ROMO 160755 - Replace Undersized Entrance Station at Fall River Entrance, Rocky Mountain National Park
Solicitation 140P2022R0005 - Questions and Answers
Amendment 02 Questions, issued 4/15/22
1. QUESTION: The contract price schedule included in the PDF Package only shows Bid Options 1-9. Spec Section 01 11 00 has 2 additional bid options, numbers 10 and 11. Option 10 is the culvert under Fall River Road with boardformed concrete headwalls. Option 11 is for the headwall on option 10 to have a stone veneer finish in lieu of the boardformed concrete. It appears that CLIN item 4 is for the culvert. Should bid option 10 be part of the base option?
What about option 11, how and where should this be priced, or should it be disregarded completely, and the stone veneer headwall should be part of the CLIN base 4? Please clarify the price schedule and spec section 01 11 00 to the CLIN items.
Answer: Contract Price schedule has been updated
2. QUESTION: Will the COVID restrictions be enforced?
Answer: Offerors shall adhere to the requirements of the clauses in the solicitation.
3. QUESTION: Page 48 of 54, Subfactor 4 – Past Performance states that we can submit PPIRS in lieu of the questionnaire. Can we also submit questionnaires that our points of contact previously completed for other proposals rather than asking them to complete another one?
Answer: That is acceptable.
4. QUESTION: Page 50 of 54 included the Subcontracting Percentage Worksheet. Do we need to complete this if we are a small business?
Answer: The “Subcontracting Percentage Worksheet” is the same as the “Report on Limitations on Subcontracting”. This report is required for small business, 8(a) or other socio-economic set-aside service contracts (including construction) priced at or above $150,000.
5. QUESTION: The SF 1442, #13 states, “a. Sealed offers in original and 1 copies to perform the work required are due at the place specified in Item 8 by 1500 (hour) local time 05/02/2022 (date). In addition, FAR 15.208(b)(1)(i) states, “Any proposal, modification, or revision, that is received at the designated Government office after the exact time specified for receipt of proposals is "late" and will not be considered unless it is received before award is made, the contracting officer determines that accepting the late proposal would not unduly delay the acquisition; and (i) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals.”
Since 5/2/2022 is on a Monday, is one working day considered 4/29/2022? If so, will the Government please consider moving the proposal due date to 5/3/2022, or another date that occurs on a Tuesday-Friday, so offerors can maximize proposal preparation time? If one working day is on 5/1/22, will someone be available to confirm receipt of emails with the offeror’s proposal?
ANSWER: Proposals shall be submitted via email. Proposals submitted via any means other than email shall not be accepted. NO HARD COPIES.
Proposals shall be sent to all of the following:
a. Contracting Officer, timothy_burger@nps.gov
b. Contract Specialist, bruce_beck@nps.gov
c. CS_DSC_Proposal_Submission@nps.gov
Title subject line for all proposal submissions shall contain the solicitation number, Park-PMIS, and number of total emails, per the following example:
Subj: 140P2022R0005 ROMO 160755, email 1 of 3 Submit proposals in separate VOLUMES (I and II) in the FORMATS specified, containing CONTENTS required. Each volume shall be submitted in separate email attachments. Size limits:
a. Individual email attachments shall be no larger than 38 MB.
b. Each email shall be no larger than 100 MB
Offerors shall verify receipt of proposals.
Due date for proposals remains Monday, 5/2/22 at 1500 MT. Emailed proposals need to be received by this time.
6. Question: The SF 1442, #13 states, “a. Sealed offers in original and 1 copies to perform the work required are due at the place specified in Item 8 by 1500 (hour) local time 05/02/2022 (date). The language in the SF 1442 currently implies offerors should submittal the proposal via hardcopy (original and 1 copy) in a sealed packaged. On RFP page 45 of 54, Section L.D, Submission Requirements - L.D.1 says, “Proposals shall be submitted via email”. On RFP page 46 of 54, Section L.E, Volume I, Technical Proposal – Format, Organization, Contents - L.E.1 states, “Submit (1) one electronic copy. No hard copies shall be submitted.” On RFP page 49 of 54, Section L,F, Volume II, Business And Price Proposal - L.F.1 states, “Submit (1) one electronic copy. No hard copies shall be submitted.”
Will the Government please modify the SF 1442 to align with the RFP, allowing for an electronic submittal via email?
ANSWER: See above Answer #5
7. QUESTION: On RFP page 49 of 54, Section L.E, Volume I, Technical Proposal – Other Submittals requires Offerors complete and submit the attached “Proposed Equals” form, and complete and submit the attached "Hazardous Materials Identification Listing" form.
