Part I

I.A. LIMITATIONS, MONITORING, AND SPECIFIC CONDITIONS

I.A.1 Introduction: The Permittee, National Park Service (NPS), will relocate the existing boat launch ramp at Echo Bay to an elevation of approximately 996 feet above mean sea level.

Work will include excavation, grading, placement of aggregate base, installation of pre-cast concrete launch ramp panels, and placement of a riprap perimeter. Work will be performed by a private firm under contract to the NPS. Construction drawings and specifications accompany this submittal. Construction elements will include the following:

• Installation of temporary erosion control measures, including turbidity curtains

• Grading and placement of surfacing along the existing primitive road for improved access road and parking area

• Excavation of cast-in-place portion of launch ramp alignment to design elevations

• Placement of geotextile fabric and fill material (aggregate base course)

• Installation of cast-in-place concrete panels

• Excavation of soft lake-bed materials and transport to upland waste disposal area

• Installation of steel leveling pipes and pre-cast concrete panels

• Install riprap perimeter trench along ramp edges to minimize erosion.

To create a stable surface for the concrete panels, soft lakebed sediment will be removed from the area where panels will be placed, including a 2-foot-wide strip along each edge and at the downslope end of the launch ramp. The depth of excavation will vary; the estimated volume of excavation is based on an average observed sediment depth of approximately 26 inches.

Work will take place in water up to 40 feet deep. Given that water depths will exceed 40 feet when construction begins, the ramp will need to be extended in stages. If water levels continue to drop as projected, it is expected that the work can be completed in two stages, for two 180-day windows. The timing and areal extent of each stage will depend on actual water levels in Lake Mead.

A long-reach excavator will be used to install the pre-cast panels. For work in relatively shallow water, the excavator will likely be positioned on the launch ramp upslope of the work area. For work in deeper water, the excavator will be positioned on a barge temporarily moored offshore.

When the excavator is working from the launch ramp, a wheel loader will be used to transport material and concrete panels from the staging/storage area to the work site. To minimize the risk of water quality impacts that could result from oil and lubricant spillage, the excavator will not operate in water deeper than the top of its tracks.

If it is necessary for an excavator to reach deeper waters while positioned on the ramp, a temporary pad made from crushed aggregate will be constructed to elevate the excavator and extend its reach. Pads will be placed on existing concrete panels.

Best Management Practices (BMPs) will be used for all work activities to prevent sediment transport and water quality degradation at the project site. The project site is in unvegetated, unconsolidated sediments that underlie open water.

Measures to avoid or minimize impacts to waters of the state include the following:

Project activities will be scheduled to minimize the disturbed areas that may be exposed to heavy rainfall events.

Before project work begins, the construction contractor will install temporary erosion control measures, such as silt fence and/or straw wattles around any stored materials in staging areas.

Straw wattles will also be installed at the water’s edge.

The construction contractor will supply and have readily available onsite a spill kit, including oil-absorbent booms.

All equipment that will be used off surfaced roadways will be steam-cleaned before entering the Park and will be visually inspected daily before entering or re-entering the water.

Tracked equipment will not be allowed to operate in water deep enough to submerge the top of the tracks.

Existing parking areas will be used for staging and existing roads will be used for access to launch ramps.

All staging and vehicle maintenance areas will be at least 100 feet from the water’s edge.

The contractor will install a turbidity curtain to contain sediments stirred up by in-water work.

Aggregate and riprap used as fill will be clean, hard, durable, and free from deleterious matter.

Aggregate and riprap placed in the water will have undergone additional screening to remove fines and reduce turbidity during placement.

No wet or uncured concrete will be allowed to enter waters of the State or waters of the U.S.

Before being hauled offsite and disposed of at an approved upland facility, lakebed sediments will be stored and allowed to decant in the proposed new parking area, more than 100 feet from the OHWM. Silt fences, straw wattles, and rock check dams will prevent decanting water from entering the lake.

The improved access road will closely follow the alignment of the existing primitive single-lane road to minimize the need for culverts and the risk of washouts.

I.A.2 Work Activities Limits: There shall be no other project activities undertaken in the waterbody except those as authorized by this permit. Discharge of any kind, either to the waterbody or to the ground, is not authorized by this permit.

I.A.3 Limitations: During the period beginning on the effective date of this permit and lasting until the permit expires, the Permittee is authorized to work in waters of the State in the subject areas of the project. Water quality Best Management Practices (BMPs) shall be implemented to prevent water quality degradation and erosion as much as is practicable, in accordance with plans and information submitted to NDEP.

I.A.4 If no activity occurs in or near the waterbody during a day, then no monitoring is required for that site on that day.
