Amendment Two 140P2019R0022

In order to modify the solicitation and answer questions received, the above numbered solicitation is hereby modified as follows:

1. The following changes are made to Section L, Instructions for the Submission of Offers and Other Information:

a. Under Paragraph B, Submission Instructions, the following clarification is made:

Offerors shall submit their proposal through one of the following methods so that it arrives no later than that shown in Block 13 of the SF-1442. Electronic volumes may be provided either through email to the identified individuals or by USB flash drive to the physical addresses identified.

b. Under Paragraph C, Proposal Format, the requirement for a hard copy is removed from the technical proposal and clarified for the business and price proposal:

VOLUME I – TECHNICAL PROPOSAL: Volume I -- Technical Proposal shall be submitted in one electronic copy.

VOLUME II - BUSINESS AND PRICE PROPOSAL: Volume II shall be submitted in one electronic copy. Offerors shall mail or courier original hard copy SF-1442 and bid bond to ensure it is received by the Contracting Officer not later than one week after the proposal due date.

2. The following questions have been received to date and answers provided:

Q1. The Stone Restoration spec section 040140.91 page 6, includes a list of Prosoco cleaning products to remove soot and asphalt splatter. Since this is such an imprecise procedure, it is next to impossible to determine a lump sum price to accomplish the level of cleanliness the Owner may expect. In addition to this uncertainty, paragraph 3.1.C states that all water runoff of masonry work shall be captured, contained and removed from the site. This, too, is a requirement that would be extremely difficult to determine a lump sum price to accomplish especially in such a remote location.

A1. The following information is provided for informational purposes only regarding the cleaning of the stone. This is an excerpt from a July 2018 field report discussing efficacy of cleaning products as field tested by the AE. A photograph of the test described in item c. is included below. The right side of the stone received one coat of the product.

Masonry cleaning standard of care is as follows:

Intent is to allow portions of interior char to remain visually as an interpretive tool of the building’s recent history. However, stone shall be cleaned to allow a cotton cloth wiped over the surface to come away clean even if visual discoloration of stone remains.

For water runoff, NPS will consider an area for the captured runoff to be dried/evaporated to allow less waste material to be hauled out. Means and methods of such will be GC responsibility and CO approval will be needed for the site staging area.

Q2. I notice that the windows are spec’d for “clear single pane, tempered” and wanted to make sure I was interpreting that correctly.

A2. The windows will need to be wood, single pane glass due to the historic nature of the project.

Q3. I am inquiring about the Sperry Chalet Restoration Phase 2. I received an email from PDQlocks regarding FAR Part 8.005 to utilize specific hardware for the project with AbilityOne. Is this a preference, or is this a requirement? If a requirement, is an "or equal" product acceptable?

A3. AbilityOne is not the specified provider of hardware for this project. If AbilityOne can provide material that meets the requirement of the specification, then that product may be submitted in accordance with specification 01 33 23 Submittal Procedures.

Q4. In regards to windows, would the team be open to alternate manufacturers if they met the specification requirements? Or would we need to do a formal substitution request?

A4. Alternate manufacturers are acceptable per 085200 Section 2.1A.

Q5. Is it possible for our references to e-mail the Past Performance Questionnaire’s to you, or do you want them in hard copy?

A5. Electronic or email transmission is acceptable and preferred.

Q6. On the subcontracting plan the Veteran Owned business goal is listed on one form but not mentioned in the instructions. Are both required or just the service disabled?

A6. The subcontracting plan provided in the solicitation package is required by clause 52.219-9 to address Veteran-owned Small Business. The language in Section L does not provide a NPS goal for Veteran-owned Small Business because the NPS does not have such a goal. However, in accordance with the FAR requirements, the submitted subcontracting plan must still address the Veteran-owned small business category.

Q7. On the last proposal we were able to send the subcontracting plan and pricing proposal bid form via e-mail or drop box. The solicitation says electronic is OK but then also requires a hard copy. Can the hard copy be sent later after the bids are all in? If not, can the pricing and subcontracting plan be left blank in the hardcopy submitted and just those portions sent via e-mail or drop box the due date as long as it’s received prior to the deadline?

A7. See changes made above to Section L submission requirements.