The “Proposed Equals” and "Hazardous Materials Identification Listing" forms do not appear to be included with the RFP documents released on 3/31/22. In addition, these forms are typically completed post award.
Will the Government please consider removing both forms as a requirement for proposal submittal?
ANSWER: The Proposed Equals form and Hazardous Materials Identification Listing are removed from the requirements for proposal submittal.
8. QUESTION: On RFP page 45 of 54, Instructions for the Submission of Offers and Other Information – Competitive Source Selection, Section B states, “pre-proposal questions shall be submitted a minimum of 7 days prior to the due date and time for proposals.” Per the SF 1442, proposals are due on 5/2/22 at 3 pm MT. This was not modified in Amendment 01 released on 4/8/22.
The 4/7/22 Virtual Pre-Proposal presentation slides states pre-proposal questions are due on April 30, 2022, at 3 PM MT, and offers are due on May 2, 2022, at 3 PM MT.
Will the Government please clarify which submittal dates are correct? Will the Government please allow a minimum of one week from the time questions are answered to the proposal due date? This allows offerors time to address questions adequately in the proposals, and then, finalize and submit proposals that are responsive to the amended RFP.
ANSWER: Proposal are due May 2, 2022 at 1500 MT. Questions are due 7 days prior to that, April 25, 2022 at 1500 MT.
9. QUESTION: On RFP page 47 of 54, Subfactor B – Safety states, “Include the names, resumes, and specific safety training completed (i.e., OSHA, etc.) for the proposed Project Site Safety Manager for this project.”
On page 15 of 54, Key Personnel - Key Personnel are defined as a Project Manager, Job-site Superintendent, Quality Control Manager, and Safety Manager. There is not a required position for a “proposed Project Site Safety Manager for this project”.
Will the Government please confirm for which positions the name, resume and safety training information need to be provided?
ANSWER: The “Project Site Safety Manager” and “Safety Manager” are the same. The name of this individual, resume, and any specific training completed need to be included. OSHA training should be one of these completed training, and whatever other training related to safety the individual completed.
Amendment 03 – Issued 4/18/22
10. QUESTION: The schedule for this project is listed as Jun 1 to April 1. The last part of the work for this project will be paving and landscaping. If the paving plans close before the paving is complete then it wont happen before April 1. Also the landscape will be to seed the areas disturbed. This will not be able to happen until the end and again wont happen before April 1.
Can the schedule be extended to July 1, 2023?
ANSWER:
All activities associated with the specifications and drawings shall be complete prior to April 1, 2023, except for asphalt paving and revegetation/final seeding due to availability of asphalt.
However, all entrance lanes must be operational by April 1, 2023 (Beneficial Occupancy). The lanes can be unpaved, with final asphalt paving completed by May 25, 2023.
One lane of traffic in each direction is required to be open during all aspects of the project including asphalt paving. See Specification Section 01 11 00 Summary of Work, Section 1.4 “Contractor Use of Site”.
On May 25, 2023, the Government will issue Substantial Completion (Contract Period of Performance end date). The contractor will then have 30 days to complete items on the Deficiency list, generated at final walk-through.
Amendment 04 – Issued 4/28/22
11. Per the SF 1442, proposals are due by 1500 (hour) local time 05/02/2022 (date). Per Q&A #8, questions are due 7 days prior to that, April 25, 2022, at 1500 MT.
Will the government please allow for a minimum of one week from the time questions are answered until the proposals are due? If proposals are due on a Monday, will the government please allow for a minimum of ten days? This allows offerors to adequately address all Q&A, and incorporate information into proposals and be responsive to NPS requirements, and meet the FAR 15.208(b)(1)(i) requirement for electronic submittal.
ANSWER: Proposals are due by email on 5/13/2022 at 1500 MT.
12. 3.4.H. in the Specifications requires, “Site Enclosure Fence: Before construction operations begin, furnish and install chain link fencing in a manner that will prevent people and animals from easily entering site except by entrance gates. 1. Extent of Fence: As required to enclose entire Project site.” This is a large area. Will the Government please clarify what areas require fencing? Does this only include active construction areas? Is fencing required around public right of way?
ANSWER: This requirement is for safety and security. It is the contractor’s responsibility to determine what is appropriate. This requirement should be interpreted as the entire “Work Area”, not the entire site for the entire duration of the project.
13. Do offerors need to include the 12-character alphanumeric, SAM Unique Entity ID on the SF 1442, or anywhere else in the proposal?
ANSWER: Please include the UEI somewhere in the proposal.
14. In the preliminary SOW there was mention of a snow melt system for the kiosks and office building. It does not appear to be part of the solicitation package. Will the Government please confirm it is not included in the SOW to include any make-ready for a future snowmelt system?
