This document provides information for a two-phase design-build solicitation for the York River Shoreline Stabilization project at Colonial National Historical Park in Yorktown, Virginia. The National Park Service seeks to award a firm-fixed-price contract to design and construct shoreline stabilization including revetment rehabilitation, slope stabilization, sheet piling, rock sills and breakwaters. The period of performance is 540 days.

Up to five firms will be invited to submit phase two proposals which are due October 29, 2021 and will be evaluated on management approach, schedule, and price with technical factors being more important than price. The estimated value of the contract is over $10 million. A site visit was held on September 14, 2021 to review the project scope and respond to questions.
