About this file
This document contains answers to questions from potential offerors on a federal solicitation to replace the climate control system at Scotty's Castle, a historic site managed by the National Park Service. The solicitation seeks proposals to design and install a new HVAC system. Key details include an extension of the question submission deadline to May 6th and proposal due date to May 19th. Alternative products and materials may be proposed if they meet specified requirements. A tribal monitor will be required during construction. Unit pricing is requested for repair work. Glycol can be used in closed chilled and hot water loops as specified but is not suitable for the closed condenser water loop, which uses a separate sump and blowdown cycle from the cooling tower. Clarification is provided on the scope of several bid line items and design elements.

Please provide a count for signs in the stables and “NPS Staff Only” signs.
Contractor does not specify where this requirement is within the CDs.
No further direction available at this time. 2
11 Will temporary fencing be needed?
DSC ‐ Review 015000 for site enclosure fence. The spec copy I have requires temp fencing of the site. Temp fencing the entire site is impractical and likely unnecessary given that Bonnie Clare Road is closed to the public. Temp fencing may be desired at contractor's option to secure laydown areas and/or job trailers. Past projects have provided adequate protection to the visiting public (tours) and staff by utilizing a combination of orange plastic construction fencing or single‐strand rope with flagging tied at 10' intervals. Orange plastic construction fencing has been difficult for contractors to maintain due to winds at the site, hence the alternative of single‐strand rope with flagging ties. Alternative delineation of work areas is acceptable utilizing Caution tape as specified in section 015000 attached to nylon rope at 10 foot internvals and posts. However, fencing of the entire site for security is not required and contractor is ulitimately responsible for the safety and security of the work area. 2

Questions and Answers‐DEVA 236691 Scotty's Castle Climate Control System
Factor 4: Past Performance, states offerors may submit a PPIRS Evaluation. Can we also submit a Previously completed Past Performance Questionnaire?
Yes, as long as you comply with the instructions provided in the Past Performance section of the INSTRUCTIONS FOR THE SUBMISSION OF
OFFERS AND OTHER INFORMATION – COMPETITIVE SOURCE SELECTION. 2
They are asking for 20% Glycol in the chilled and hot closed systems, which is doable. However, they are also asking for 20% glycol in the condenser water. This is not possible, as this is cooling tower water and runs through a bleed (blowdown) cycle every 2.5‐3.0 cycles of concentration. Therefore, glycol would have to be fed to the cooling tower at the same rate as the scale and corrosion inhibitors. This is not only economically infeasible, but the cooling tower blowdown could no longer be run to a drain, as is standard practice. All cooling tower effluent would need to be drained to a separate storage tank and properly disposed of off‐site…at extreme expense. Glycol is not designed for, nor ever used, in cooling tower (condenser) water.
The cooling tower is a closed loop condenser system. These are not as common as open loop cooling towers (which is what the bidder is describing), but this is clear in the documents. The blowdown cycle is on the water in the sump of the cooling tower, which is separate from the closed condenser water loop. Glycol in the condenser loop is not an issue. 2
Is NPS open to using sch 40 carbon steel and copper for the CHWS/CHWR, HWS/HWR systems?
Please bid the job as per the CDs, submit an RFI or substitution request after award. 2
Is it required to certify tanks? If so, please provide more information on moving tank.
Offeror needs to provide a reference to plans/specs. If referring to historic tank on Sheet L1.0 Note #1 the tank does not need to be certified it is not an active tank. 2
Sheet A1.3 keyed note N18: Please provide specifications for custom built‐in desk.
