot dual hat with the project superintendent.

3 Are there specific requirements or restrictions on the source and type of riprap and aggregate base that must be used, beyond needing to be from off-site commercial sources?

Yes, riprap and aggregate will be certified weed-free.

4 What are the precise locations and access requirements for the staging, laydown, and stockpile areas, and are there size or environmental limitations on their use?

See Sub Sheet No. C2 for precsie locations of staging, laydown, and stockpile areas. Yes, there are size limitations (i.e. unreasonably too large for the requirement) but that will be determined during the submittal process after award.

5 Can the Government provide AutoCAD or other digital files to assist in verifying earthwork quantities, and are there preferred formats for quantity takeoff submissions?

Refer to Roadway Cross Sections on Sub

Sheet Nos. C13 - C24.

6 Will the Government provide a geotechnical baseline report that supersedes the current geotechnical investigation for bid assumptions regarding rippability and excavation?

Government will not provide a geotech baseline report that supercedes the current geotech investigation.

7 Are there any special coordination requirements with other contractors or agencies working in the vicinity during the project?

We do not ancticipate other contractors or other Government agencies will be working in the vicinity during the project.

However, there are possibilities that coordination will be needed for special events (e.g. commercial activities such as

BASS tournaments, etc.) with

Concessioners and/or Park.

8 What specific requirements apply to haul routes for excess excavation, including dust control measures and traffic restrictions?

Besides dust control measures and ensuring roads (dirt/gravel and paved) are available to public and Government vehicles, ensure paved roads are swept as needed and dirt/gravel roads are maintained (e.g. repair washboard roads, remove excess excavation that spilled on road) as needed.

9 Will the Contractor be required to perform pre-construction surveys for Razorback

Sucker spawning with a diver, and what qualifications are acceptable for the diver?

As per Specification Section 01 11 00, para 1.17, prior to start of in-water work, the Contractor will conduct survey of the work area with a trained diver to verify that no evidence of Razorback Sucker spawning ia present. For Razorback

Sucker spawning purpose, the diver will be either commercially or recreationally certified and a biologist that is able to recognize Razerback Sucker spawning beds.

10 Can work be scheduled or extended beyond normal business hours (6 am to 6

pm) if necessary to meet schedule milestones, and what is the approval process for such requests?

Please refer to Specification Section 01

11 00, para 1.6.

11 Is there a requirement to include biodegradable hydraulic fluids for equipment used in or near the water, or is this optional as stated?

Please refer to Specification Section 01

11 00, para 1.11.

12 Will the Government furnish any additional connection hardware or precast panels beyond what is listed, or must all remaining required components be contractor-furnished?

Government will not furnish any additional connection hardware or precast panels beyond what is listed. All remaining required components will be contractor-furmished.

13 What are the specific requirements for archaeological monitoring during excavation, including who provides the

As per Specification Section 01 11 00, para 1.17, if the Government furnished archaelogical monitor discovers resources, the contractor will stop work monitor and how potential delays will be handled if resources are encountered?

and contact the contracting officer and/or construction management representative immediately. Archaeological sensative areas and resources typically found in the park or at the project site will be discussed futher at the preconstruction conference mneeting. The inpact of the potential delays will also be discussed during the precon meeting.

Village and park roads, including limits on vehicle size or timing of deliveries?

Vehicles beyond 8.5 ft wide require a special permit. However, no exceptions will be granted for vehicles over 10 ft wide. Vehicles may not exceed state height requirements (14 ft in Nevada and

13.5 ft in Arizona). Overall length may not exceed 70 ft. Deliveries and hauling of excess excavation to lagoons are authorized from 7 am to 6 pm, Monday through Friday, excluding government holidays.

15 Due to the close proximity of the site walk to the proposal submittal date, and in recognition of the complex nature of the supporting documentation required for the submittal, can the proposal due date be extended to August 15th, 2025 to allow for the generation and submittal of a high quality, comprehensive proposal package?