ANSWER: There is no plans for a snow melt system now or in the future.
15. Is it permissible for the Environmental Manager additional duty to be carried by another site manager as long they have the appropriate qualifications?
ANSWER: Yes
16. There is mention of four permits that need to be coordinated with the State of Colorado. Will the Government please confirm that these permits have already been initiated by ROMO as part of the design process? Also, will the Government please provide level of coordination (how far along those permit requests are in the process) so remaining duration of work to finalize these permits can be appropriately reflected in the construction schedule? Should the costs of the four permits to be coordinated with the State be included by the contractor in the cost to complete the work?
ANSWER: Confirmed. The 404 permit has been issued by the USACE; Traffic Control Permits through CDOT and the Town of Estes Park are currently in review as is the OWTS permit through Larimer County. Note that through correspondence with CDOT they will review the permit application and detour plan up to the point of “conditional approval” such that only administrative items (e.g. Certificate of Insurance) will be required to be submitted by the selected contractor. The Town of Estes Park is indicating that their permit approval will also be conditional subject to formal issuance by CDOT. Both agencies have indicated that the final coordination by the contractor should be relatively quick.
17. Will the Government please confirm whether the site safety supervisor can have additional duties or not?
ANSWER: The Site Safety Supervisor may have other duties.
18. Is a perimeter drain required around the building footings?
ANSWER: No
19. Does the OWTS require an alarm system in addition to the control panel?
ANSWER: The control panel includes audible/visual alarms for high water in the effluent pump chamber and effluent pump failure.
20. Does Larimer County have jurisdiction over the OWTS? Is a permit required from Larimer County Health Department?
ANSWER: Yes, Larimer County has jurisdiction over the OWTS. A permit application has been made to the Larimer County Department of Health and Environment and the permit is expected to be issued in May.
21. Sheet C3.6 indicates a 28’ barrier gate and Sheet C3.7 indicates a 30’ barrier gate. Will the Government please clarify which sheet and size is correct? Does the government wish to have a 28’ or 30’ barrier gate?
ANSWER: Provide a 30’ gate per sheet C3.7.
22. The utilities upgrades and replacement of the culvert on the Ranger Station Road require the contractor remove significant sections of this road. Sheet C3.1, and other sheets, do not provide any details showing the design of the Ranger Station Road. What is the government’s desired finish surface and grading plan for Ranger Station Road? Will the Government provide a Roadway Typical Section for the Ranger Station Road? Will the Government provide a Grading and Paving Plan for the Ranger Station Road?
ANSWER: Contractor will be required to reconstruct the existing road in kind.
23. What is the requirement for the temporary road surface during construction for the asphalt surfaces being removed and replaced during the project? Is it permissible to have a graded and compacted base course as a road surface for a period of time? Or must at least one course of asphalt pavement be in place as a temp road surface?
ANSWER: Compacted aggregate base course is acceptable subject to a time period allowed by the Contracting Officer and subject to adequate maintenance/patching/recompaction being performed so as to provide a suitable driving surface. Refer to the Maintenance of Traffic plans and specification 34 0100, section 2.1M for requirements to place temporary asphalt paving where compacted road base is not feasible.
24. Is it a contract requirement that the final course of asphalt pavement for roadways be placed at the end of the project instead of during earlier phases of the project?
ANSWER: We would recommend the final asphalt lift to be placed in the later phases of the project so as to provide the government with a quality product at the end of construction.
25. There are two existing sanitary clean outs located north of the existing admin building. After CIPP of the sanitary lines, is the offeror required to reinstate those cleanouts?
ANSWER: Yes. The selected contractor should verify if they are active prior to CIPP.
26. Will the Government please elaborate on the extent of temporary utilities needed for the Bighorn Ranger Station? To what extent will the Bighorn Ranger Station be occupied during the duration of the project?
ANSWER: There will be no occupants in the buildings during construction.
27. Do NPS personnel need to access the Big Horn ranger Station during the execution of the project?
If so, how frequently is the access needed? What kind of access is necessary (i.e., vehicular, pedestrian, ADA Compliant)
ANSWER: Weekly access for NPS staff will be required. NPS will coordinate with the contractor.
28. Do NPS personnel need to access the barn and pump house in the vicinity of Big Horn ranger Station during the execution of the project? If so, how frequently is the access needed?
ANSWER: Weekly access for NPS staff will be required. NPS will coordinate with the contractor.
29. Should the contractor anticipate and account for costs associated with Section 404 and DCPHE permits for which the Park has already been coordination and request?
