MIIN/HAFO 140P2025R0015 Questions Government Response 1 Submittals for both sites, since similar products will be utilized on both sites, will separate submittals be required for each site or will the submittals like doors, metal roofing, electrical boxes required to be submitted once?
Submittals will be required for each site to ensure appropriate project documentation, however there should be little additional effort as the base submittal documentation can be the same.
2 Historical requirements, are both buildings considered Historical, require historical permits, and fall under historical requirements?
Neither building will require any historical permits.
HAFO is not a historic structure and the MIIN Robison house is not a contributing historic struture and consultation has determined that demolition is acceptable.
3 Does NPS expect separate supervision on each site, or can the same management team supervise both sites if running concurrently?
The same management team can supervise both sites but must be able to maintain adequate quailty, management, and safety standards.
4 Will the facilities be in operation while construction is being conducted?
Yes, the Robison House at MIIN and all facilities at HAFO will be occupied during construction.
Contractor shall coordinate all work, including outages and closures, with the CO to minimize impacts on staff.
5 A CMR trailer is mentioned on the Minidoka site, what exactly will this trailer be used for and what size trailer is needed?
The trailer will be used for the NPS Contracting Officer and onsite Quailty assurance representative use. Please refer to specificaiton 01 50 00 and the other contract documents for the minimum requirements of the contracting officer and CMR field office.
6 In working in Montana and Idaho the Hazardous Material survey must be current within 3 years in order to apply for a permit, is the survey current?
The hazardous material survey for the MIIN Robison House is included as an appendix in the project specifications and is dated 12/06/2010.
7 Due to the amount of information needed for the proposal, will the NPS extend the proposal due date out two weeks?
The solicitation due date is extended to Monday 04/21/25 at Noon MT.
8 Is the NPS planning on moving furniture, equipment, and items out of the way for construction to proceed or is this on the contractor?
Yes. All furniture, equipment, and non-fixed items will be moved by NPS prior to the start of construction.
9 Are these sites workable even during the winter months? The sites remain accessible by road in the winter.
The Contractor should review historic weather data and determine whether winter work is pratical depending on the contractor's schedule and means and methods.
10 Option 1 added tool storage and material storage, please confirm the carport canopy is included in Option 1.
Yes, the boundaries of Option 1 at MIIN are clearly shown on the project drawings.
11 Beyond archeological monitoring/collection, there does not appear to be any historical architectural renovation scope. Factor 2 asks for 3 to 5 projects and those, “demonstrating historic preservation / rehabilitation will be rated more favorably.”
Can you expand upon this statement? Is the government looking for past experience with historic rehabilitations that included State Historic Preservation Office involvement, or is this focused on archeological monitoring and collection?
Please strike this statement. Historic preservation / rehabilitation experience is not required for this solicitation.
12 If the findings of the test are positive for Hazardous materials, do you have an abatement plan set or is that something we have done through a subcontractor.
A hazardous material survey for the MIIN Robison House is included as an appendix to the project specifications. The survey tested for the pressence of asbestos throughout the building and did not detect any asbestos containing material.
13 Will any work defined in the drawings or specifications need to be coordinated with the Idaho State Historic Preservation Office?
No.
14 The SF 30 shows it as Amendment 00001 in block 2 and then states “Amendment 2” in the description, block 14.
This is an error, all information apart of Amendment one is only for Amendment one and no other Amendment.
15 On the Minidoka National Historic Site, who is drilling the new water well?
The Contractor is responsible for drilling the new potable water supply well. Refer to drawing sheet C400 for approximate location and specification section 33 11 13 for direction and details.
16 Will this be a separate contract with the owner, or is the general contractor handling this scope of work?
The Contractor is responsible for drilling the new potable water supply well. Refer to drawing sheet C400 for approximate location and specification section 33 11 13 for direction and details.
17 If we (The General Contractor) are handling drilling the new water well, how deep do we need to drill?
The Contractor is responsible for drilling the new potable water supply well. Refer to drawing sheet C400 for approximate location and specification section 33 11 13 for direction and details.
18 The tank listed on the plans is a 43' diameter, 2 ring tall tank with the eave height of 7.17'. However, this size tank is below the 74,000 usable gallons noted on the plans (approx. 57,840 usable gallons). Please let us know how you would like to proceed.
The Utility Plan states 74,000-gal tank and specification 33 16 00 2.2.A.2.a. states “Tank Capacity shall be 74,000 gallons (nominal) minimum.” The 74,000-gallon tank, from the manufacturer listed in the basis of design and based on the dimensions in Detail 1/0-C800 provides the amount of storage needed for the fire protection. The contract documents do not use the term “useable” in reference to the 74,000 gallons.
19 We will need to either increase the diameter to 49' or increase the height to 3 rings (10.70') in order to supply a tank with 74,000 usable gallon.
20 Will the septic system shown on the MIIN plans will require a local health district permit, or can it be built as shown on the construction drawings?
