About this file
This is Amendment 0005 to Solicitation 140P2025B0001 for the Yellowstone 311631 - Replace Mammoth Wastewater Collection System project. The amendment provides updates to questions 26 and 27, includes logistical information about accessing Yellowstone National Park (entrance delays, parking limitations, wildlife safety), and designates Vicki Supler as the lead Contracting Officer for the bid opening with her contact information.
The solicitation is a 100% small business set-aside for wastewater collection system replacement work at Mammoth in Yellowstone National Park. Contract award is anticipated in late August 2025 with Notice to Proceed following approximately one month later. Work includes pipe replacement using both open-cut and pipe-bursting methods, manhole rehabilitation and replacement, sewer service reconnections (44 anticipated services), and CIPP lining. The project requires contractor-provided archaeological monitoring at specific locations, surveying, compaction testing, and various specialized equipment. All spoils must be removed from the park, and the contractor must provide a Contracting Officer's field office. The amendment includes detailed Q&A responses covering technical specifications, work requirements, and project logistics, with responses spanning five amendment numbers indicating an active solicitation process.

# question response amendment # 1 When will the anticipated notice to proceed be issued? Is it planned for a spring of 26' start?
Contract award is anticipated in late August 2025, with NTP to follow approximately one month later, depending on the quality of the Division 1 submittals. Work is expected to start immediately, as some of the work needs to be done outside of the peak of tourist season.
2 The invitation for bid states a Pre Bid conference and site visit date will be determined and notified via addenda. Is this correct, and if so do you have an estimated date for this to occur?
A pre-bid conference is scheduled for July 31, 2025. Details are provided in Amendment 1. DSC and park staff will show interested bidders the project area, but questions asked at the pre-bid will not be answered on-site. Bidders will be asked to submit their questions in writing; questions will be answered in a solicitation amendment.
3 If portions of the project were deemed candidates for other rehabilitation/repair methods such as pipe bursting vs open cut within the wetland areas would this be a consideration?
Pipe segments called out for open-cut replacement will have to be replaced. DSC will consider use of pipe-bursting in lieu of CIPP on a case-by-case basis (the major consideration would be whether there is sufficient space for an access pit). DSC would likely not be in favor or CIPP lining pipes called out for pipe-bursting, because we believe pipe-bursting will result in a more robust, durable product.
4 Will the contractor provided monitor be required for work that does not require excavation in these areas, such as the manhole rehabilitation/ CCTV work?
No. 3
5 Can SmartSheets Project Management Software be used in place of Microsoft Project or Primavera
No. DSC uses Project Team on all of its projects. 3
6 Can a list of certified pits be provided? See list of pits attached to this amendment. Note the expiration date of the park approvals.
7 In the event of adverse weather condition preventing work and forecasting of the schedule showing completion being delayed, will a time extension be warranted?
Offerors shall utilizing NOAA and account for weather days in the schedule. If winter weather prohibits work activities a winter shutdown period can be issued. Delays associated with weather may result in a no cost time extension.
8 With the requirement of a contractor provided Archeologist, will a permit for archeological investigation be required for work within sensitive areas?
Yes. See 01 35 13.22, Paragraph 3.2. 3
9 Will a field office for both the contractor and Contracting Officer be required? If so will a use charge fee be provided for water, sewer, and electric so it can be included on the project costs.
The contractor is required to provide a Contracting Officer's Field Office as directed in 01 50 00. The contractor is NOT required to provide a field office for themselves, but the government will not provide one for them, either.
10 Will fencing of the laydown yard/ Storage yard be required? Provide security fencing in accordance with 01 50 00, Paragraph 3.4.F, inclusive of staging/laydown areas.
11 With Pneumatic pipe bursting operations noise levels exceed the maximum permissible sound level of 68 dB(A) during the pneumatic hammering of the installation process, this will likely exceed the 12 min. limitations. If noise is mitigated as much as possible will there be an exception to this requirement?
Yes, a permissible sound level exception will be made for pneumatic pipe bursting operations.
12 Will the contractor be required to provide a Hydrant meter and Backflow for use of water for cleaning of the collection system? If so what will the use rate implemented on water use?
The park will not charge for water used to support construction.
Contractor is responsible for backflow prevention. Do not use water without prior approval from the Contracting Officer.
YELL 311631 - Replace Mammoth Wastewater Collection System Solicitation Questions and Answers
Solicitation No. 140P2025B0001 Amendment No. 5 - Date of Issue: 8/6/2025
13 Will a Land Surveyor be required for staking and layout even though there is no new alignments or elevation changes being made to the existing sewer lines?
Yes. See General Note 12 and Survey Note 6. 3
14 Can the Subsurface reports for the WWTP be provided to gauge the likelihood of dewatering needs?
See geotechnical evaluation attached to this amendment. 3
15 What will the requirements for frequency of compaction test to be performed in areas where native material is used for backfill?
Frequency of compaction testing will be at least one (1) test for every 100 feet or less of trench length (in paved areas), but no fewer than two (2) tests total, and at least one (1) test for every 250 feet or less (for unpaved areas). Vertical testing frequency will be for every two (2) feet of vertically compacted backfill in the trench beginning one (1) foot above the crown of pipe.
