1 Factor 2. Past Performance
Is the NPS expecting past performance evidence for every project submitted in Sub‐
Factor A and Sub‐Factor B?
There are different qualifications and experiences that are requested in Sub‐Factor A and Sub‐Factor B. The NPS has requested that the proposal includes sufficient past performance to evaluate the offerors qualifications and experiences as requested in the solicitation
2 Factor 2. Past Performance

Questionnaire
Many of our government projects have already been assessed through the CPARS system or the USACE/NAVFAC Past
Performance Questionnaire. In order to reduce the burden of multiple assessments, may we submit these with our proposal in lieu of requesting a new Past Performance
Questionnaire to be filled out by our clients?
4 Sub‐Factor C. Key Personnel
Please clarify whether the Job‐site
Superintendent may also fulfill the Safety
Manager position.
The offeror may submit an individual from their proposed project management team to serve as
Superintendent and Safety Manager if they meet the qualifications and experience of both positions.
5 Sub‐Factor C. Key Personnel Please clarify whether the Project Manager must be on site at all times.
The Project Manager is not required to be onsite at all times. The Project Superintendent is required to be on site whenever there are construction activities occurring.

How may square feet/yards of stucco can be removed at once? It is best to remove all stucco from the ground to the rooftop, at a minimum of 100' of length, per containment.
This allows the stucco sub to commence reinstallation, while we prep and abate another 100' section. Please clarify the requirements by the specs, or stucco industry standards.
Constrained means and methods of demolition are required for the selective demolition of stucoo. The constraints are in place to insure that the required testing and information to be gained from the stucco is obtained; the adobe is not damaged, and the walls are stable. Refer to contract documents, including but not limited to
Section 02 41 19 Para 3.1.C, Section 09 24 23
Article 1.10, Section 09 24 23 Article 3.3.

The roofing material was noted to have been replaced in the last 10 years, and is referred to in the "Non‐Asbestos Materials" section of the Summary Report; however, it does not state the built‐up roofing known to be below the newer insulation and roofing was sampled. If the entire roofing is to be removed to the deck, can additional roofing samples be taken of the original built up roofing materials, or do we assume it is
Asbestos Containing BUR?
The asbestos‐containing built up roofing was removed to the wood deck prior to installation of the present roofing. Refer to sample number
OSFT‐RFAG‐102‐1 in the Hazardous Materials
Report.
39 General
It is noted in the SCA Environmental Report that all asbestos (including trace amounts or materials of 1%) be abated, with disposal of waste as non‐hazardous materials. This would allow abatement contractors to remove all the stucco layering, to the wire lathe.
The statement "to the wire lath" is inconsistent with the contract documents, which anticipates removal of all stucco, including lath.
40 General
It is noted that lead based paint, and asbestos materials exist throughout the interior walls;
Although some samples were noted as either non‐asbestos, or trace, and some paint as
"lead containing", only, the SCA Report states all interior plaster and asbestos should be abated by asbestos certified individuals, per
29CFR 1926.1101, Work Class 2 Procedures.
Therefore, any/all damaged or flaking plaster and paint associated with the Vigas wall repairs must be removed by an abatement contractor. Please clarify the NPS decision on this work.
We do not agree with the generalization of interior plaster conditions in this question. NPS prefers this work be performed as specified.
41 General
It is noted that any/all vinyl flooring was not tested and is assumed to be asbesos containing materials. Is there flooring to be removed and replaced?
Given the scope currently shown on the contract documents, it does not appear to be impacted, however, if it is affected by Contractor's selected means and methods, it must be treated using procedures described in the contract documents.

1. Reference Final Construction Documents
Submittal Specifications, Section 01 27 00 –
Definition of Contract Line Items, 3.1 List of
Contract Line Items. This section defines various contract line items that are not identified in the Contract Price Schedule.
The Contract Price Schedule contains only one Contract Line Item Number, No. 1, Rehabilitate Exterior Envelope of the Old
Santa Fe Trail Building and Annex Building.
Question: Is the NPS going to amend the
Contract Price Schedule to correlate with
Section 01 27 00?
Refer to Ammendment 0003 Specification
Revisions 3‐26‐18. These revised specifications include Revised Section 01 27 00.