A local health district permit is not required. Federal property is not under state or local jurisdiction, but the system should be built in accordance with local health district guidelines.
21 If rock is encountered during excavation, will rock removals be a separate pay item? There is not enough investigative data to determine accurate subsurface conditions.
If abnormal amounts of rock are encountered during excavation, it could qualify as a different site condition and be subject to a contract modification.
22 Is the Robison House free of household goods? If the Robison house option is exercised, the Park will remove all Household goods that are to be salvaged. The demolition and removal of all fixed items (cabinetry, shelving, etc) is the responsibility of the contractor.
23 Per Amendment 0001, has the site visit changed dates? The site visit took place on Monday 03/17/2025.
24 The responsibility matrix on sheet T001 states the Telecom contractor is responsible for furnishing and installing the wire manager, but there's no wire manager on spec sheet T500 or anywhere else I can find. Are you aware if there's a specific manufacturer (CommScope like everything else for example) or a certain quantity?
The wire manager(s) are specified in 271116. 2.3.D.
It is expected that a wire manager be installed between switches and patch panels. Per drawings, there is an estimated 44 network cables required, requiring one (1) patch panel and (1) wire manager.
Please confirm cable count and provide the correct number of patch panels and wire managers.
25 Is there a spec for the rack layout? T400 shows the IT room layout, but only shows me the rack, the busbar, and the ladder rack I am to use.
The T001 matrix says the Telecom contractor is to furnish and install the copper/fiber patch panels, the PDU, drawers/shelfs, etc, but it doesn't state how many of each product or where they are supposed to be installed in the rack. Do you have an example of a rack layout for this project?
Per drawings, there is an estimated 44 network cables required, requiring one (1) patch panel and
(1) wire manager. It is estimated for this single rack that only (1) PDU is required. There are no drawers or shelves required.
26 How many cables per A/V location? The AV backbox does not have cable in scope. It is infrastructure only to support future local wired connections (via HDMI/USB-C) without having cable visible. Refer to detail 1 on sheet T601.
27 What type of cable needed for the A/V drops? Coax or data? No scope, see above.
28 Will these terminate on the data patch panel as well or are they going somewhere else? No scope, see above.
I no had noticed that they are doing a water tank but there is nothing on the prints about a base for the water tank is that just sitting on the ground or what is happening with it.
Foundation design for the water tank at HAFO is a delegated design, to be completed by the Contractor. Refer to specification section 33 16 00 for detailed information.
Project duration?
Period of performance is clearly stated in the solicitation. MIIN: 365 calendar days. HAFO: 120 calendar days. Work at MIIN and HAFO will be concurrent.
Is it possible extend the due date a week?
Yes. The solicitation due date is extended to Monday 04/21/25 at Noon MT.
32 Has there been an addendum issued for this project that we should be aware of?
There has been one Amendment posted on March 13, 2025. Please check to SAM.gov for updates by searching contract oppurtunities under the solicitation number 140P2025R0015.
32 According to the RFP, FAR 52.215-21 Certified Price Costing Data is required. The RFP also requires firm-fixed-pricing to include risks associated with forecasting (bid hold duration). This forecasting of pricing involves carrying risks which directly impact the pricing of the subcontractors and prime contractors. This solicitation is competitive, with multiple contractors invited to bid. Bidding with risk has inherent costs associated with it, which is to say we as the contractor are willing to pursue pricing this project (with a bid bond / guarantee), but only if the risk is priced commensurately. To require a certified price cost, is confusing, as our price is based on subcontractors pricing (which also includes their risk tolerance and associated costs) and is in a competitive bid situation. Certified costs seem most appropriate for sole source solicitations where the government requires ‘fair and reasonable’ pricing cost data where this competitively bid project shows what the market threshold of risk is willing to tolerate. Can this FAR Clause be struck from the proposal requirements?
52.215-21 is required to be in the contract as prescribed in 15.408(m) where ..."the contracting officer shall insert the clause at 52.215-21, Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data-Modifications, in solicitations and contracts if it is reasonably certain that certified cost or pricing data or data other than certified cost or pricing data will be required for modifications."
This requirement will be Firm Fixed Price. The contractor will be required to assess the risk and apply it to their proposal as they see fit.
RESPONSES ISSUED W/AMND 2, 4/9/25
34 Callout 1700 SF of drain field on the plans, but there are (4) 2.5x100’ drain fields shown equating to 1000 SF of drainage area. Please clarify if additional drain fields will be needed. 6’ separation space between drain fields is not calculated into the drain area SF per Idaho State
TGM?
Approximately, 360 SF of additional drain field is needed (total 1360SF), but can be obtained in 3,400 SF of area by adjusting detail 8 on sheet C600 and still providing all necessary clearances. Refer to updated drawing C400 and detail 8/C600.
