About this file

This document contains questions and answers related to solicitation number 140P2021R0116 for the rehabilitation of historic buildings and parking areas at Fort Vancouver National Historic Site. Key details include:

The scope of work involves renovating two historic buildings from the 1890s as well as replacing the asphalt in the Crossroads parking lot. Bidders may submit past performance questionnaires from the last ten years. All workers excavating soils below the geotextile fabric must have 40-hour HAZWOPER training due to potential lead contamination, though soil testing will determine actual remediation needs. There are no specifications provided for the proposed equal form. Volume II of proposals may be consolidated into a single electronic file rather than separate folders. Soil contamination levels below impervious surfaces are unknown, and all exported soils below the geotextile fabric must assume lead contamination for handling and disposal.

The questions and answers provide clarification on bid requirements and known site conditions to help inform proposals for the rehabilitation and restoration work at the historic park site.

Number Question Answer Amendment # 1 Proposal Technical Factor 1 requires historic structures/buildings renovation and/or preservation projects completed in the last 5 years. We have a number of projects meeting these criteria completed in the last ten years, but very few in the last five years. As these types of projects are not extremely common, will the Government please consider allowing relevant projects completed in the last 10 years?

Relevant projects completed within the last 10 years are acceptable. 3

2 Who provides the paddle fans and controls? I do not find it in the specs Fans are shown on lighting drawings (E2.XX series) and tagged as a luminaire type F1. Electrical contractor required to provide fans and all controls. Fan model information can be located in the luminaire schedule on sheet E0.02. Power to the fans are connected to relay control shown on lighting plans and fans shall be furnished with remote controls that will allow manual on/off control of light as well as manual fan speed control once relays are energized.

3 Would the NPS provide any additional information on CLIN 0009 – Option D Soil Remediation? It is our understanding that a recent soil removal action was performed up to the limits of impervious surfaces adjacent to Buildings 991 and 993. Are there any figures, data tables or other information regarding known contaminants or hazardous waste that is present in soil at FOVA 241806?

Yes hazardous soils were removed in open locations (no asphalts or sidewalks). The EECA workplan for DU_NE1 is included as Attachment "?". The map for the Non‐Critical Response Action work is included in recent Amendment.{FYI ‐ note we would need to include in amendment). ARG:

Per current documents, Contract Line Item 9 (Option D) does require soil remediation a 100 cubic yards. This area was determined by the amount of new landscaping where we previously have asphalt. We should not need to remediate soil that will be covered with asphalt again, though the contractor will have to follow state protocol for handling lead contaminated soil.

We do note to remove 6” of lead soil but change to 12”. Add filter fabric to this description since that’s what was done elsewhere:

A. Contract Line Item No. 0009: Option D: Soil Remediation at Landscape Areas

a. This item consists of removing and properly disposing of 12” of lead‐contaminated soil and backfilling with 12” of soil for 100 cubic yards of soil at new landscape areas that were previously covered with asphalt. Soil to be tested as part of the project scope to determine if remediation is required at landscaped areas.

b. Payment will be made at the contract price per cubic yard.

4 Due to the contamination present as per CLIN 0009, will all workers who are excavating or working in contaminated soil require HAZWOPER training? Are there any specific requirements for environmental exposure or soil management that the contractor need be aware of?

MEH: Yes ‐ HAZWOPER training is required for going below the demarcation geotextile fabric. 3

5 Is there an expectation for contamination to be present in the soil at FOVA 309903?

MEH: The amount of contamination under asphalt is not available. Bidders would need to make an assumption based on the previous findings, remediation, EECA and sidewall testing. The lead in soil removal action only applies to work in DU_NE1 ‐ around 993, 991, 989 and parking lot west of 993.

6 Is there an expectation or goal for maximizing the amount of material recycled during the restoration process in accordance with the NPS Recycling and Waste Diversion initiatives?

ARG: Per spec section 01 74 19 "Construction Waste Management and Disposal" 1.3 B: Develop waste management plan that results in end‐of‐Project rates for salvage/recycling of 75 percent by weight of total waste generated by the Work. Please reference the above section for additiaonl requirements.

Questions and Answers‐FOVA 993 and Crossroads Parking lot

7 Can substitusions be used in this project? Substitution request are handled after award and must be requested by the awardee. [MEH: But cannot assumed to be approved? like the historic shepherds hooks lights are very specific ‐ down to kelvins, historic boot, shape of hook, dark night skiies, matte black finish] These are to match others on site so a subsitution could be very very difficult if not impossible ‐ wonder if we should let them know that?]

8 Reference Provision 52.215‐1 (RFP Page 44 of 59): Item c/2 indicates information that the first page of the proposal must show (i.e. solicitation number, name/address/phone/fax of the offeror, etc.). Is this required on the first page for both Volumes I and II?

Yes, please provide on both Volumes 3

10 Volume I, Factor 7 – Past Performance: May we submit previously completed Past Performance Questionnaires (that were submitted for previous proposals)?

Yes. 3

11 Reference Section L, Other Submittals, Proposed Equals (RFP Page 55 of 59):

“Complete and submit the attached “Proposed Equals” form.” We do not find this form included in the solicitation documents. Please advise.

Attached on Amendment 3 3

12 Refence Section L, Volume II instructions (RFP Page 55 of 59): Item 1 states, “Submit (1) electronic copy.” Item 2 states, “Include a Table of Contents with tabs for hard copy formats and folders and files for electronic formats named as follows:” Please confirm that Volume II may include all required items in one electronic file, and that Volume II items are not required to be submitted as separate folders and files.

Vollume II may be submitted as one electronic file and Volute II items are not required to be submitted as separate folders or files.

13 FOVA 241806, Drawing Sheet G2.0 (and several other sheets) includes a Construction Note: “Surrounding the project buildings, NPS recently removed and replaced the top 12” of lead contaminated soil as part of non‐critical soil remediation project. At 12 inches below grade there is a geotextile fabric that demarks the limits of soil removal. For all areas below elevated porches, only 6 inches of contaminated soils were removed due by hand digging, followed by placement of geotextile fabric and gravel backfill. Any required excavation below this fabric extends into potentially contaminated soil. Any such excavation must be completed by contractor employees with HAZWOPER 40 hour certification.”

a.For bidding purposes, please confirm that all export soils below the geotextile fabric as indicated, are to be treated as lead contaminated.

b.Please clarify the lead concentra on of contaminated soils, to be assumed for bidding purposes.

c.During the recent removal/replacement of lead contaminated soil, did the Government remove/replace soils under impervious surfaces? If so, to what depth?

Answers by letter:

a. For bidding purposes, please confirm that all export soils below the geotextile fabric as indicated, are to be treated as lead contaminated. Answer: any soils exceeding the EECA defined levels would need to be handled as hazardous materials and disposed of properly. Other soils below this limit could be handled, transported and disposed of as non‐hazardous.

b. Please clarify the lead concentration of contaminated soils, to be assumed for bidding purposes.

Answer: these quantities are unknown below asphalt and concrete and a not available at this time to be provided. However sidewall samples may be available inside the 2000 page NCRA report provided in amendment.

c. During the recent removal/replacement of lead contaminated soil, did the Government remove/replace soils under impervious surfaces? If so, to what depth? Answer: The NPS contracted for all hazardous soils NOT below impervious surfaces to be removed to 12 inches below grade (most places) and 6 inches below grade under deck/porches; therefore, some amount of hazardous soils are anticipated to some extent below any existing asphalt, sidewalk or impervious areas. The extent of contamination is not known at this time below impervious areas.