30. Will the Government please clarify the Ground Water Specification 333100, para 3.3.A? As written, it states “Water seeping from trench banks or flowing in trench bottom, but not flowing in trench bottom: Install gravel as specified in Division 31 Section “Trenching and Backfilling”.
ANSWER: Refer to specification 31 23 33, section 2.1.A.1 for provisions when trench excavations are below the water table.
31. Time for seeding provided in the specifications (1OCT-15NOV) does not align with projected project schedule for reseeding to occur. It is projected many more activities with potential to disturb the seeded areas will occur after that date. Is this a hard requirement? Is it permissible to seed at another time as long as temporary stabilization is required?
ANSWER: See Question #10 above. (add spring window period. Rose will provide)
32. Is there a requirement to temporarily stabilize seed placed in the 16NOV-14MAY period?
ANSWER: See “Seeding” in the specifications, Section 32 92 19.
33. Approximately how long does the Bird Protection Survey take to complete? Is there a cost associated with the survey that is the contractor’s responsibility?
ANSWER: The Park completes the survey, which takes approximately 3 days. There is no charge to the contractor.
34. The drawings show DSN-1 Down Spout Nozzle. The plans and specifications do not show a roof drain. Will the government clarify this requirement and provide a specification?
ANSWER: The down spout nozzle is listed in the plumbing fixture schedule on P6.0. Basis of design in Jay R Smith 1770-T-RB in cast bronze.
35. There is a Mop Sink Basin indicated on the plumbing layout, but a mop sink faucet is not listed in the fixture schedule to accompany the basin. Will the government please provide the desired sink faucet fixture make/model?
ANSWER: Mop sink faucet is listed in plumbing schedule in the same row as the basin. Basis of design is Chicago 445-897SRXKCCP or equivalent.
36. Remark #13 mentions a “hose and hose bracket and mop hanger” that is not shown on sheet P1.0.
Will the government please provide the location for this fixture and the fixture make/model spec desired?
ANSWER: These are typically an accessory that comes with the mop sink, so the mop sink basis of design (Fiat #2424) would lead to the specific accessories. They are installed relative to the mop sink, on an adjacent wall, typically the same wall as the faucet is on. Contractor to refer to manufacturer’s instructions and accessory list for installing hose, hose bracket, and mop hanger and review location with Contracting Officer prior to installation.
37. What on site personnel is required?
ANSWER: This information is noted in the Specifications.
38. Drawing sheet T6.3 Keynote 1 states “CONTRACTOR SHALL SPLICE AND EXTEND
CABLING AS NECESSARY TO ACCOMMODATE NEW DEMARCATION POINT.”
Questions:
What is the quantity of pairs to be extended?
Is the GC to terminate the cable inside of the Main Building on a lightning protector or will this be done by the service provider?
ANSWER: Refer to the latest ASI dated 4/27/2022. This note has been revised. The GC will need to provide pathway from the new pedestal location to the demarc location inside the telecom room. The service provider will provide/extend all incoming cable to the demarc location.
39. Drawings state to install a fiber optic cable for the variable message sign.
Questions:
What fiber type is to be installed (OM1, OM3, OM4, OS2)?
How many strands of fiber are to be installed?
What type of fiber connectors are to be installed on this new fiber (SC, LC, etc.)?
ANSWER: OS2 fiber, 2-strand, armored with LC connectors. Refer to the latest ASI for fiber ‘FC1’ specification.
40. Drawing T6.3 Keynote 2 states to install a 4” conduit from the Main Building to the Big Horn Ranger Station for future fiber optic cabling. Drawing T5.0 Fiber Connectivity states to install a 6-strand single mode fiber between the buildings.
Questions:
Is a fiber optic cable to be installed between these two buildings?
Is there an existing fiber panel in the Big Horn Ranger Station with open ports for a new fiber cable?
ANSWER: Yes, optical fiber should be provided to the Big Horn Ranger Station per the latest direction from the Park. T6.3 has been updated to remove the word “future”. The final termination in the Big Horn Ranger Station will need to be coordinated with the Contracting Officer. Assume an additional 30 feet of cable shall be provided at the penetration into the Ranger Station.
41. “The work is intended to be conducted over one construction season but may take place over two years” and “The intended one year construction period assumes parallel areas of work”. With road work to the park, road closures until after the completion date due to snow, coordinating with other utility contractors (Schedule unknown at this time), being able to start June 1 due to endangered species investigations and the fact that the building and road work will take longer than the time frame provided. Can the time frame of this project be extended through Aug 30 or later?
ANSWER: See Question #10 for Period of Performance clarifications. The time frame cannot be extended through August 30, 2023.
