ZION 240182 EV PHASE 3 project.

General Questions and Clarifications:

1. Can the Superintendent, Quality Control Manager and Site Safety Manager be the same person?

The Superintendent and Safety manager can be the same person, but the QC manager must be a separate person.

2. Are there permitting expectations on the project?

Any permits are the responsibility of the contractor.

3. Are there any specific requirements/restrictions associated with the disturbance of the waterway during the installation of the box culvert? Will the core of engineers be involved?

Follow the plans for the box culvert. The USACE is not anticipated to be involved in the project. Water flow must be allowed to flow as needed during construction.

4. When does the government anticipate having the materials and products noted as “GOVERNMENT PROVIDED” on-site and how close to the work area will they be provided? Will we need to haul them from the maintenance yard to the site or will they be delivered as needed? Please provide clarifications on this expectation. The construction schedule will need to be based on these timelines.

They will be provided prior to construction. They are located within 500’ of the site.

5. Are there additional owner furnished items beyond what is shown in the construction documents, sheet E605?

The list is all inclusive.

6. Can we assume that the government furnished items are purchased by the government separate from this contract?

Yes.

7. Does the government have as-built or record drawings for phase 2 and can they be provided for review?

Drawings to be provided.

8. Is there a specific staging area anticipated? If so, how far from the site will it be located? Will these areas require chain link fencing or will the SWPPP BMPs, orange site fencing and silt fence be adequate? What areas, if any, require chain link fencing?

Staging areas to be located within the project or within 500 yards of the project site. TBD during construction kick-off.

9. It is our understanding that the site will be in at least partial operation during the project. As such, what signage/traffic control is anticipated?

Standard traffic control is required to provide access as needed and a safe project site. Employees must have access to parking. Buses will be operational at times and must be allowed access as needed, including access to the bus maintenance (PTI building) located northeast of the project.

10. Will power be accessible or will we need to provide it?

Power is available but will need to be metered and paid for accordingly. Otherwise provide your own power.

11. Where is the closest water that can be used for construction and what, if any, requirements are there for it’s use?

Water is available in the vicinity of the site but must be metered and paid for accordingly.

12. There is a “HIGHER-LEVEL” set of testing requirements noted as well as discussions regarding government provided inspections. Can a more concise list of testing expectations be provided as well as a schedule of when government inspectors will be on-site?

Charger inspection will be by outside inspectors. All other typical inspections (pavement, concrete, compaction, etc) are part of the contract. Coordination of inspectors to occur during the project as needed.

13. The period of performance starts late in the fall and ends in January. Will accommodations be made for asphalt placement in the spring if weather does not permit placement?

The period of performance is expected to be Oct 15, 2024 to February 28, 2025. If additional time is needed for paving due to weather this can be discussed. For bidding purposes assume the POP stated above.

14. The specifications are listed as volume II. Is there a volume I that we will need to consider?

Volume 1 was not provided and will be part of this submittal.

15. The list of required division I submittals has not been included in the documents provided. Is there a specific list of division 1 submittals that will be required prior to NTP issuance? Is there a list of required construction product submittals?

Volume 1 was not provided and will be part of this submittal.

16. For the protection and re-establishment of vegetation, it is noted that the contractor is to ensure “Established Vegetation”. Are blankets, seeds and watering part of this project? In past projects, fine grading and raking was part of our scope of work and vegetation restoration was typically government performed. Please clarify expectations.

Provide fine grading and raking as part of this contract. The seeding will be by others.

17. At the inlet and outlet structures at the box culvert, the rip rap dimensions in plan view and thickness of 4’ is clear. However, shall the rip-rap extend up the slope similar to the detail on sheet C501 for a boulder wall or shall the rip-rap be installed to the grade specified and then have native soils installed on the slope above?

The rip-rap should extend up the slopes as shown on the plan view on sheet C201. Native soil should be installed above that.

Do the rocks at the Boulder wall need to meet the hardness and durability requirements of the rip-rap or can locally sourced sandstone be used to match the on-site materials? Are there approved sources for this material?

See notes on sheet C501 for rock type and hardness.

18. Are there approved rock types and sources for the rip rap on the project? If so, has the rock already been approved or must the contractor provide the specified testing of the materials, in the quarry, prior to shipment to the site?

Rip rap to be provided must meet requirements of spec section 31 37 00. A sample must be submitted for approval per Part 3.1

19. Where the existing asphalt is to be removed, what thickness shall be assumed in determining volumes of material to be removed from the site?

There were two borings taken within the EV charging/parking lot with pavement thicknesses of 2 ¾” and 3 ½”.

20. Will the shed noted in keynote 15 on sheet E101 be part of this or some future project? If it will be constructed as part of this project, will construction documents and specifications be provided?

Not part of this project.

21. Is the excess soil to be hauled out of the park for disposal or is there a location on-site that needs the material? If there is a location for excess soil, how far from the site is it located?

To be removed as part of the project.

22. On Sheet C102 and in detail 3 on sheet C501, the base the base course is discussed, but there are notes that mention “Temporary”. Will this base be installed as part of this project? If so, will it be installed to the finish grade noted or will it be held down to the asphalt thickness with ramped areas up to the new asphalt?

