The notice aims to identify small businesses with technical expertise and bonding capability for design-build and construction of employee housing.

The IDIQ contract has an estimated ceiling of $300-600 million with individual task orders ranging from $1-30 million. The contract will have a base period plus four option years, with task orders issued as firm-fixed-price. Work includes minimal design services, construction, renovations, demolition, HVAC, plumbing, electrical, site work, and related services across the continental US and Hawaii. The contract will utilize three scenarios: 1) demo and replace with pre-manufactured housing using existing utilities, 2) installation on fully designed sites, and 3) two-phase design-build for new sites. Purpose:

The U.S. National Park Service (NPS), Denver Service Center (DSC)– is issuing this Request for Information (RFI) and Sources Sought notice (SSN) to determine the availability and capability for Project Titled: Multiple Award Task Order Contract for National Park Employee Housing. This notice is a tool to identify small businesses that have both the technical expertise and bonding capability to accomplish the work required and is for informational purposes only. This is a Sources Sought Notice for the purpose of conducting market research and obtaining industry information ONLY. Information obtained through this notice may be used to determine the potential for issuing a future task order for this project as a total small business set-aside, and to provide input for the Government’s overall acquisition strategy.

Projected Requirement Details:

The National Park Service (NPS), Denver Service Center (DSC) desires to engage the industry to provide a clear, concise, fair, and reasonable approach to the procurement strategy regarding the design-build and construction for employee housing.

Prototype Housing Design Catalog: The NPS employs standard building designs and specifications to improve planning, design, and construction of GFH. The standard designs can be found in the Prototype Housing Design Catalog (Design Catalog). The Design Catalog provides stick-built, prefabricated, and modular construction options that comport with accessibility requirements, life and safety codes (i.e., sprinklers, horns, alarms), sound minimum 5 (i.e., Sound Transmission Class and Indoor Transmission Class), and the International Building Code.

Project Information:

Typical work under the contract will include, but will not be limited to minimal design services, construction of facilities, interior and exterior facility renovations, demolition and installation, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, interior & exterior utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, surveys, studies, and other related work. All work will be accomplished in accordance with individual task order requirements, master specifications and contractor developed construction drawings.

Accessibility: Federal law requires that employees with disabilities have access to the same services and opportunities provided to all other employees. These requirements include the provision of accessible housing. For more information, see 42 USC 4151, Director’s Order #16A: Reasonable Accommodation for Applicants and Employees with Disabilities, and RM36. The basic requirement for single-family homes, multiplex units, apartments, and dormitories is that at least one of each type of new GFH construction (on a housing-area-by-housing-area basis) is designed and built to be accessible. At least five percent, but not less than one unit, of the total number of units must provide mobility features for mobility impaired persons.

In addition, at least two percent, but no less than one unit, of the total number of units must provide communication features for persons with hearing or vision impairments.

Scenarios:

Scenario #1 – site is developed (demo and replace with new pre-manufactured housing unit) – demo and replace exactly in the same spot (do not allow for upgrade of utilities) – it does all the utilization of existing utilities.

Scenario #2 – site fully designed, new pre-manufactured housing unit – The design of site has been finalized by NPS. Contractor will finalize site development and build/install foundation for new modular units to be put in place. Scope includes the full site development including utilities and site work to support the new building.

Scenario #3 - No site design, new pre-manufactured – utilize 2-phase design-build. The contractor will design the site civil and any utilizes. Then contractor will finalize site development and build/install foundation for new modular units to be put in place. Scope includes the full site development including utilities and site work to support the new building.
