About this file

This document is an Addendum to a National Park Service (NPS) solicitation for the Rehabilitation of Tuolumne Meadows Water Distribution System (Project Number 140P2025R0062). The addendum provides detailed responses to 14 contractor questions regarding various project aspects, including water system configuration, staging areas, tree removal, wildlife protection, and construction requirements. Key details include: the domestic water and fire service lines will use the same water system, contractors must implement Best Management Practices for ground stabilization, and full tree root removal is necessary within the construction area. Specific safety requirements for the new water tank include metal signage indicating confined space dangers and a self-closing gate with a lockable latch. Tree removal and trimming activities are restricted between April 1st and September 15th, with provisions for a wildlife survey if work must occur during the breeding season. The project involves constructing a new 200,000-gallon water tank, replacing existing infrastructure, and managing site grading and tree removal.

YOSE 228647 Rehabilitate Tuolumne Meadows Water Distribution System, 140P2025R0062 Addendum 1: NPS Responses to Contractor Questions 8/11/2025

Area/Location Contractor Question NPS Response

1 Tuolumne Wastewater Treatment Plan

Is the fire service line separate from the domestic water line, particularly in reference to the fire hydrant and associated shut-oƯ valve?

The domestic water line and fire service line utilizes the same water system.

2 All Staging Areas

Will the contractor be required to place ballast or other ground stabilization material in the designated staging area?

Best Management Practices such as silt fences, rice wattles, and other ground stabilizing material are required to be placed in locations per the Contractor SWPPP that is submitted into SMARTS and approved by the State Regional Water Quality Control Board.

3 All Staging Areas

Clarify the contractor’s responsibility for restoration of the staging areas, including any required repairs to existing surfaces such as parking lots or paved areas used during construction

Contractor is required to restore staging areas, including repairs to the existing asphalt caused by contractor equipment.

4 Tuolumne Water Line

Perma-pipes Polytherm product is listed in the specifications.

Can you help to clarify where the Polytherm product is required?

The Polytherm product is an anti-corrosion coating outside of the carrier pipe that is hung under the Tuolumne River Bridge. Sheet 20S100 20S501 (pdf pg 62 and 63)

5 Proposed Water Tank

Are their safety/security features that need to be included with construction of the proposed water tank?

Yes. As a supplement to WELDED STEEL TANK Specification 33 16 13.13:

1. Provide metal signage at tank top access hatch (roof level) and tank manway (ground level) that says “Danger Confined Space” pursuant to 29 CFR 1910.146(c)(2).

2. Provide a self-closing gate with a lockable latch that slides/swings away from the ladder and will not swing/drop onto the operators head. Pursuant to 29 CFR 1910.29(b)(13)(i).

6 Tuolumne Water Tank Is the contractor responsible for the removal and disposal of tree stumps within the designated work area?

Yes contractor is responsible for the removal and disposal of tree stumps.

7 Tuolumne Water Tank Will tree roots located within the line of disturbance be removed entirely, or is partial removal acceptable depending on proximity to new construction?

Full removal of tree roots is necessary.

8 Tuolumne Water Tank

Is there a defined line of disturbance associated with the project/new water tank construction?

Sheet 10C100 (Sheet 60 of 73) shows the new tank location. The elevation of the new tank is lower than the existing ground topography and will require the Contractor to make a 2:1 daylight to match the existing grade. This daylight line is noted on Sheet 10C100 and is the defined line of disturbance.

9 Tuolumne Water Tank

Is the contractor responsible for identifying and marking trees designated for removal?

Contractor is responsible for marking and confirming with YOSE prior to tree demolition in accordance with Tree Removal and Protection Spec, 32 00 00.

10 Tuolumne Water Tank

Is the contractor responsible for the removal of trees within the footprint of the new water tank installation?

Yes, the Contractor is required to remove existing trees within the construction footprint of the new water tank installation. Per Tree Removal and Protection Spec, 32 00 00, contractor shall submit a tree removal and tree protection plan for approval by the Contracting OƯicer's Representative. Identify equipment and foot traƯic routes, material stockpile locations, planned tree removals, and planned tree protection measures in the plan.

NPS has provided a Tree Demolition Exhibit with Addendum 1 showing approximate tree location, diameter, and species.

Tree Removal and Protection Spec, 32 00

When can tree trimming, clearing, and felling activities occur?

Per Tree Removal and Protection Spec, 32 00 00, all tree trimming, clearing, and felling activities required by this Project shall be performed outside the dates of April 1st thru September 15th for the protection of breeding bats and birds.”

HOWEVER, such activities mentioned above may occur during the breeding season (May 1 – July 31) if a Terrestrial Wildlife survey is performed by YOSE NPS. As noted in PEPC 99252:

If project work involves vegetation modification and occurs during the breeding season (May 1 - July 31), please reach out to terrestrial wildlife (heather_mackey@nps.gov) to arrange a survey for nesting migratory birds before removal or trimming, to fulfil requirements of the Migratory Bird Treaty Act of 1918. Once surveyed the project has 1 week to perform project work, if work is not completed within 1 week, trees must be resurveyed. If an active nest is discovered, project work may not occur within a 100-foot radius buƯer of the nest until nestlings fledge.

12 Ranger Station Stables What portion of the identified staging area will be available for contractor use?

NPS to have internal discussions. Will address at the next addendum anticipated to be 8/14/25.

13 Piping Line along Great Sierra Wagon Rd

Will the Great Sierra Wagon Road be closed to visitors during construction?

NPS to have internal discussions about rerouting pedestrian visitor traƯic to a temporary detour while water line construction improvements are taking place at the Great Sierra Wagon Road. Will address details at the next addendum anticipated to be 8/14/25.

14 All Staging Areas Is the contractor required to limit staging activities to specific areas at any given time, or will full use of all designated staging zones be permitted throughout the project duration?
