“Each Offeror shall complete and provide the attached Standard Form 330 Part I and II for the AE and GC on the DB team and documentation sufficient to demonstrate the extent of the Offeror’s past experience for at least three (3) but no more than five (5) projects of similar size, scope, and complexity (as further defined in this evaluation factor). Of this group of similar projects, the GC must have served as the prime contractor of at least one project, the AE must have had responsibility for developing the detailed design and construction documents for at least one project, and the AE and GC worked together of at least on project.”

1) Can the government provide any additional context as to what constitutes “similar, size, scope and complexity” when it comes to past performance, including the required dollar range?

Phase I Factor 2 Technical Qualifications and Specialized Experience provides context for size, scope, and complexity for Phase I Factor 3 Past Performance.

NPS does not specify a required dollar range.

2 Section L

2) Can the government provide additional context as to what is meant by the line “…and the AE and GC worked together on at least one project?” Is it the government’s intention that this requirement be restricted to a GC and AE having worked together on a Design Build project of similar size, scope and complexity, whereby the AE was under contract to the GC? Or is it also acceptable if the GC and AE worked together on a Design Bid Build project where the AE was the designer of record for the owner? Or are both scenarios (Design Build and Design Bid Build) acceptable?

"and the AE and GC worked together of at least on project. ” Is changed to "Indicate where the AE and GC have worked together on a project(s). Prior experience working together will be rated more favorably."

This requirement is not restricted to a GC and AE that have previously worked together on Design Build Project.

4 Section L Phase 1, Volume 1, Factor 3 – Due to the recent reduction in force, there is no one remaining to fill out a past performance questionnaire for a relevant experience. Can we submit previously completed and signed questionnaires?

The preference is to have recent PPQs; however, previous PPQs are better than no PPQs.

5 Section L

Phase 1, Volume 1, Factor 2, page 77 – I have a few questions about the SF 330 requirements.

Page 77 says the GC is supposed to fill out this form. However, this form is typically for the AE team and even states that it is for Architect-Engineering Qualifications. For example, the list of disciplines on page 5 of the SF 330 mentions a construction manager, but there’s not a code for roles required for this project, such as superintendent and quality control manager. Is there another form that the GC can complete? Or can the GC provide project information / write-ups in the proposal rather than on this form?

The SF 330 requires personnel resumes via page 10 of the form, but Phase 2, Factor 4 also requires key personnel resumes. Do we just fill out the past performance part of the SF330?

The GC can provide project information / write-ups in the proposal that provide similar quality information as a comparable to the SF330 form (Attachment 4 of Solicitation) that is more aligned to Architect-Engineer Qualifications

6 Section L The third full paragraph on page 77 states, “Both the prime contractor and the design firm(s) shall each submit no more than five (5) projects.” Just to clarify, is that 5 projects total or 5 projects each?

Page 77 states, “The Offer may provide a supplemental narrative (not project lists) not to exceed two (2) pages, explaining how any corporate experience that is not directly related to the specific projects above is applicable to this project and how the Government will benefit.”

Is that per project or total for all 3-5 projects?

As it states this supplemental narrative is not directly related to the projects above. It is a 2 page total limit, not 2 pages per project. It is up to the offeror to determine the content so long as its not just a project list.

8 Section L Page 78 says, “Submit proof of bonding capacity with a minimum of $15 million for a single project. Proof of bonding capacity is a go/no-go factor under Phase 1.” I don’t see a go/no-go list anywhere else.

10 Section L On the past experience projects, it states between 3 and 5 projects. Can you clarify if that is combined for the AE and GC or is it 3 to 5 for the GC and 3 to 5 for the AE?

11 Section L

Phase 1, Factor 3 (page 78) instructs offerors to forward the PPQ to client references for direct submission to the Government. However, Amendment 2 (Question 4) states that “previous PPQs are better than no PPQs.” Please confirm that previously completed PPQs may be submitted with the offeror’s proposal and that these will be evaluated no less favorably than those submitted directly to the Government.

Previous PPQ’s may be submitted that have been completed within the last 5 years. Any previous PPQs submitted will be evaluated the same as ones submitted to the CO.