The base course will be installed as part of this project and to the finished grade noted in the plans. As part of a future project, the excess base material will be removed and asphalt will be installed.

23. It is our understanding that the maintenance area and building east of the site must be kept accessible during the project. Is there a minimum travel width that must be maintained or can the contractor determine the width to best accommodate construction staging?

Yes it needs to be accessible. Keep a 14’ width to allow for bus and employee access.

24. Is there a soils report for the project? Does the subgrade need to be scarified and re-compacted prior to the base course installation and if so, to what depth and to what compaction specification?

Geotechnical report to be provided. Site preparation recommendations are provided in Section 4.1.2 of the geotechnical evaluation.

25. It is our understanding that the majority of the conduit will be PVC, but that some may be GRC. Please clarify which conduit must be GRC.

Anything underground must be PVC and above ground to be GRC.

26. It is our understanding that the Automatic Transfer Switch is being provided by the government but that the generator is to be provided by the contractor. In order to ensure there are no interface conflicts, we request that the government provide the model numbers of various acceptable generators that can be ensured to communicate properly with the switch provided.

Contractor to choose generator that works with ATS that gov is providing.

Proposed generator model info to be provided for approval prior to installation.

27. Please clarify whether the existing concrete pad can accommodate the specified generator (see the previous question). If the pad cannot accommodate the generator, please provide the slab specifications to support the generator as well as any retaining wall requirements. If a new pad is required, what is the elevation at which the pad is to be installed, will any crown be required on the pad and where shall it be located?

The requirements for the concrete pad are dependent on the generator loading, which will be dependent on the generator selected. Final location TBD during construction.

28. Please clarify the intent of the note in the profile view on sheet C201

(“PROVIDE 6” DEPTH OF NATIVE EXCAVATED MATERIAL SPREAD

EVENLY WITHIN BOX CULVERT”).

6” of native material should be installed on the bottom of the box culvert.

29. The drawings specify a PG 64-28 mix design, but the specifications require a

UDOT mix. Please clarify the material expectations for the asphalt.

A UDOT mix may be acceptable if it meets the expectations of the drawings and specifications. Provide the asphalt mix for approval prior to placement.

30. Keynote 17 on sheet E101 and sheet E503 show a vaporizer pad, reference bollards and a fence. Please provide clarification for the following:

a. Please provide the specifications and detailing (dimensions, thickness and reinforcing and concrete requirements) for the vaporizer pad. Also, please clarify the location of the pad relative to the existing asphalt and propane tank pad.

The vaporizer unit has an approximate weight of 250#, this unit can be installed on a pre-cast concrete pad of appropriate size or a site-built pad. The contractor will be responsible for the design of the pad, based on the equipment that is selected. A conservative estimate for the equipment pad includes 18” of concrete with 12” of base material over a prepared subgrade. The concrete includes 2 layers (top and bottom) of #5 bars each way at 12” spacing, 2” clearance from top of concrete and 3” clearance from bottom of concrete. The concrete pad should extend a minimum of 8” outside the outer edge of the equipment frame in each direction (equipment frame size + 1’-6”) The vaporizer can be field located as directed by the COR. As starting guidance, the vaporizer unit should be approximately 12’ north of the edge of pavement and 22’ west of the existing fencing surrounding the existing propane storage vessel.

b. Provide clarify the location for the bollards relative to the vaporization pad.

The bollard should be a minimum of 2’ from the edge of pavement and a minimum of 2’ from the fencing for the vaporizer unit. The location of the bollards can be field adjusted as directed by the COR.

c. Please provide specifications and detailing for the fence around the pad (e.g., vinyl, chain link, will posts be set in dirt or concrete, will the pad be big enough to set the posts in the concrete, etc.).

A 14ft x 14ft chain link fence centered on the vaporizer unit will provide sufficient work around space for the vaporizer unit. The fence should be built to match NPS/ZION standards. Posts for the fence should be set in concrete. The equipment pad will not be large enough to accommodate the fence posts. Area within the fence should be graveled with appropriate weed control fabric. The access gate should be located on either the west or north side of the fence but can be field oriented based on direction from NPS staff.

31. Are there any wildlife, historic or cultural considerations that we should be aware of?

A copy of the approved compliance will be provided. This includes the required mitigation measures.

32. There is a discussion of unit-priced items, but the project is listed as lump sum, please clarify the intent of this verbiage.

The project is to be bid lump sum.

33. Is it anticipated that pavement markings or permanent signage will be required as part of this project?

There is no pavement marking or signage in this package.

34. The notes on sheet C103 call out to remove 5' Of CMP and install a CMP end section.

The detail that is called out shows a concrete end section. Which one is correct?

The CMP End Section callout on sheet C103 is incorrect – contractor to install concrete end section.

35. What size is the existing waterline and how far away are the isolation valves? How much line will we need to drain in order to loop the line? Also, how long can the existing waterline be out of service?

Existing waterline is 6”. Valve locations on provided attachment. It can be out of service no longer than 6 hours with 48 hours prior notice.
