In the invitation for bid (IFB), FAR Part 14, process, a public bid opening occurs when the bids are due and the prices are read to the public
There can be no discussion
No correction of mistakes in most cases
Award is always to the lowest responsible bidder

In the Request for Proposal (RFP), FAR PART 15, process

After closing, the process is “closed” - information will not be available until time of award
Only Awardee identity and price is disclosed-not other offerors or their prices
The Government will award based on best value criteria
There can be clarification, and/or discussions
Award may not always be to the lowest offered price

Construction period is 270 calendar days after receiving the Notice to Proceed Liquidated Damages is set at $1,482.00 per Day

OFFERORS ARE STRONGLY CAUTIONED TO CAREFULLY READ THE REQUIREMENTS OF THE SOLICITATION AND COMPLY ACCORDINGLY

THE GOVERNMENT INTENDS TO AWARD WITHOUT DISCUSSIONS, THUS THERE MAY NOT BE A CHANCE FOR DISCUSSIONS, CORRECTIONS, OR REVISED PROPOSALS!

Section L of the RFP details the required information and format for the proposal
Only one flash drive is required for Proposal Submission.
VOL 1 – Technical/Past Performance
VOL 2 – Business/Price
Provide Relevant Projects completed with the same type of scope and complexity as the contemplated contract.
Past Performance Questionnaires for relevant contracts completed (Complete PART A & B) provide reference who should complete and return to CO/CS.
Reference questionnaires should be submitted with your proposals for Relevant projects.
DO this early – make sure they are sent to them prior to closing date of the solicitation.
Review Section L closely. Instructions on what to submit for evaluation.
Review Section M closely. How we’re going to evaluate what you submit.

Section B – Insert all required pricing
Section K - Complete and insert representations and certifications (return those in Section K)
Complete Electronic Representations and Certifications in System Awards Management – website SAM.gov
Subcontracting Plan if required (large business only)
Include the Supplemental information form
Proposal Due Date is September 10th, 2019 by 2:00 pm MT
Proposal must be signed by officer of your company
No facsimile or electronic offers will be accepted.
Process is detailed in RFP Section M
Carefully review Section M when preparing proposal
Comply with Section L requirements
Technical/Past Performance is approximately equal to Price
Failure to furnish a complete proposal may result in elimination from consideration !!

Best Value is defined as an award based on the greatest overall benefit in response to the requirement. Award is based on price and other non-price/cost related factors.

The contractor whose proposal provides the BEST VALUE to the Government.
TECHNICAL/PAST PERFORMANCE IS APPROXIMATELY EQUAL TO PRICE.
THE BEST VALUE MAY NOT BE THE LOWEST PRICE.

Submit a complete proposal in accordance with Instructions Award without discussions is intended, so you may not have an opportunity to revise/correct Award in this process does not necessarily mean the lowest price wins

Questions received after August 30th, 2019 may be held and addressed after RFP closing with those offerors determined to be in the competitive range if discussions are deemed necessary

All questions, should be in writing, and sent electronically to joy_ewalt@nps.gov the official Government responses will be in an amendment to the solicitation on fbo.gov.
