PRE-PROPOSAL SITE VISIT MEETING NOTES

for

Rehabilitate El Portal Sanitary Sewer – Phase 2

PMIS: YOSE 158675B

Solicitation No. 140P2018R0013

Yosemite National Park

(notes prepared 2/13/18)

The Pre-Proposal Site Visit Meeting for the above referenced project was held on Tuesday February 6, 2018 starting at 9:00 A.M., at the Old El Portal Park. Those in attendance were asked to place their names & contact information on the sign-in sheets (attached). Maps were made available for visiting the four work sites, at the end of the meeting.

National Park Service Project Manager, Daryl Lindeman, from the Denver Service Center (DSC), welcomed attendees. Other National Park Service (NPS) personnel in attendance were introduced including DSC Contracting Officer, David Thomas, and Yosemite National Park representatives Garrett Chun and George Harders. Mr. Lindeman indicated that this project is being managed by a team at the NPS Denver Service Center that includes Project Manager Daryl Lindeman, Project Specialists David Engelstad and Mark Baker, Contracting Officer David Thomas, and Contract Specialist Joy Ewalt. During construction, there will be a Construction Management Representative hired by the NPS, and there will be support by the design firm to assist with submittal reviews, RFIs, and other technical matters. There will be archeological/tribal monitoring during construction, and there will be assistance by Yosemite National Park personnel.

Daryl Lindeman described the plan for the pre-proposal meeting: (1) Mr. Lindeman will conduct a project briefing and answer general project questions; (2) Mr. Thomas will describe the solicitation process; (3) A tour of the project’s four work sites will take place to illustrate some representative site conditions.

Daryl Lindeman and David Thomas covered the following topics:

1. Attendees were reminded to sign-in on the sign-in sheet. Attendees were reminded of the following disclaimer: “Any remarks and/or explanations given at today’s pre-proposal site meeting by government personnel will not qualify the terms of the solicitation unless formally changed by subsequent amendment.” Oral representations at today’s meeting are not binding, unless subsequently included in a written amendment.

2. Offerors must be registered in SAM. Proposals shall be submitted with one paper original, one hard copy, and flash drive. The project is solicited with full and open competition. The project is subject to Davis Bacon wage rates, EEOP, small business participation, insurance, bonds, Buy American Act (with special provisions related to trade agreements, etc). Fillable forms will be provided in an amendment for the Contract Price Schedule and for small business participation.

3. Daryl Lindeman and David Thomas will make note of technical questions asked at the meeting in order to start preparing answers, but prospective contractors shall submit all questions in writing to Contracting Specialist Joy Ewalt per the solicitation posted on the FBO website. Offerors are reminded to watch the FedBizOpps website for all project solicitation information, including amendments.

4. A solicitation amendment is expected to be issued during the week of February 12th. It will include the Pre-Proposal Meeting Notes, the list of pre-proposal meeting attendees, the PowerPoint slides handed out at the meeting, and responses to questions, received up to that point. The amendment will cover information presented today so that all prospective contractors, whether they attended today’s meeting or not, will have the same information.

5. Attendees were asked to direct their questions to Daryl Lindeman & David Thomas when we’re all together as a group so that all can hear the question & response.

6. Note that the Phase 2 sewer rehabilitation construction scope involves work in the Old El Portal community, Trailer Court, Rancheria Flat, and WWTP entrance sewer locations. The phase 1 project was completed last September, and was located in the lower portion of Old El Portal only.

7. DL states that there was a solicitation for this project last June. That solicitation was cancelled and some changes to the CDs were made. Use the documents from the January 2018 solicitation to prepare proposals – do not use documents from last year. Examples of some of the changes include:

A. Service laterals & cleanouts have changed from 6-inch size with water pipe materials to 4-inch size with sewer pipe materials.

B. Factory applied polyuria coatings for new manholes and vaults have been changed to factory or field applied epoxy coatings.

C. CLINS for defining the work, and bid options have been reconfigured. There will be a fillable form provided, so that offerors can simply plug in values to the Contract Price Schedule.

8. Note that the base bid is comprised of Contract Line Items (CLINs) 1 through 4.

The CLINS are grouped by geographic work areas. The only CLIN that involves all 4 areas is CLIN 4 which is rock excavation – for any rock that may be encountered in any of the 4 work areas. Carefully read the specs for how rock excavation is defined and how it will be quantified during construction. Offerors shall price CLIN 4 based on the stated, assumed quantity, but payment will be made on actual quantities.

9. There are bid options:

Option A is for work that involves the WWTP entrance sewer.

Options B1 and B2, if awarded, will be awarded together for the residential lift station.

Options C1 and C2, if awarded, will be awarded together for the Trailer Court lift station.

