| Question | Response |
Per section 03 31 00 it states that we are to provide any permits needed for construction activities. We understand that we will be required to obtain an NPDES Permit. Besides the permits obtained by the government and the NPDES can you clarify if there would be any permits for working on federal properties with the local agencies. | This question should refer to section 01 31 00. Permits listed 01 31 00 1.9 were identified during the design process as likely to be required based on typical means and methods of construction. The list is provided to assist Contractor in determining which permits will be required for contract’s chosen means and methods. The NPS does not anticipate addional permits will be required, however, the list shall not be considered complete. It is the Contractors’ responsibility to determine means and methods and obtain required permits. Contractor shall obtain all permits required to legally conduct work
Spec Section 01 35 13.22 3.2 - It states that a permit is required for archaeological investigations (ARPA). Will this be a requirement as per section 1.2D states that the Archaeological Monitor is a representative of the government to oversee construction activities. Will the contractor be required to have an archaeological monitor or will this be provided by the park? If a monitor is provided by the government, would a permit still be required? Please clarify. | An archeological monitor is not required, however, inadvertent discovery procedures do apply and are indentified in Attachment C - MOA. Contractor will be required to attend the pre-construction meeting where a briefing on protection of historic resources will occur.
It was stated that there would be a water source with payment - is there a water source near the site? | 01 50 00 1.3 B. states that (potable) water is available at North District Maintenance Yard (4.5 miles from site) or Elkmont (2.6 miles from site), and that contractors would be charged for use. The government will NOT charge for use of this water. There might be daily limits placed on amounts available per day so we do not drain the water tank, but on past contracts, this amount has been able to support construction . 01 50 00 3.2 C. States that non-potable water is available from Laurel Branch and Pine Knot Branch on the trail.
Spec Section 01 81 13 – calls for Sustainable Design Requirements – the first paragraph denotes this project is not seeking LEED certification. However, are we to follow the Sustainability Checklist for this project. | Yes. See paragraph 1.1 C. 2.
Spec Section 01 81 13 - 1.2 mentions Chain of Custody for wood products will this be a requirement for this project. Please clarify. | The intent of this requiement is to ensure that all wood used on this project comes from FSC certified forest.
Once awarded will a CMR be involved I the coordination and management of the project? | Yes
Will the A/E team be involved in the submittal review process? | Yes
Will there be any wildlife restrictions that will have an impact on this project, specifically with the Synchronous Fireflies? | Synchronous firefly events occur at Elkmont in early June, and would only affect access to that area for potable water (alt site North District Maintenance Yard). There are references to restrictions of work around bats and nesting birds including time of year restrictions for tree removal.
On L6.0 the asphalt trail detail states that the asphalt mix is to be PG64-22 Grading E. Can this be a State DOT approved mix for Grade E or since it is for foot traffic would a grade E shoulder be acceptable? | Grade E shoulder mix would be an acceptable substitute
The contract period is 540 days from NTP, does this include any potential weather shutdown due to seasonal plant closures and temperature sensitive construction aspects of required work, paving, concrete, coatings, etc? | Yes, contractor is responsible for completing the project in alloted time frame, accounting for any weather shutdowns or seasonal plant closures, etc.
Can we pulverize the existing asphalt and leave in place to supplement the new trail base or do we have to remove off site? | The NPS would allow this If the contractor can meet gradation and compaction requirements. Contractor would need to submit an RFI for this change.
Can the CAD files be released pre bid in assistance with takeoffs? | No, AutoCAD files will be released to the contractor upon award of the project.
