3 Would the NPS provide any additional information on CLIN 0009 – Option D Soil Remediation? It is our understanding that a recent soil removal action was performed up to the limits of impervious surfaces adjacent to Buildings 991 and 993. Are there any figures, data tables or other information regarding known contaminants or hazardous waste that is present in soil at

FOVA 241806?

Yes hazardous soils were removed in open locations (no asphalts or sidewalks). The EECA workplan for DU_NE1 is included as Appendix C. The map for the Non‐Time Critical Response Action work is included in “DU‐NE‐1 NTCRA After Action Report” prepared by ERT, Inc. provided with Amenedment 5.

Per current documents, Contract Line Item 9 (Option D) does assume limited soil remediation. This line item has been has been further clarified in this amendemnt:

A. Contract Line Item No. 0009: Option D: Soil Remediation at Landscape Areas

a. This item consists of removing and properly disposing of 12” of lead‐ contaminated soil and backfilling with 12” of soil for 200 cubic yards of soil at new landscape areas that were previously covered with asphalt utilizing a demarcation layer of orange open area monofilament geotextile per the Fort Vancouver “DU‐NE‐ 1 NTCRA After Action Report” prepared by ERT, Inc. Soil to be tested as part of the project scope to determine if remediation is required at landscaped areas. .

b. Payment will be made at the contract price per cubic yard.

4 Due to the contamination present as per CLIN 0009, will all workers who are excavating or working in contaminated soil require HAZWOPER training? Are there any specific requirements for environmental exposure or soil management that the contractor need be aware of?

Yes ‐ HAZWOPER training is required for going below the demarcation geotextile fabric.

5, disregard responses in all previous amendments.

5 Is there an expectation for contamination to be present in the soil at FOVA 309903? The lead in soil removal action only applies to work in DU_NE1 ‐ around 993, 991, 989 and parking lot west of 993. Note: DU‐NE‐1 NTCRA After Action Report is provided with Amendment 5.

5, disregard responses in all previous amendments.

6 Is there an expectation or goal for maximizing the amount of material recycled during the restoration process in accordance with the NPS Recycling and Waste Diversion initiatives?

Per spec section 01 74 19 "Construction Waste Management and Disposal" 1.3 B:

Develop waste management plan that results in end‐of‐Project rates for salvage/recycling of 75 percent by weight of total waste generated by the Work.

Please reference the above section for additiaonl requirements.

At 12 inches below grade there is a geotextile fabric that demarks the limits of soil removal. For all areas below elevated porches, only 6 inches of contaminated soils were removed due by hand digging, followed by placement of geotextile fabric and gravel backfill. Any required excavation below this fabric extends into potentially contaminated soil. Any such excavation must be completed by contractor employees with HAZWOPER 40 hour certification.”

38 There are existing power poles that are identified to be removed that have existing powerlines attached. In speaking with the City of Vancouver Engineering department we understand that the process requires that we shall make request for powerline to be removed from identified poles and upon review by COV a site visit will be scheduled to verify that actual scope of work that the COV will undertake. Upon review the COV can then calculate the actual cost of removal of power from identified poles. How shall the contractors accurately budget for this activity?

Can the govt. provide a budget line item that all proposers can utilize for the sake of fairness?

The Electrical poles in this area are owned by NPS, the federal government.

Coordinate energizing and deenergizing with CPUD and or communications lines with Comcast and Century Link. Costs for the work shall be included in the contractor's bid

39 The specifications on the interior stairs do not look to be correct (09 65 00‐3). They call for vinyl treads and vinyl landing tiles to match. Vinyl tiles do not match vinyl stair treads. These are 2 entirely different products. A note at the top of (09 65 00‐4) calls for an integrated riser. Most vinyl treads do not have integrated risers. Risers are installed separately. Which in the line below references separate risers. All of these specifications are in line with a rubber stair tread/riser/landing tile system, but the material noted is vinyl. Which material should we include in our Proposal?

The specifications for RES‐1 calls for this 13"x13" MCT (09 65 00‐3) to be heat welded at all seams. This is not recommended by the manufacturer and this product uses a paste not a welded seam. Typical installation would be the MCT with no welded seams. Or the other option for this is for a linoleum sheet with cold welded seams.

39A: The material is rubber, not vinyl.

39B: Correct. The tile is intalled with the manufacturer's adhesive ‐ heat welded seams does not apply and has been removed from the specification.

5, disregard responses in all previous amendments.

40 In addition, the specified carpet tile manufacturer Interface does make a Lock‐Dot system for some of their carpets. I am not sure yet if this product is compatible based on the specifications.

Substitutions will be negotiated during project award. 5, disregard responses in all