NPS response to question 5 states in part that “The GC can provide project information / write-ups in the proposal that provide similar quality information as a comparable to the SF330 form (Attachment 4 of Solicitation) that is more aligned to Architect-Engineer Qualifications”.

Please confirm there is no page limitation to project information provided in this manner.

Please provide a limit of 10 pages in addition to the SF330 forms. The SF330 forms are not part of the 10 page limit, but the 10 page limit does include the 2 pages of supplemental narrative and is not in addition to those 2 pages for the supplemental narrative.

NPS response to question 5 states in part “Yes, fill out the past performance part of SF330.

NPS can seek additional information in clarification/questions if applicable”. The original question referenced the requirement to provide resumes for key personnel under Factor 4, a Phase 2 requirements. Please confirm that the requirement to provide resumes in response to the SF330 is limited to the Architect/Engineer, and that the GC does not need to submit any key personnel / resume information for the Project Manager, Superintendent, Quality Control Manager, or Safety Manager as this information will be requested during Phase 2?

The Offeror is not prohibited from providing resumes for their GC team to help demonstrate their technical qualifications and specialized experience during Phase I.

GC is not required to submit those specific resumes for the Phase II Factor 4 Key Personnel but they are not prohibited from doing so.

In Phase 1, Factor 2, page 77, the solicitation states in part “If the Offeror is a joint venture, limited liability corporation or integrated design-build firm provide experience information for design and construction, demonstrating the experience of each proposed design and construction entity as is relevant to their proposed role on this project.” Please confirm that for SBA-approved Mentor-Protégé Joint Ventures, construction experience may be provided solely by one of the two firms, and that both firms are not required to demonstrate experience individually.

Experience may be provided for only one of the two firms however both firms demonstrating experience will be rated more favorably.

In Phase 1, Factor 2, page 77, the solicitation states in part “If any firm has multiple functions or divisions, limit the project examples to those performed by the division or unit submitting the offer or by the team member.” Please confirm that for affiliated divisions or sister companies under common ownership (as defined under FAR 19), project examples may be drawn from any division that will support the offeror on this project.

NPS is interested in evaluating the companies and/or divisions that will work on this project. Please provide information for the division(s)/companies that will support this project.

16 Section L

The solicitation requires submission of SF330 Parts I and II for both the GC and AE team members under Phase 1, Factor 2. Please confirm whether the GC is expected to complete Part I, Section E (Resumes of Key Personnel) and Section F (Example Projects), or if these sections are only required for the AE firm(s).

The SF330 is only required for the AE. The GC team can submit similar information in a different format.

17 Section L Phase 1 requires proof of bonding capacity of $15 million for a single project as a go/no-go factor. Please confirm whether this proof must be in the form of a letter from a surety, and whether it must be project-specific or can be a general statement of bonding capacity.

Regarding the Government’s response to Question 12 in Amendment 3, please confirm that the 10-page limitation for project information/write-ups comparable to the SF330 form is per project profiled by the Offeror, and not a cumulative limit across all 3–5 projects submitted.

In regards to the GC, no, because they aren't required.

Regarding GVT response to Question 13. Please confirm that if the Offeror chooses to include GC resumes in Phase I, these do not count toward the 10-page limit for project write-ups and may be submitted in addition to that limit.

Resumes for the GC, if the offeror chooses to include them, do count against the 10 page limit.

23 Section L

Regarding GVT response to Question 16. Understanding that the SF-330 is only required for the AE and that the GC may submit similar information in a different format; and that the SF- 330 is a five (5) page base document requiring written response before addition of resumes at one (1) page per resume and project experience at one (1) page per project profile, it seems the average completed SF-330 may total twelve pages in length. Please confirm that the offeror may use up to twelve (12) pages for presentation of past experience by the GC portion of the team.

As previously stated, the AE SF-330 does not count against the page limit. Offeror is not beholden to using the exact same formatting as the SF330 on the GC side.

Please try to adhere to the 10-page limit on the GC side.

24 Section L Please confirm whether the GC may include photos, diagrams, or graphics within the project write-ups submitted in Phase I, and whether these count toward the 10-page limit.
