Please confirm that the Contractor is required to have on site a Job Superintendent, On Site Safety Manager and On-Site Quality Control and that none of these key personnel can handle multiple roles.

Solicitation, Page 14: SPECIAL REQUIREMENTS 2: KEY PERSONNEL states: "The Contractor shall assign to this contract the following Key Personnel*: Project Manager, Job-site Superintendent, On-Site Quality Control Manager, On-site Safety Manager.

*Each position may (emphasis added) be filled by a separate individual; however, the On-Site Quality Control Manager and the On-Site Safety Manager may be filled by the same qualified individual. Therefore, at least three (3) individuals are required for Key Personnel.

(emphasis added). The Job Site Superintendent, On-Site Quality Control Manager, and the On-Site Safety Manager are required to be on-site during all work activities under the Contract." If contractor chooses to have dual roles, the REQUIRED ON-SITE PERSONNEL for work activities may be filled as follows: 1) Individual #1 -Job Site Superintendent; 2) Individual #2 - On-Site Quality Control Manager/On-Site Safety Manager.

See also attachment to Amendment adding additional Key Personnel role.

Please confirm whether the Contractors Environmental Managers role must be a dedicated role with no other duties. Can the superintendent serve as the environmental manager?

See - Specifications SECTION - 1.7 ENVIRONMENTAL COORDINATION "A. Contractor’s Environmental Manager: Designate on-site party responsible for overseeing Contractor’s conformance to environmental goals for project and implementing procedures for environmental protection. CEM can also serve other Contracting functions." (emphasis added). This last sentence is clarified to mean that the CEM may also serve in other roles for the Contractor, such as projecct management, supervisory, quality control, or contracting functions.

Spec section 01-31-00 states to allow 30 days for the review of action submittals. Should the Contractor forecast the 30-day review period identified in the specifications or consider the 14-day review period afforded by the FAR. 30 days is excessive and could impact the economics of the project. Please confirm what review time should be forecasted in the project schedule.

The 30 days is the maximum; however, the project team endeavors to address submittals as soon as possible and the Contractor may use every efficiency possible for processing submittals. The 30 day review period in the Specifications should be used for scheduling within the period of performance.

The special project warranty outlined in specification 01-78-10 is all encompassing for the entire building. How can a contractor warranty a failure to maintain a watertight condition as evidenced by entry of water “a. Into the Building” when only certain areas of the building are being reconditioned? Please confirm that the contractor will be responsible for providing the Special Project Warranty as currently written in specification 01- 70-10.

Contracting comment - portions of this warranty language is not enforceable. Where is the Roofing Section in Specs and Drawings? Sheet G1.0 - no mention of Roof work except Drawing 5S.1.3 ROOF AND ATTIC PLAN - where is roofing material on the drawings? Specs SECTION 07 53 23 - EPDM THERMOSET SINGLE-PLY ROOFING - CARLISLE. I was not aware that this project had a Roofing component? And this seems to specify a particular manufacturer - "Carlisle". I see a small roofing component in the IGE.

Spec section 01-22-00 covers unit prices. We are unable to find any requirement in the solicitation to provide specific unit prices as identified in this specification. Please clarify what unit prices other than the unit prices required by Section B of the solicitation.

Unit pricing data is not required to be submitted with the Proposal. However, Contractors may request unit pricing from subcontractors which may assist in Contractor's internal data for: 1) price analysis supporting information that may be requested by the Contracting Officer, and 2) establishing benchmark unit prices in the event of any change orders.

Specification 04-01-20 Para 1.5D states- “every mason shall construct a mock-up for each activity that they will perform. Only masons who have demonstrated proficiency in a task per the approval of the Architect shall be permitted to perform that particular task” Does that mean that each and every mason must prepare a mock up for each of the multiple masonry tasks and receive approval from the Architect prior to beginning the work?

What will be the Architect’s review period to review and approve the individual task mock-up for each and every mason. In theory this could exceed 20 mock-ups that would need Architect approval assuming only 5-6 masons being on the project. Please confirm that each mason must prepare an individual mockup for each of the masonry tasks to be performed while restoring the masonry.

The mock-up process in 04 01 20 Masonry Cleaning will be approved through the submittal process. Submittal List in Specifications Section 04 09 20, Pages 55 -56. Specification Section 04 09 20 - Masonry Repair and Re-Pointing, Par 1.5D.

Please confirm who is responsible for paying for the utilities used on the project.

