ZION 240182 Construction Bus Charging Phase 3 Solicitation No. 140P2024R0115 Requests for Information (RFIs)
1. Section L, page 72 of 76, paragraph E lists Factor 5 – Pricing as part of the Volume I, Technical Proposal. However, Volume II, Business and Price Proposal requires submission of the Section B Price Schedule. Can the government please clarify that no pricing information shall be included in Volume I, Technical Proposal?Correct. See A001 removing that Price Proposal mention. Pricing is in Volume II.
2. Section L, page 72 of 76, paragraph E. 2. Organization states, “Include folders and files for electronic formats named as follows…:” Further, paragraph F. 2 Organization states, “Include a Table of Contents with tabs for hard copy formats and folders and files for electronic formats named as follows:…” Will the government please confirm that offerors can submit one compiled pdf of Volume I, Technical Proposal and one compiled pdf of Volume II, Business and Price Proposal, with individual sections named in accordance with paragraphs E.2 and F.2?
A single compliled PDF for Vol I and another for Vol II will be acceptable as stated above.
3. Solicitation Sections H and I include pages with fill-ins clauses. Should offerors complete and include those pages with Section K?
That is acceptable.
4. Section L, page 72 of 76, paragraph E. 3. Factor 1 – Project Experience states, “Submit the attached “Project Experience” form addressing specific experience aspects below for up to 3 relevant projects completed in the last 5 years.“ A project experience form has not been included as an attachment. Can the government please provide the desired Project Experience form?
Added in A001, attached.
5. Regarding Factor 4, Past Performance, if a project does not have a CPARS evaluation report, can offerors submit Past Performance Questionnaires (PPQs) previously completed by the client reference for other solicitations rather than requiring our references to complete another PPQ for this effort? If allowed, can offerors include the completed PPQ within the proposal response?
It is preferred, even underlined, that the same project for experience be submitted as past performance. If not possible, contractor can submit other information for review. The NPS will review CPARs and submitted information during evaluation, per Section M. Nothing in section M eliminates due to submitting other information, therefore the Government will accept other information and evaluate it. Section M does give preference to similar scope. Also, past performance for Subcontractors will be evaluated/accepted, as well.
6. Section L, page 72 of 76, paragraph E.3. Factor 4 – Past Performance states, “Information may be regarding the Offeror's firm and/or its proposed Subcontractors performing key trades and other construction activities.
Subcontractor past performance will only be considered if it correlates to the work the Subcontractor will be performing on this requirement.” Based on this statement, can the government please confirm that offerors may submit subcontractor experience to satisfy Factor 1 – Project Experience since the same projects should be submitted under Factor 1 and Factor 4?
Correct. The Government will consider subs/key trades while evaluating.