61 General
We feel introducing a torch to a building of this historic significance, age construction would be very risky. Would the government entertain a modified roof system that is cold applied that meets the exact specification of the modified membrane?
Subject to compliance with requirements, a cold applied system could be considered. Refer to
Section 07 52 16 Para 2.2.E and Para 3.6.A.
62 General
Would the government entertain alternate roof systems that meet the performance and warranty requirements of the specification?
This question is overly broad. Requests for subsititutions can be evaluated, consistent with the requirements of the contract documents.
The roofing system was selected considering many factors and other systems will only be considered if they satisfy those factors. Refer to
01 33 23 Submittal Procedures Para 1.3.E.
63 General
Sheet 13, note 1 indicates: “Demo existing surface‐mounted conduit. Exercise care w/roofing demo as other conduit reportedly exists w/in existing insulation. Verify extents of conduit demo w/CO prior to roofing and conduit demo”.Can the government please identify what utilities are known to exist within the existing insulation? Please confirm any work to existing utilities within the existing insulation that are not included in the scope of this project.
See response 23 above. 7
64 General
Can the government provide as‐builts of the building, in particular the roof and any systems which may be impacted by the scope of the project?
See response 23 above. 7
65 General
Can the government please confirm the extent of systems on the 2nd floor for which we will be required to provide temporary protection? As we did not get to inspect the rooms, would the government be able to provide a standard that all bidders should use? For example, should we account for computer and electronic equipment in every room, or will these be relocated and stored in a central location by NPS?
All computers and electronics from the 2nd floor offices will be removed to the great room and the contractor will protect in place at the great room. The 2nd floor furniture that remains is to be protected for dust and falling debris.
66 General
What is the directive and specifications to repair and or replace any compromised adobe units after the removal of the existing stucco surface materials? A repair adobe soil mix design, adhesion products, and admixtures will play an important role in the repairing of compromised and possible damaged adobes and possible deteriorated and damaged wall areas in the existing adobe wall surfaces. The repair products and soils could be part of the materials specifications provided or does the field contractor supply this information? Note: one would expect that we may see more issues of poor materials at the parapets and around the existing the windows and doorways after the stucco removal, as well as areas that may have encountered moisture and certain issues over the years.
This question is not entirely clear. Developing adobe repair materials can be somewhat of a parallel process, assuming it be sequenced to avoid destruction of perishable information about the stucco system.
Refer to Specification Section 04 01 40.19 for more detailed information on the adobe masonry restoration.
67 General
Is it possible to get the specifications for the earth tone color specified for the canale dissipater units?
The "earth tone color" is intended to match the ground surface at the location of the dissipator.
68 General
In the details there is no reinforcing shown in the canale dissipater units. Being there will be moisture and at times an extreme freeze thaw condition at the dissipaters, we want to confirm there is no reinforcing included in the proposed construction.
No reinforcing is called for in the dissipator units. 7
69 General
On page C‐501, detail 1‐C501 please confirm that the color concrete is only under the provided placed 2" ‐4" rock units. In the upper detail, the right side arrow points to what I presume to be the re‐compacted existing soil surround.
The "right side arrow" (3) is intended to show vegetation. The note regarding colored concrete applies to the area where rock is placed. Outside the rock area, the soil is to scarified and recompacted, as shown.
70 General
In the notes, page C‐501 calls for verification of the depth of the foundation by the contractor, which is unknown. This work is for the installation of the new dissipaters on the east side of the building. Is this exploratory work a line item cost or is it to be included in the work scope and proposed cost?
The notes do not call for verification of depth of the foundation ‐ the note calls for verification and protection of the components of the existing heating system. See the supplemental information for the heating system drawing.
71 General
Drawings and details for the gate repair note
"stripping of coatings." The Abatement
Summary of Work and Lead Hazard
Procedures address the "scrapping and stabilization of loose and peeling paint."
Please clarify. Possibly consider removing the specification that calls for stripping the gate.
Stripping of the gate elements is required. The coatings on the gates are loose and peeling.
72 General
In the Asbestos and Lead Summary of Work notes: Asbestos containing pipe TSI impacted by seismic upgrades. Please provide locations and quantities for this abatement. Standard
Procedures note: "See Mechanical Plans"
Given the scope currently shown on the contract documents, it does not appear to be impacted, however, if it is affected by Contractor's selected means and methods, it must be treated using procedures described in the contract documents.