16 Can a list of approved asphalt plants be provided No. Asphalt will be evaluated on the quality of the materials and installation, not on the asphalt plant.
17 With applicable reversing pipe bursting equipment available, would it be a consideration for the manholes to be rehabilitated under CLIN 4 following pipe bursting in leu of replacing the manholes? This process allows the new HDPE pipe to be pulled into the existing manhole, expander head removed, and pneumatic hammer reversed out of the pipe. The manhole would then be rehabilitated in accordance to CLIN 4, reducing the amount of excavation required and ultimately the overall cost of the project.
This would be evaluated on a case-by-case basis based on diameter, depth, condition, and planned work within the manhole, etc.
18 This specification calls for Heat fusion saddles, sheet D4 of the plans detail 3 calls for Insert-A-Tee or heat fusion saddle. Would Romac CB sewer saddle be considered as an approved equal in place of Insert-A-Tee? We have found these to be a superior product. A submittal can be provided.
No product subsitutions from prospective Bidders will be evaluated prior to award; however, the Contractor can propose/submit for a substituion in accordance with Specification Section 01 33 00 (Submittal Procedures) and 01 67 00 (Product Requirements).
19 Both specifications do not call out a specified distance for replacing of the service lines connected to the main, how far will replacement of the service lines will be required?
There is no specified replacement for sewer services. Sewer services that are encountered through open cut excavation and pipe bursting shall be reconnected and sewer service reinstated.
20 Can you confirm that this solicitation is 100% small business set aside?
Yes, it is. 3
21 Is there video of the sewer line? If so, can we obtain a copy of the video footage?
The video files are too big to share on SAM.gov. Files will be shared with the firm that is awarded the contract.
22 How many sewer services will need to be reconnected? There are 44 sewer services that will need to be reconnected and reinstated. See the attached Sewer Service Schedule for the number of anticipated sewer services per gravity sewer main.
This number is based on available CCTV and may not include areas where the CCTV had to be abandoned or could not be completed.
23 What is the existing pipe size and type of pipe for the pipe-bursting sections?
This information is available on the drawings. 4
24 Can you provide sewer flow data for the pipe-bursting sections? See Engineering Design Report included in this solicitation amendment. It contains calculated flow estimates ("design flow projections").
25 Does the park have any location or capacity for excess spoils or do all spoils need removed from the park
All spoils need to be removed from the park. 4
26 For any of the pipe bursting location are there any know concrete collars or anchors poured around the existing pipe that would prevent pipe bursting equipment
We are unaware of any concrete anchors or collars installed around the existing pipes scheduled for pipe bursting, but cannot guarantee that none have been installed. WDEQ regulations only require concrete collars or anchors on gravity sewer pipes with a slope that exceeds 20%, and there are no pipes where pipe bursting is scheduled in which the existing pipe is in excess of 20% slope.
27 Specifications indicate that the NPS will provide archeological monitoring but the drawings indicate that it is contractor provided. Can you confirm or clarify.
The only instances where a contractor-provided archaeological monitor is required is at the locations indicated on Sheets C19, C20 and C21, as well as at the following manholes: MA 3154, MA 3496A, MA 3471 and MA 3472 (if Bid Option B is selected), and MA 3460. No other contractor-provided monitoring is anticipated.
Replace the words "Representative of Government" in Spec 01 35 13.22, Paragraph 1.2.D., with "Individual." Add the following sentence to this Paragraph: "An Archaeolgical Monitor will be provided by the contractor as indicated in the CDs; the Contractor is required to accommodate monitoring if the Government provides its own monitor."
28 Would the park consider allowing an extension for questions to add some additional items from the site visit.
No. 4
29 What is the engineer's estimate for this project? The engineer's estimate is not available to share. 4 30 Will pipe inspection and locating be required to be completed prior to work starting?
Yes. Keynotes on applicable sheets call out the requirement for the Contractor to verify the exact gravity sewer alignment (prior to excavation or construction activity) through the use of a CCTV camera with an attached sonde device. Additionally, Note 12 on G3 requires the Contractor to field verify all elevations (manhole rim and inverts) in addition to pipe location and alignment, prior to ordering materials, excavation, and construction-related activity. The Contractor is also required to field verify the locations of points repairs and limits of those repairs through the use of a CCTV camera with an attached sonde device.
31 What are the sewage flows? See answer to Question 24. 4 32 Can the bid opening be moved to Denver? No. 4 33 Can the questions period be extended? See answer to Question 28. 4 34 Manhole MA 3191 is scheduled for replacement. It is roughly 15 feet deep, and immediately next to sizable electrical equipment.
Can that equipment be disconnected and moved?
a. If the electrical equipment cannot be moved, can the manhole be rehabilitated instead of replaced?
Manhole MA 3191 shall be revised from manhole replacement to manhole rehabilitation (epoxy coating). Per the note on Sheet C5, the outside drop connection will still need to be replaced during the point repair, but the Contractor will utilize the existing manhole and manhole penetrations when replacing the outside drop connection.
