1 Factor 2. Past Performance
Is the NPS expecting past performance evidence for every project submitted in Sub‐
Factor A and Sub‐Factor B?
There are different qualifications and experiences that are requested in Sub‐Factor A and Sub‐Factor B. The NPS has requested that the proposal includes sufficient past performance to evaluate the offerors qualifications and experiences as requested in the solicitation
2 Factor 2. Past Performance
Is the NPS looking for past performance of our specialty trade sub‐contractors listed in
Sub‐Factor B?
Yes, the NPS has identified the requirement for specific specialty trades. The offerors qualifications should adequately represent the prime contractor and specialty contractors alike.
Factor 2. Past Performance
Questionnaire
Many of our government projects have already been assessed through the CPARS system or the USACE/NAVFAC Past
Performance Questionnaire. In order to reduce the burden of multiple assessments, may we submit these with our proposal in lieu of requesting a new Past Performance
Questionnaire to be filled out by our clients?
The contractor may include CPARS evaluations for past performances. If the contractor believes that a new Past Performance Questionnaire is more appropriate then the contractor may do so.
The NPS will research contractor's past performances via CPARS.
4 Sub‐Factor C. Key Personnel
Please clarify whether the Job‐site
Superintendent may also fulfill the Safety
Manager position.
The offeror may submit an individual from their proposed project management team to serve as
Superintendent and Safety Manager if they meet the qualifications and experience of both positions.
5 Sub‐Factor C. Key Personnel Please clarify whether the Project Manager must be on site at all times.
The Project Manager is not required too be onsite at all times. The Project Superintendent is required to be on site whenever there are construction activities occurring.

What is the directive and specifications to repair and or replace any compromised adobe units after the removal of the existing stucco surface materials? CHAPTER 1
INTRODUCTION
1.1. MANAGEMENT SUMMARY
Th e purpose of this project is the completion of Parts I and II of a Cultural Landscape Report (CLR) for the Old Santa Fe Trail Building National Historic Landmark (OSFTB) cultural landscape, which meets National Park Service (NPS) and Secretary of the Interior standards as described in the 1998 NPS Guide to Cultural Landscape Reports. Th e over arching objective of the CLR is to provide the NPS with well documented and considered landscape treatment recommendations that will assist NPS staff in retaining the historic integrity of the OSFTB landscape into the future.
A September 2001 General Management Plan (GMP) for the OSFTB calls for the completion of a CLR and begins to delineate the framework within which treatment recommendations will be made. Th e GMP states that:
“Because specifi c decisions about what to rehabilitate and what to restore require detailed analyses of historically signifi cant (contributing) landscape elements, a CLR needs to be completed. Using work already completed as a base, the CLR will graphically identify all contributing landscape characteristics, and, in coordination with other management requirements, will determine specifi c rehabilitation and restoration guidelines for landscape elements throughout the site. Existing landscape integrity will be retained through rehabilitation (e.g. various repair and maintenance activities revolving around vegetation and landscape features) and, based on CLR guidelines, through partial restoration (e.g. would return certain areas to the original circa-1937 design intent)… A balanced rehabilitation and restoration approach will allow a certain amount of fl exibility for accommodating contemporary uses, while the most signifi cant historic elements will be preserved. Restoration will occur only in areas where suffi cient historic information is available for accurate restoration work.” (National Park Service, General Management Plan, September 2001, page 28)
Th e GMP also identifi es issues and proposes actions to be addressed in the CLR for specifi c subject areas, including vegetation and planting design; vehicle circulation and signs; wildland fi re; recreational use of grounds; and irrigation and water conservation. Issues regarding the condition and historic integrity of the OSFTB landscape identifi ed in the GMP are discussed, respectively, in this CLR in Part I, Chapter 3, Existing Conditions and Part I, Chapter 4, Analysis and Evaluation; proposed actions or options are addressed in Part II, Chapter 5, Treatment Recommendations.
Th e Old Santa Fe Trail Building, previously referred to as either the National Park Service’s Region III Headquarters or Southwest Regional Offi ce, was listed in the National Register of Historic Places Inventory on October 6, 1970 (NR# 70000067) and designated as a National Historic Landmark on May 28, 1987.