10. Offerors should carefully review the definition of work for CLINs 7 and 9 that involve the payment to the electric utility company for electrical design and installation at lift stations – without any contractor markups. Payment will be for actual payments to the utility companies by the contractor. For purposes of price proposals all offerors shall use the values for CLINs 7 and 9 – already filled in on the Contract Price Schedule.

11. The work in the 4 work areas are separated in the plan set as follows:

.1= Old El Portal; .2=Trailer Court; .3= Rancheria Flat; .4=WWTP entrance sewer. Keynotes (in rectangular boxes) are important for understanding the scope of work.

12. The following plan sheets give an overview of the work at each of the four work areas:

Old El Portal Sheet 25 (C13.1)

Trailer Court Sheet 50 (C8.2)

Rancheria Flat Sheet 75 (C8.3)

WWTP Entrance Sheet 85 (C5.4)

13. Be aware of the following overall project peculiarities:

A. Offerors shall obtain their own quantity estimates from the plans to prepare their proposals. Very Approximate preliminary quantities of key work types from early stage plans (before the final Construction Documents were prepared) were presented.

The very approximate quantities were presented only to give a rough idea of the general magnitude of the project.

Remove and Replace Collector Mains: approximately 2,000 LF

Cured in Place Pipe approximately 8,000 LF

Pipe Bursting approximately 1,000 LF

Remove and Replace Service Laterals approximately 7,000 LF (approx. 100)

Remove and Replace Manholes approximately 25 EA

Repair and Line Manholes approximately 130 EA

New Manholes approximately 5 EA

Clean and Video Inspect Lines approximately 20,000 LF

B. The bypass pumping plans in the drawing set are conceptual only. The contractor will be responsible for the development and approval of specific plans, along with all associated permits. Since flows are relatively low during the daytime for many of the sewer lines, plugging and vacuum collection may be practical in specific locations.

C. The storm water pollution prevention plans in the drawing set are conceptual only.

The contractor will be responsible for the development and approval of specific plans, along with all associated permits.

D. The contractor is responsible for maintaining vehicular and pedestrian access to all residences, businesses, and other properties during construction.

E. The contractor is responsible for maintaining sewer service (and other utility service) to all residences, businesses, and other properties during construction. If a short service outage is unavoidable, the contractor shall obtain approval from the Contracting Officer in advance per the Contract Documents.

F. The Construction Documents call for protection of, or restoration of all surfaces and existing improvements, especially in residential yards. The specifications provide for the alternative to directionally drill or pipe burst service laterals (rather than open-cut replacement), under certain circumstances, if approved in advance.

G. The specifications provide for stopping service lateral replacement near the structure (if existing improvements make replacement to the building impractical) under certain circumstances, if approved in advance.

H. The specifications require hand digging within the drip line of trees (particularly the oak trees), and preservation of roots 2” in diameter and larger.

I. There are work hours restrictions in the project requirements. This is especially important in residential areas.

J. Sufficient advance notice is necessary for field marking of existing utilities.

14. The approximate schedule for the solicitation is as follows:

Pre-proposal Meeting 2/06/2018 Questions (to CS Joy Ewalt) until 2/27/2018 (by close of business) Proposals due 3/08/2018 (by 2:00 Mountain Time) Expected Contract Award April 2018 Expected Notice to Proceed June, 2018

Contract Duration 425 Calendar Days from Notice to Proceed to Completion (contractor schedules may be shorter, with significant float at the end)

15. All questions are to be submitted in writing to the Contracting Specialist, Joy Ewalt, via email (joy_ewalt@nps.gov) by close of business February 27, 2018.

Questions should reference the specification section and/or the plan sheet relating to the question. Answers to questions will be put in an amendment without identifying who submitted the question. All were told that the meeting notes and attendees list from this meeting would be posted electronically at fedbizopps.gov in an amendment.

16. Proposals will be evaluated for “best value” - a trade-off of technical qualifications and price. Offerors should carefully read the requirements for the technical portion of proposals and include all information requested. The contract amount (including bid options) is estimated to be between $9 and $11 million dollars. The proposed price will be evaluated based on the Total Price (base items plus option items). Proposals shall be submitted per the solicitation. There are small business participation requirements and other L & M particulars.

17. All were reminded that proposals are due by 2:00 PM Mountain Time on March 8th unless extended by amendment. An extension is not expected.

18. A walking tour of portions of the Old El Portal work area was conducted by Daryl Lindeman, Garrett Chun, and George Harders. The Lift Station area at the Trailer Court was visited. The entrance piping area at the wastewater treatment plant was visited. Some of the Rancheria Flat neighborhood was visited.