35 The responsibility matrix on sheet T001 states the Telecom contractor is responsible for furnishing and installing the fiber patch panel, but there's no spec or any mention of the fiber components. What manufacturer of fiber patch panels? How's it to be terminated?
The fiber panel and fiber pull are not in scope. A new fiber line was installed to the Robison House in 2023 with adequate additional fiber length to be rerouted to the new maintenance building. The local Telecom provider will backpull and refeed the fiber into the new maintenance building once this contract has installed the new raceways and IT infrastructure. This contract's Telecom Contractor will coordinate this effort.
36 Regarding the fiber, sheet T100 shows new conduit being installed from the new IT room to an existing fiber pull box, but makes no mention of the fiber that needs to be pulled or what type of fiber, how many strands, or where it's supposed to go in the existing Robison House.
What are the fiber specs/requirements?
The fiber panel and fiber pull are not in scope. A new fiber line was installed to the Robison House in 2023 with adequate additional fiber length to be rerouted to the new maintenance building. The local Telecom provider will backpull and refeed the fiber into the new maintenance building once this contract has installed the new raceways and IT infrastructure. This contract's Telecom Contractor will coordinate this effort.
37 5. When it comes to the backbone cabling, is it just the fiber? Or is there a 25-pair copper backbone too?
There is no backbone cabling. IT room 103 is the demarc for the incoming service. Incoming service cabling is not in Contractor scope as noted in responses 35 and 36, above.
What is the brand/manufacturer and model # of the existing fire alarm system?
The fire alarm system at MIIN will be new. The existing fire alarm system at HAFO is Bosch FPP- RNAC-8A-4C. New devices and circuits shall be compatible with the existing Bosch system.
Also says the security system is existing what brand/manufacturer and model # is it?
The security system at MIIN will be new. The existing security system at HAFO is Bosch, model # is unknown. It is the Park's understanding that the security system is integrated with the Bosch FPP- RNAC-8A-4C Fire Alarm panel. New devices and circuits shall be compatible with the existing Bosch system.
For the Hagerman Fossil Beds project:
o On the bid schedule, would you like the tank and the site work for the pump house included under the pump house line item?
Yes.
For the Minidoka National Historic Site:
o Could we please get clarification on the “Outdoor Workshop Storage” line item listed in the bid schedule?
The boundaries of the Outdoor Workspace / Storage line item are clearly shown on the contract drawings. Additionally, there is a narrative description of this work within specification section 01 27 00.
Pg. 69-70 – L.3 Factor 2 – Past Performance. Last Paragraph – last sentence. The response to this factor shall be no more than five pages total. QUESTION: We are directed to attach completed PPQ’s. Are these to be attached in another section outside of the page count?
Past performance documentation should be submitted Factor 2, and does include PPQs. The maximum page count for this section is raised to ten (10) total pages.
Same reference – ADDITIONAL QUESTION: Can we insert any awards or letters of appreciation for highlighted projects in a separate section?
No. Please provide documents as directed within the solicitation.
Are there any details or requirements regarding the depth of the well for the Pump House that will be used to fill the water tank? I wasn’t able to locate this information in the plans or specifications.
For HAFO, the tank is being filled from an existing water line as shown on the drawings, not a newly installed well.
Per specification section 281611 PART 2 2.1 A it states the intrusion dectection system is to be tied into the existing system. Please confirm the existing systems manufacture and intrusion panel model number.
For HAFO, it is a BOSCH system, model # is unknown. However, integration is not expected to be complicated. There is no software or other component to add, just a door contact to the existing system. We don’t anticipate the model number to have any affect on the scope of work.
Is there a budget number the government would like us to include on the bid schedule for the archaeology monitoring line item?
Archeological monitoring should be conducted during all ground-disturbing activities.
47 Below is a question from the tank manufacturer that I was hoping you could help answer:
“The tank listed in the spec is a 43' diameter, 2-ring tall tank with an eave height of 7.17'. However, if you need 74,000 usable gallons, this tank will not work. We would need to increase the height to 3 rings (10.70'). Please let me know if you would like me to quote the SCT- 4303-VR model.”
This question was previously answered in solicitation amendment 02, questions 18 and 19.
48 The Minidoka project has a Chlorine Treatment Tank, however I cannot find as to who is responsible for providing the Tank. On page P101 I see the detail #2 showing the Tank. Note #2 says to refer to C400 for a detail of the Chlorine Treatment Tank.
There is still no reference as to who is responsible for providing the tank. Secondly, there is some discrepancy as to how to install the Tank along with the 2” RPBP between pages P101 and C400. Can I get some clarity on who is responsible for the tank and how does the sequence of installing the equipment should proceed.
The water treatment system is specified as a civil component as part of the well system. The subcontractor responsible for the equipment associated with the well should also be responsible for the associated water treatment system. The water treatment system, and associated tank, shall be installed downstream of the 2" RPBP per the manufacturer's installation instructions.