A National Historic Landmark Nomination form was prepared by Laura Harrison, Architectural Historian, National Park Service in 1985 (see Appendix A).

1941 by the Civilian Conservation Corp (CCC) and Works Progress Administration (WPA). Th e OFSTB was to serve as the new Region III Headquarters for the National Park Service, a need brought about by the regionalization of the Department of the Interior and National Park System during the 1930s. According to the GMP:
“Acting Region III Director Herbert Maier began to plan the relocation of the National Park Service regional headquarters from Oklahoma City in 1936. His goal was to situate it where it was more physically centralized for the region’s designated states of Arkansas, Texas, Oklahoma, New Mexico, Arizona, southern Utah and Colorado.” (National Park Service, General Management Plan, September 2001, page 2)
Th e 8.04 acres of land upon which the OSFTB sits was bought in early 1937 from the Laboratory of Anthropology and De Vargas Development Company for a single dollar. Essentially a donation, “a reversionary clause in the deed stipulated that if the property should cease to be devoted to the use and benefi t of the National Park Service, the land and improvements would revert to the Laboratory of Anthropology or its successors.”
(National Park Service, General Management Plan, September 2001, page 2)
Completed in 1941 (though a dedication and employee move-in took place in 1939), the OSFTB was built in the ‘Spanish-Pueblo Revival’ style and signifi es the CCC’s and WPA’s eff orts to faithfully recreate and revive traditional architectural and craftsman traditions. Designed by NPS Architect Cecil Doty under the leadership of Acting Region III Director Herbert Maier, the design succeeded in following the principles of the “Government Rustic” style to construct buildings to look like they were built by “pioneer craftsmen with limited hand tools” (Albert Good, Park and Recreation Structures, Washington D.C., NPS, 1935, part I:5).
Th e landscape plans completed by National Park Service Landscape Architects Harvey Cornell and John Kell also follow the tradition of the Spanish-Pueblo revival style with well articulated planting plans in the interior courtyards and native or naturalized plantings in parking lots and in the surrounding site. During the construction of the OSFTB, the CCC crews both protected and established new stands of native vegetation near the building. In the peripheral and interior courtyards, the planting scheme generally utilized exotic and naturalized plants to emulate courtyard design traditions typical throughout New Mexico. Th is tradition of creating interior outdoor rooms for solace and respite was clearly infl uential in the design of the building and landscape.
From the end of construction in 1941 to 1959, the National Park Service maintained the OSFTB landscape, then handed the responsibility of maintaining the site to the Bureau of Public Buildings. Th e General Services Administration managed the OSFTB from 1966 to 1987, at which time the management of the site returned to the NPS. At present, the OSFTB is used for NPS Administrative Offi ces for the Intermountain Region.

1.3. PROJECT SCOPE/METHODOLOGY OVERVIEW
Th rough this cooperative project between the National Park Service, University of New Mexico and Morrow Reardon Wilkinson Miller, Ltd., Landscape Architects, research, documentation and analysis, and development of treatment recommendations will be completed to produce Parts One and Two of a Cultural Landscape Report for the Old Santa Fe Trail Building NHL in Santa Fe, New Mexico. According to A Guide to Cultural Landscape Reports: Contents, Process, and Techniques, “A Cultural Landscape Report serves two important functions: it is the principal treatment document for cultural landscapes and it is the primary tool for long-term management of those landscapes. A CLR guides management and treatment decisions about a landscape’s physical attributes, biotic systems, and use when that use contributes to historical signifi cance.” (Dolan, Gilbert and Page, A Guide to Cultural Landscape Reports, 1998, page 3)
Th e methodology and format for undertaking this CLR has been determined using the 1998 A Guide to Cultural Landscape Reports and the 1996 Secretary of the Interior’s Standards for the Treatment of Historic Properties with Guidelines for the Treatment of Cultural Landscapes. Th ese documents, together with the 2001 General Management Plan, served as the basis for establishing the primary treatment approach, and guided recommendations made regarding which approach was most appropriate for specifi c features.
