9/10/24 Question/Answers set #2

ZION 240182 EV PHASE 3 project.

General Questions and Clarifications:

Question 1.Please clarify the Generator. It appears to have a conflicted spec between the drawings and the specs. The Spec states the Generator voltage is to be 13,800 volts and the drawing one lines have it as a 480-volt Generator see below. Also, the size in the spec states 600kw and the drawings depict a 500kw. In addition, there are no annotations related to the load bank on the drawings, is this to be a stationary unit?

Specifications supersede the plans, generator should be 600kW as specified in the Specification 26 32 15 – Engine Generator – Propane.

Question 2.Please clarify due to the spec conflict with the generator, would the government entertain an alternate solution of paralleling multiple 150kw propane generators to fulfill the design intent?

Value engineering of the generator as designed may be proposed by the contractor during construction.

Question 3. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

The Superintendent and Safety manager can be the same person, but the QC manager must be a separate person.

Question 4. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

The period of performance is expected to be Oct 15, 2024 to February 28, 2025. If additional time is needed for led times this can be discussed. For bidding purposes assume the POP stated above.

Question 5. Please provide bidding quantities for deteriorated base course (paving).

Quantities are the responsibility of the bidders.

Question 6. Amendment 4 instructs to use another manufacturer if I'm reading this correctly. Our Electrical Subcontractor spoke with CAT and Generac and received the same response. Also, to meet the propane generator requirement, CAT would have to manufacture this unit in Germany.

Generac does not offer a 500KW unit in propane.

The generator manufacturer is not restricted, but the selected generator must meet the salient characteristics contained within the project specifications.

This is the information sent by Caterpillar:

• The CG132B-12 (government indicates this is the basis of design) is a Caterpillar product built in Germany. On propane the unit maxes out at 323kW at sea level. The rating will be lower at the Zions site.

• There is a CG132B-16 again built in Germany, but it maxes out at 434kw at sea level. This again will be lower at the customer site.

• These German units have very limited transient capability for standby loads.

• Technical support and parts support is available but will be limited compared to the Caterpillar offerings built in the US.

• Built in the US is the Caterpillar G3512. The one unit that might fit the bill is the Caterpillar G3512 at 609 kW at sea level. It may be close to 500kW at customer site. I can go push Caterpillar on this option if that is desirable.

• To my knowledge there isn’t published transient data that Caterpillar would guarantee to, but this would probably be the best unit in that regard.

• We will need to work with CAT to get a custom gas train for this unit.

• All this will take time and we would need a couple weeks to work through all the questions and the custom design.

Question 7. On page 196 of 258, in the specification, the basis of design for the generator shows a 600 kW,while in the plans on E102 it states to supply a 500-kW generator. What size generator should we plan on supplying

Question 8. It is our understanding that the Automatic Transfer Switch will be provided by the Government as stated in the table on sheet E605 titled “BILL OF MATERIALS”. It also our understanding that, per Amendment 0004, issued 9/10/2024, that “THE ELECTRICAL DESIGN

WAS DEVELOPED USING A CATERPILLAR CG132-12 MODEL GENERATOR. THE

CONTRACTOR MAY SELECT A DIFFERENT MANUFACTURER OF THE GENERATOR

THAT MEETS THE SALIENT CHARACTERISTICS IDENTIFIED IN SECTION 26 32 15

(ENGINE GENERATOR ¿ PROPANE) OF THE PROJECT SPECIFICATIONS.”

The specifications section 26 30 00 does not appear to specify a specific model. With the direction for the generator, we are concerned that the generators priced and proposed may not match/communicate with the transfer switch to be provided and therefore, the bids will not likely be an apples-to-apples comparison and the generator may not work with the switch selected and provided. To avoid this conflict, will the government please provide the intended transfer switch make and model selected by the government so that we can ensure a generator priced can communicate with the transfer switch being purchased?
