About this file

This briefing document outlines the scope of work for a federal construction contract to improve potable water systems at Grand Canyon National Park. The project involves replacing sections of the 96-mile Transcanyon Waterline with new pipe and upgrading various water treatment and distribution facilities. Work will be conducted across five project areas and include a new water treatment plant and storage tanks at Phantom Ranch, rehabilitation of the Bright Angel Pipeline, and replacement of lines from Havasupai Garden to Phantom Ranch and from Roaring Springs to Cottonwood. A strict construction sequencing approach is proposed to minimize impacts to park operations and visitor services. The solicitation will utilize a lowest-priced technically acceptable process with responses due by July 15, 2022 and work expected to be completed over a 30-month performance period. Prime contractors must ensure at least 20% of contract value is performed by small businesses either through self-performance or subcontracting.

GRCA 190083: STAGING AREA WITHIN PARK – SOUTH RIM

South Rim Staging Area

South Rim

Entrance Station

Access Road

GRCA 190083 / 250176: CRITICAL COMPONENTS OF PROJECT

• Schedule Management

• Helicopter – park operations, weather, availability (fire season)

• Remote work areas with limited access

• Maintaining services during construction and authorized closures

• Materials / Equipment Management – volume, long-lead times

• Weather and topography by season

• Natural and cultural resources restrictions (bird nesting, archeological monitoring etc.)

• Housing

• Limited outside of south-rim park boundary

• Limited inner-canyon – construction camps and Phantom Ranch

• Life-Health-Safety

• Crews – emergency safety plan – limited communications and long evac times

• Visitors and NPS Employees – outages and water quality (ADEQ)

GRCA 190083: WORK SEQUENCING – BASIS OF DESIGN APPROACH (CONCEPT)

Project team developed a basis of design approach to sequencing the work that meets all contract / solicitation requirements This approach is only one possible approach and represents a concept to communicate depth and complexity of the project and intended as information only (not contractual) Objectives

1. Optimize construction sequencing for Phantom Ranch closure – one of the most critical components of the project and significantly logistically challenging

2. Identify where multiple closures could be sequenced to reduce impact to visitors, park operations and provide efficiencies to construction contractor

5 emons

4 emons

30 months• Overview of sequencing in Gantt chart form

• Phantom Ranch interfaces

• BA Trail and River Trail closures

• River Trail construction precedes Silver Bridge

• Both are concurrent with PR Campground lodges/cantina closure.

• Possible Contractor uses PR lodges

• Lodges/cantina are closed to public during work on the Delta, PR distribution and TCWL replacement along River

• Contractor uses campground for remainder of work on the Delta (15 mons)

GRCA 190083: SEQUENCING CONCEPT

Key Elements

• TCWL Replacement

• Contactor use of HG/IG Campground

• Maintain water service to S. Rim and

Inner-canyon systems

• Maximize use of bypass pipeline opportunities

• Overland pipeline, 4” diameter

• Minimize storage-shutdown periods o TCWL disinfection, HG to PR

• Utilize S Rim WTP raw water tanks for disinfection during construction

• Utilize BA pipeline to backfeed to HG/IG

• TCWL becomes a raw water pipeline

Electrical Improvements Havasupai Garden to Phantom Ranch o Concurrent with TCWL replacement o Electrical service bypass line to maintain service to PR o Three phase power to Phantom Ranch is for PR Facilities

Key Elements

• Phantom Ranch Facilities

• Contactor use of PR Campground or Concessions Lodging (Xanterra)

• All work on the Delta (Intake to WTP facility) is concurrent.

• Maintaining TCWL service to HG/IG during start up of the

PR Intake and WTP facilities

• Phantom Ranch Water and Electrical Distribution

• Water and electrical distribution improvements are concurrent

• Water and electrical distribution improvements can occur at anytime.

• 2015 steel line has yet to be put in service but will become a part of the PR distribution system

• If TCWL is active, a shutdown will be required for connections to the adjacent 2015 steel line at approximately 6 locations.

• TCWL Rehab, Roaring Springs to Cottonwood

• Before construction is initiated, all other project areas must be operational so the north section of the TCWL can be abandoned in-place

• Allows for WTP(s) start-up and PR booster pumping with RS source by not restricting flow via slip-lining

• Phase 1. TCWL slip-lining sequence – Roaring Springs to Cottonwood

• Reach 1 – Roaring Springs to Manzanita

• Will require shutdown at Cottonwood and Manzanita

• Allows Manzanita to be back on-line early, prior to Cottonwood

• Reach 2 – Manzanita to Cottonwood

• Service to continue to Manzanita during work to Cottonwood

• Phase 2. Point of Entry treatment, distribution replacement and dechlorination discharge

• Construction follows slip-lining / pipe rehab

PA 02 – Bright Angel Pipeline Rehab

• BA Trail Closure at 1.5 Mile Rest-house

• ~ 2 weeks

• BA Trail remains open at other sites between S. Rim and Havasupai Garden/Indian Gardens

• Utilize trail escorts, stop work for mule trains, and existing temporary trail re-routes

Trail Closures

Trail closure Managed trail access

PA 03 – TCWL Replacement and 3-phase Power

• BA Trail closure - Havasupai Garden/Indian

Gardens to Pipe Creek crossing (800 ft north of Tonto Trail)

• ~ 12 weeks

• Could open HG/IG to Tonto Trail after ~ 8 weeks

• River Trail closure

• ~ 14 weeks

• Closure should include boater access to CO

River

• Silver Bridge closure

• ~ 4 weeks

• Utilize River Trail to Black Bridge for PR access

Trail Closures

Trail closure

• North Kaibab Trail closure (Manzanita vicinity)

• 4 weeks

• Access to Manzanita from N Rim could be reopened after 2 weeks

• North Kaibab Trail (North of Cottonwood)

• 6 weeks

• Trail remains open with trail escorts and/or temporary trail re-routes