Research, documentation and analysis performed in compiling Cultural Landscape Inventories of 2005 and 2001 are used as a foundation of Part I of this CLR. Th e 2005 CLI, for instance, includes a detailed analysis and evaluation of the historic integrity of the OSFTB cultural landscape, which the CLI concludes remains intact; whereas the 2001 CLI provides a comprehensive history of the site and region. Additional site investigation, examination of primary and secondary documentation and historical records, historic photographs, architectural drawings, maps, and administrative records, as well as fi rst person interviews, build upon the work done previously and contribute in determining appropriate treatment recommendations.
Overall, this CLR uses a comprehensive but not exhaustive level of investigation.
1.4. STUDY BOUNDARY
Th e Old Santa Fe Trail Building NHL comprises 8.04 acres of land located in the City and County of Santa Fe, New Mexico (see Figure 1, p. 4). Two property surveys have been conducted, in 1937 and 1999 (acquisition of 1999 survey pending). Th e original property survey performed by National Park Service Engineer J.H.
Veole, is located on drawing #930/80,010 and included in this CLR in Appendix C. Appendix C contains a drawing which shows the larger piece of land originally donated to the Laboratory of Anthropology in 1928, from which the NPS eventually obtained the OSFTB land. Th e study boundary for the CLR parallels both the property boundary and the study boundary used in the National Historic Landmark Nomination.
Th e General Management Plan states that:
“Th e property is bounded on the north by the Old Santa Fe Trail (city street), and on the east by the Arroyo de los Chamisos; the remainder of the tract adjoins property formerly owned by the School of American Research. A residence and the buildings for the Laboratory of Anthropology are located on the adjacent property.” (National Park Service, September 2001, page E-1)
Th e residence described in the GMP quotation is now the Spanish Colonial Arts Museum.

Th e Old Santa Fe Trail Building complex stands at 7,160 feet in elevation and lies within the upper piñon-juniper woodland zone typical of the foothills of the Sangre de Cristo mountain range. To the east of the site is Sun Mountain, rising to a height of 7,950 feet, and to the north the Sangre de Cristo Mountains ascend to some 12,000 feet (see Figure 1, pg 4). Th e surrounding foothills are composed of granite, and rise steeply from the alluvial plain the city of Santa Fe is built upon. Temperatures range from an average of 94 degrees in the summer to an average low of 44 degrees in the winter. Santa Fe’s precipitation rate averages 14 inches a year with rainfall occurring primarily during the months of July and August. In addition, Santa Fe gets an annual average of 32 inches of snow. Th e terrain is hilly to mountainous with strong arroyos interlacing the ranges.
Piñon and juniper randomly dot the foothills. Arroyos are fi lled with chamisa, common grasses and occasional clusters of trees, mainly cottonwoods.
1.5. SUMMARY OF FINDINGS
Th e Old Santa Fe Trail Building (NHL) cultural landscape is an historic designed landscape that accurately represents the eff orts of the National Park Service to design, and the CCC and WPA to construct, buildings and landscape features using revived and re-interpreted local vernacular design traditions.5 Th e site is signifi cant because of its association with the regional revival of architectural traditions (here known as “Spanish-Pueblo Revival” style), and important designers and architects such as John Gaw Meem, Cecil Doty, Isaac Hamilton Rapp, and others. Th e site also has signifi cance because of its association with the 1930s NPS design tenets as articulated by Albert Good in Park and Recreation Structures and referred to as “Parkitecture” or “Government Rustic style.”
As documented in the National Historic Landmark nomination, the period of signifi cance for the OSFTB cultural landscape extends from 1937 to the present, mirroring the property’s original and ongoing use as an administrative center of the NPS. Per the 2005 Cultural Landscapes Inventory for the OSFTB, the “Reference Period for Determining Compatibility” begins in July 1937 with the commencement of construction and ends in December of 1941 following the completion of construction and landscaping operations.
A comprehensive survey of the prevailing condition of the grounds of the Old Santa Fe Trail Building, together with an analysis and evaluation of its historic integrity, has demonstrated that the landscape retains its historic integrity.