The attached As Built Heating Plan is provided for coordination.
73 General
Abatement Summary of Work notes: Removal and disposal of rodent waste throughout the crawlspace tunnels. Is this work additional and not associated with this project? Rodent waste cleaning was noted in S501 related to roof work. Should we assume all areas that are accessible will need abatement?
Cleanup of rodent waste in all accessible areas is a part of this project. All areas that are accessible will need abatement.
74 General
Exterior stucco removal requires full isolation per the specifications. Will each separate enclosure need to have a final air clearance following a visual inspection by the IH
Consultant? Asbestos Summary of Work directs each enclosure to have final TEM samples. Since no public laboratories have
TEM capabilities in NM, the impact on cost, productivity and schedule need to be considered.
Yes. Each enclosure will need clearance as specified.
75 General
40 to 50 exterior stucco areas were sampled for asbestos content. Of those only a handful reported "trace". In reviewing the lab sample results attached to the solicitation, the finish or color coats all layers need to be removed as asbestos containing within a full enclosure. The mud coat and non‐colored cementous base coats need to be removed but not as asbestos materials? Will the NPS allow for abatement of just the layers of hot material and leave the first generation grey coat (scratch and Brown coat)?
No. The NPS wants abatement of plasters as specified.
76 General
The specs state that we should assume 1300 linear feet of adobe replacement at top of parapet. In order that the NPS should receive pricing for this line item that is apples to apples, could the NPS be more specific in terms of the number of adobe bricks? For example, if one contractor assumes the top 3 rows 2 wide of replacement = 1 SF per LF, then we’re looking at approximately 8000
Adobes. Whereas if another contractor assumes 1 row, 2 wide then it’s approximately 2600 adobe bricks. Please clarify.
The NPS cannot be more specific than already specified. Contractors should be prepared for the number of linear feet specified.
77 General
The plans and specs indicate 4750 linear feet of adobe crack repair. Should we include pricing for Adobe “stitching or as defined in spec as Crack Mortar Repair: install helical anchors to stitch across crack plane. If so what quantity should be assumed?
The crack repair given in the base bid should be assumed to not include crack pinning with helical anchors.
78 General
The specs state that methods of demolition must be constrained to minimize damage to the existing adobe masonry. Please define or clarify “constrained”. Is There a specific spec for constrained removal or a sequencing plan? Will this need to be included in a Historic Treatment Plan?
Constrained, in the context it is being used in these constuction documents means restricted.
Contractors should assume that methods will be very restricted and limited to those that will not damage the existing materials. Per the contract documents, construction‐related activiites must be untertaken in a manner that elevates protection of the building to the highest priority.
79 General Can the mud plaster coat be disposed of onsite?
No. 7
80 General
What is the quantity of vigas to be repaired in conference room? It appears to be only one according to sheet 52?
One. 7
81 General
May we submit additional pages as a supplement to the Experience Questionnaire in order to provide additional relevant information with pictures of the projects?
No, the technical proposal I slimited to 30 pages and should capture this information.
82 General Please define the Key Personnel for whom the NPS would like to see resumes.
Refer to Section H of the RFP 6
83 General
Can we use our own formatted resumes to supplement or instead of the Key Personnel
Qualifications Form as long as the Resumes contain the relevant information?
Yes 6
84 General Please confirm whether the intent of detail
3/A511 is to remove and replace backer rod and sealant 11 months after installation, which based on the timeline, will be after completion of the project.
The intent of 3/A511, Phase 3, is for failed sealant joints that develop during the warranty period to be repaired just pror to expiration of the warrranty period. If all sealant joints are performing their function, than replacement of functioning sealant joints is not required.
85 General
The property boundary on the south side of the building restricts work access, with numerous trees between the building and the property line, limiting equipment access to the building for movement of demolition and new construction materials. Please confirm that the contractor will be allowed to encroach on the neighboring property to access all areas of the perimeter of the building.
See Specfication Section 01 11 00 Summary of
Work, Para 1.3.A.4.
86 General
Please confirm the contractor will be allowed to use wheeled equipment such as skid steer loaders and forklifts on all sides of the building, considering final grading and re‐ seeding will be completed to restore the property at completion.
