About this file
This document is an Addendum (Addendum 2) to a federal solicitation for the Yosemite National Park (YOSE) Tuolumne Meadows Water Distribution System Rehabilitation project (Solicitation Number 140P2025R0062). The project involves comprehensive water infrastructure upgrades, including water line rehabilitation, water tank construction, tree removal, and staging area preparations. Key technical details include installing a new water tank, replacing water distribution lines, addressing tree removal requirements, and establishing specific construction guidelines for sensitive park environments.
The addendum provides detailed responses to 28 contractor questions covering critical project aspects such as water line configurations, fire service lines, staging area management, tree removal protocols, and contractor logistics. Notable requirements include tree removal outside breeding seasons, specific ground stabilization practices, restoration of staging areas, and unique site-specific constraints like preserving the Great Sierra Wagon Road visitor access. The project allows contractor RV camping in a designated area with specific bear safety requirements, and provides clarification on concrete batching, electrical installations, and spoil disposal locations. The project is managed by the Department of the Interior National Park Service and aims to rehabilitate a water system that currently provides an average of 34,000 gallons of potable water daily to park visitor areas and NPS facilities.

Plan Sheet 68, Detail 3312-795
Detail 3312-795 for backflow preventers on Plan Sheet 68 shows an “INSULATED FIBERGLASS ENCLOSURE WITH ELECTRIC HEATER”. Note 5 of the detail says to “INSTALL 100 VOLT PLUG GFCI RECEPTACLE”. Other than the electric plan sheets in the project plan set for the Tank Site, we do not find any plans for where electrical service is to be used for connection to the various backflow preventer locations to energize an electric heater or a new GFCI receptacle. Are the backflow preventer enclosures intended to have electric heaters and GFCI receptacles? Please clarify the project intent relative to these two issues.
The 100V plug and GFCI receptacle are erroneously added to Detail 3312-795 for backflow prevention. Backflow preventer assemblies are not intended to have electric heaters and GFCI receptacles. Offeror to remove the 100V plug and GFCI receptacle when submitting their bid. Offeror to include insulated fiberglass enclosure for each backflow preventer.
17
Plan Sheet 67, Detail 3311-072
Detail 3311-072 on Plan Sheet 67 shows 1.5” and 2” Water Meter sizes. Yet the service piping sizes shown on the plans for the various water services are only 1” and 2”. There are no 1.5” service lines shown. We expect that the intent was to provide the same size Water Meter on the run of pipe associated with that meter, meaning a 2” meter on 2” service lines and a 1” meter on 1” service lines. Please confirm this is a correct interpretation.
Visitor Center Restroom meter on Sheet 17 calls for a 1.5” meter. Include appropriate reducer fittings to connect to service line in bid.
Aside from the notation above, utilize a 1” meter on a 1” service line and a 2” meter on a 2” service line in bid.
18
Plan Sheet 39
On Plan Sheet 39 ENLARGED PLAN RANGER STATION EAST, there is a ‘random’ Backflow Preventer Symbol’ that is not associated with a pipe service line. We believe this is an inadvertent symbol not meant to be used in this area, but please confirm. If it is intended to be used, please provide a revised piping layout to show where and how this BFP is incorporated into the project.
The ’random’ Backflow Prevention Symbol is a drafting error. No backflow prevention assembly is intended for this area.
19
Specification 31 23 16 EXCAVATION
Specification 31 23 16 EXCAVATION, paragraph 3.07A says to “Dispose of excavated materials, which are unsuitable or not needed for fill or backfill, in designated spoil disposal areas.” Please identify the designated location or locations of allowable spoil disposal areas.
Boulders and rock may be disposed of by the Contractor to the May Lake Quarry.
Excess cut material may be temporary stored as described in the Revised Staging Area document.
Trunks, slash, and roots shall be removed out of the park Contractor.
20
Asphalt Patching
Please confirm if there is any asphalt patch work, as none is shown in the plans.
Contractor is required to perform asphalt patch work wherever the installed water line requires open trench cuts into the existing asphalt per Detail 3123-115B (Sht 64) and Detail 3212-215 (Sht 65).
Examples of water line requiring open trench cuts into existing asphalt are listed below (but are not limited to these examples alone):
Sht 17 apprx Sta 13+40 to 16+40 Sht 24 apprx Sta 80+50 to 80+75 Sht 26 apprx Sta 108+35 to 108+65 Sht 28 apprx Sta 126+00 to 128+00 Sht 29 apprx Sta 129+75 to 130+00 Sht 29 apprx Sta 136+20 to 136+40 Sht 33 apprx Sta 212+50 to 212+90 Sht 37 Sta 111+30 to 112+90
Do note that a previous Tioga Road pavement project installed casing pipe allowing this project to avoid cutting into Tioga Road asphalt pavement when crossing Tioga Road.
21
Electrical Question
Is the installation of any new electrical panels included in this project?
This project does not include installation of new electrical panels.
22
Water Tank
Will an aeration system be required for the welded steel tank?
No aeration system is required.
23
Contractor Logistics
Is there any requirement for river flow diversion?
There is no requirement for river flow diversion.
24
Contractor Logistics
Will it be necessary to establish a self-batching plant for concrete?
Contractor has discretion as to the use of a concrete batch plant for this project. Please note the attached Revised Staging Area document states that the Upper Dog Lake Parking Lot and Concessionaire Stables Parking Lot staging area (which is in the vicinity of the TM Water Treatment Plant) is a permissible location for a concrete batch plant.
25
Contractor Price Schedule
Are trees are required to be removed as part of this project and if so, what CLIN should it be assigned too?
Contractor is responsible to remove all trees required to successfully complete the project. We anticipate tree removal at the Visitor Center (Sta 10+00 to xx+XX), Trunks, slash, and roots shall be removed out of the park. Tree removal occurring along the water alignment shall be part of CLIN 0001 Water Distribution Pipeline. Tree removal occurring in the footprint of the Water Treatment Plant and new water storage tank shall be as part of CLIN 004 Water Tank Demolition.
Contractor is responsible for the confirm the full tree removal count. However there is a density of trees at the following location:
