About this file

This document is a Question and Answer (Q&A) Tracker for a National Park Service contract for the Lake Echo Bay Ramp Extension project at Lake Mead National Recreation Area in Nevada. The solicitation (140P2025R0071) includes responses to eight contractor questions addressing technical specifications and project requirements. Key modifications include clarifications about geotextile fabric installation (not required underwater), confirmation of permit status for in-water work, specification of permanent benchmark requirements (3.25" diameter domed silicon bronze cap on 30" stainless steel pipe), and an extension of the proposal due date to August 22, 2025, at 10:00 AM PST. The project involves construction work related to a ramp extension, with specific technical details about installation methods, drawing submissions, and permitting processes for temporary and long-term waterway work permits.

Question and Answer Tracker

Date: 8/04/2025 Project: LAKE 324894 - “Lake Echo Bay Ramp Extension,” at Lake Mead National Recreation Area, Nevada Solicitation #: 140P2025R0071

Question No.

Question Response

1 Specification section 01 31 00 – Project management and Coordination Para 1.8.D references an ‘IAQ Management Plan’. What is the ‘IAQ Management Plan’?

Indoor Air Quality is not applicable.

2 Does the NPS or Lake Mead NRA have the Temporary In-Water-Work permit(s) in hand? If so, bidders need a copy to determine specific permit compliance requirements that will be applicable to the project. If not, when will these permit compliance requirements be established and shared with the bidders?

Attached is a copy of the approved temporary discharge, see AMD 006 Attach (4) and (5).

3 It is our understanding that temporary in water work permits issued by NDEP are only valid for 180 calendar days. Has the process been started for additional temporary permits or for a full 5-year work in waterway permit since the period of performance covers a full 2 years?

The Government will request a time reallocation for 180 calendar days and/or individual permit for 5 years once the construction start date is established after award.

4 Specification section 01 73 40 – Field Engineering Para 3.5.B requires the contractor to establish two(2) new permanent benchmarks that comply with NPS standards for the size and type of benchmarks.

Where can we find the requirements for these permanent benchmarks?

3.25" diameter domed silicon bronze cap on 30" long stainless steel pipe. Cap will be stamped with applicable survey data and following: DEPT OF

THE INTERIOR UNLAWFUL TO DISTURB

NATIONAL PARK SERVICE. See attached photo for example, see AMD 006 Attach (6).

5 Specification section 01 77 00 – Closeout Procedures seems to indicate that CAD Based as-built drawings will NOT be required. Please confirm that ONLY the full-size contract drawing markups and additional manufacturer (panel and connecting hardware) drawings shall be required for as-built record drawings.

Construction contractor will submit 36" x 24" hard-copy and soft-copy (PDF) of red-line drawings, see AMD 006 Attach (2) and (3).

6 Plan sheets G5, C4 and C9 call out a rip rap ditch constructed with underlying geotextile fabric. This geotextile will need to be placed underwater with divers and then have the aggregate and riprap materials placed on top. This is extremely costly, time consuming and needlessly endangers divers.

Geotextile fabric does not need to be installed in underwater areas beneath the aggregate and riprap layers. It will still be installed in all areas above water where specified and around the cast in place areas.

Can the geotextile fabric be eliminated for sections of riprap ditch constructed underwater?

7 Likewise, plan sheets G5, C4 and C9 call out a geotextile fabric to be placed under all open graded aggregate fill after excavating the lake to solid bottom prior to placement of imported fill. Again, this geotextile will need to be placed underwater with divers and then have the aggregate and riprap materials placed on top. This is extremely costly, time consuming and needlessly endangers divers.

Can the geotextile fabric be eliminated for sections of the precast ramp being constructed underwater?

Geotextile fabric does not need to be installed in underwater areas beneath the aggregate and riprap layers. It will still be installed in all areas above water where specified and around the cast in place areas.

8 Can the proposal due date be extended one week? Proposal due date is extended to August 22, 2025, 10:00 AM PST.