Please see Solicitation Page 32, FAR 52.236-14 Availability and Use of Utility Services (APR 1984)

- 10% and Profit -7.80% - for contractor self-performed work. For markup for contractor and subcontractors, the aggregate limit is 25%.

There are some really big mortar joint thicknesses in the bed joints on bricks that have been previously repaired in several areas around the structure. Once those joints are removed do we need to keep the same joint thickness for the new mortar or remove multiple bricks to try to space the joints more evenly?

This question is being addressed by the Designer of Record, and an answer will be forthcoming by 2/22/2023.

it was noticed there different areas around the exterior of the structure where some brick and mortar had been sealed previously, once cleaned that sealer will diminish so do we need to plan on sealing the entire building once all the masonry work is complete?

Drawing Sheet A1.3 shows the bottom 3’ of the standing seam roofing panels to be loosened to be able to install the new gutter liner around the building. It is impossible to loosen these full lengths panels and work underneath them especially in the valleys without bending them. The panels would have to be removed completely, new gutter liner installed then attempt to reinstall the panels. Do we need to plan on X number of panels to possibly have to replace since doing this repair in this manner runs the risk of damaging multiple panels or would this be handled by a contract modification if the situation of damaged panels arises?

This question is being addressed by the Designer of Record, and an answer will be forthcoming by 2/22/2023.

Please provide the Mechanical Engineers thought process and design recommendations to remove the existing HVAC and install the new HVAC equipment. The existing equipment removal and new equipment installation will require coordination and approval of creating openings in the existing structure to allow this work to occur. What measures will be allowed by NPS to accommodate this work?

This question is being addressed by the Designer of Record, and an answer will be forthcoming by 2/22/2023.

Is the existing boiler to be replaced with a high efficiency condensing boiler?

Please review all Specifications. Any clarifications will follow. This question is being addressed further by the Designer of Record, and an answer will be forthcoming by 2/22/2023.

Please provide the contact for the facility’s existing DDC controls contractor for integration coordination of the newly installed systems.

The Park does not think there are DDC controls on the systems. These units are run by thermostat currently.

Is the mechanical room ductwork to be considered exposed and reinsulated (as needed) with 2” rigid board?

This question is being addressed by the Designer of Record, and an answer will be forthcoming by 2/22/2023.

Is all exterior piping to receive aluminum jacket? Is PVC acceptable?

This question is being addressed by the Designer of Record, and an answer will be forthcoming by 2/22/2023.

Considering the historical preservation requirements for this facility, how is the existing boiler vent termination to be patched?

This question is being addressed by the Designer of Record, and an answer will be forthcoming by 2/22/2023.

Will the crane lift to set the condensers be permitted to be done during regular hours during the week? It is likely that University Avenue/Campus Rd will need to be shut down for 4-6 hours

See Specifications Sections 01 11 00 – 2 SUMMARY OF WORK, 1.5 CONDUCT OF OPERATIONS, B., and 1.6 WORK RESTRICTIONS, for work hours and process for requesting work on Saturdays. Coordination through the PM/COR, with the Park and University will be required and will be addressed in scheduling conference post-award.

Given the new proposal due date of 2/17/2023, we request an additional extension to the RFI deadline to at least 2/3/2023 to allow time to generate questions.

The question deadline has already been adjusted to 1/26/2023. This will allow for thorough answers to the questions. Questions can still be submitted after the deadline, however, those answers may not be posted.

Please describe the available access into the building for removal of artifacts.

Coordination through the PM/COR, with the Park and University will be required and will be addressed in the pre-construction conference post-award. This question is being addressed by the Designer of Record, and an answer will be forthcoming by 2/22/2023.

Is the contractor permitted to build a temporary access road in order to more efficiently access the building?

No. Temporary access roads are not permitted. The staging area parking lot adjacent to the Oaks building has a narrow dirt/gravel road leading down to the larger parking lot. See Specifications for staging areas.

Can said solicitation be divided into two separate solicitations/contracts/awards: One contract specifically for the removal, transportation and storage of the artifacts contained in the Carver Museum and another contract for the actual restoration and rehabilitation of the Carver Museum Building?

To separate this into two requirements would require coordination efforts between two contractors and increases the risk to the jproject. To mitigate this risk, the requirement is solicited as one contract thereby allowing the Prime contractor to control the entire project.

How many inclement/adverse weather days should we include in our schedule?

Please refer to FAR 52.249-10 Default (Fixed-Price Construction) and 52.236-4 PHYSICAL DATA (APR 1984). This question is being addressed further by the Designer of Record, and an answer will be forthcoming by 2/22/2023.
