QUESTIONS AFTER

PREPROPOSAL CONFERENCE

• Direct all questions to both Joelle Mascarenas, Contracting Officer, and Patrick Naulty, Contracting Specialist. Please submit all questions not later than April 29, 2022.

• Questions directed to any other Government team member will be redirected to Ms. Mascarenas or Mr.

Naulty. No answers will be provided by any other team member. All questions and answers will be provided to all prospective offerors by amendment to the solicitation

• Request for Proposal (Solicitation Document) shall only be changed by formal amendment issued by the Contracting Officer at the website – www.SAM.gov

Award of a Contract:

Best Value Trade

Alternate proposals shall not be accepted or evaluated

The government intends to evaluate proposals and award a contract without discussions with offerors, therefore the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The government reserves the right to conduct discussions if the CO later determines them to be necessary.

DEVA 236143 Replace Historic Scotty's Castle Climate Control System, Death Valley National Park

52.211-10 Commencement, Prosecution, and Completion of Work - Commence work within 10 days after NTP. Complete not later than 275days after NTP.

52.211-12 Liquidated Damages – Construction - If contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $1,482.00 for each calendar day of delay until the work is completed or accepted.

Special Clause 2 – Key Personnel: Project Manager, Job-site Superintendent, Quality Control Manager, Project Safety Officer.

Prospective contractor shall not be allowed to change key personnel during the first 90 days of performance.

DIAR 1452.228-70 – Liability Insurance: The contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the CO by an insurance company which is acceptable to the CO. The amounts of insurance shall be not less than:

Evaluation Factors: The evaluation factors are correlated to the proposal preparation instructions. Factors 1- 4 are listed in descending order of importance. Subfactors are of equal importance. Overall: All evaluation factors, other than price, when combined, are approximately equally important to price.

SUBMISSION AND EVALUATION

This project will replace critical heating, ventilation and air conditioning (HVAC) components of the circa 1990 mechanical system that services the National Register of Historic Places listed Scotty’s Castle Main House and

Annex structures. The project will thermally-zone the facility to improve space utilization, museum storage, and efficiencies of the of the HVAC system for 14,560 square feet of the Main House and Annex.