42. Utility improvements “may” be occurring at the same time such as a) Fiber Optic Expansion b) Electrical Utility Improvements. It is indicated that the contractor is to coordinate with contractors/representatives for the parallel projects. I do know the scope of work for these projects and do not have a schedule from these other projects to work into my schedule, so I am not even sure this is possible to do. At the same time if there are delays by the other contractors that may delay this project as well. Please provide further information on these other projects.
ANSWER: The contractor is to coordinate with contractors/representatives for the parallel projects.
43. Trail Ridge Road (US 34) is closed during the winter (Usually mid October) and does not reopen until late May and Old Fall River road is closed from mid October to early July. Is there another road open to this project during this time?
ANSWER: Yes
44. So the way I see this project is that if we do not complete the work by mid October we will not meet the contract deadline. Is this correct?
45. Migratory Bird Survey – This must be completed prior to the start of construction. The anticipated start date is June 1 with a bid date of May 2. If the park takes 2 or 3 weeks to award the project the start date is going to be delayed giving less time to get this job done. The Bald and Golden Eagle Protection also requires a two week prior to the start. With both of these it requires notification to the contracting officer a minimum of one month prior to mobilization. We will not have one month from the award of this project to the anticipated start date. How will this be handled to allow for the earliest start date?
ANSWER: The Award date is not the Notice to Proceed date. Notice to proceed will be granted after the Division I submittals have been submitted and approved. This typically takes 4 to 6 weeks. Long lead items can be ordered after Award Date. Construction may not begin until Notice to Proceed date. June 1st is the estimated Award date.
46. How often will the 2 hour construction worker training take place as not all sub contractors will be onsite at the same time?
ANSWER: The Prime Contractor’s Key Personnel are required for this training and are expected to pass this information on to subcontractors. The training will be repeated if there is a need.
47. Paragraph 1.11 calls out the warranty requirements for the roof panels. TruTen A606 is a bare-metal product that begins to rust immediately with exposure to the elements. There is no finish on the panel to cover under warranty so no finish warranty is available. Panels made with the TruTen A606 are not eligible for a weathertightness warranty.
ANSWER: Due to the environmental variables involved in weathering steel's finish, warranty requirements are removed for the product specifically.
This does not remove warranties and/or quality assurance requirements related to installation quality and weathertightness of the roof assembly as a whole.
There are other products in the roofing assembly that provide weathertightness, presuming they are installed correctly within the assembly.
48. Paragraph 2.1.B. Bridger Steel’s 2” Mechanical Lock panel is not tested under the FM Global Listing, FM Global 4471. This is typically called out when the building will be called insured with the FM Global Insurance Company. The 2” Mechanical Lock does comply with the ASTM E1514 structural panel testing. The panels are also rated with a Class 4 impact rating under UL 2218 (for hail). If not insuring the building with FM Global Insurance Company, please remove the FM Global 4471 listing requirements
ANSWER: This is acceptable. Compliance with ASTM E1514 and UL 2218 is sufficient.
49. Will the card reader cabling be a Composite or Cat 6A cable?
ANSWER: Cat 6A cable. Refer to product specifications on sheet T5.0 for manufacturer and part number.
50. Will all Cat 6A cables going to the Kiosks have surge protection on each end?
ANSWER: Yes. Refer to detail #3/T6.3 for surge protection requirements at the kiosks.
51. Will the FACP require Cat 6A cabling to it?
ANSWER: Yes. Refer to sheet T1.0 for data outlet requirements at FACP.
52. Can you provide Earthwork quantities for moving/grading?
ANSWER: Prospective bidders are required to provide their own quantities for bidding purposes.
53. Can you provide paving quantities for concrete and asphalt?
ANSWER: See Question #52.
54. Is there a CAD file you can provide for the existing and design for this project?
ANSWER: CAD files will be available if awarded and if the contractor signs waivers that indicate the limits of the CAD file utility.
55. Subfactor 3a – Project Experience
Are the submitted project to be 100% complete? Can we submit projects that are in progress?
ANSWER: The contractor can submit projects that are in progress.
56. Proposal Submission Package Cover Letter | For Technical Volume I | 2. Subcontractor Reference
- Please provide form Subcontractor Reference. Please clarify under which factor the Government would like us to submit Subcontractor Reference?
ANSWER: Factor 4
57. Estes Park will be reconstructing the road to the parks project “Downtown Estes Loop” which will reconstruct the road to the Fall River Entrance. This will delay deliveries and hinder workers from getting to the site.
ANSWER: The work associated with the Downtown Estes Loop project ends about 3 miles away from the Fall River Entrance.
