QUESTIONS AND ANSWERS
1. Section 130020 - Vehicular Deck System, Part 2 Products, 2.1, A1 says that the deck system must be capable of supporting an AASHTO HL-93 truck and the live load deflection of the deck panels is limited to L/800.
The Open Steel Grid Bridge Deck System selected and shown in the plans will not meet this requirement. Can this requirement be relaxed to L/700?
A. Yes, L/700 is fine.
2. The liability insurance of the special clauses section (sheet 22) states, “the named insured parties under the policy shall be the Contractor and the United States of America”. Please confirm it is acceptable to have the Contractor be the named insured on the insurance policy and the United States of America be listed as an additional insured on the policy.
A. The requirement is as written- “the named insured parties under the policy shall be the Contractor and the United States of America”.
3. The liability insurance of the special clauses section (sheet 22) states Contractor shall provide Architect-Engineer insurance. Please clarify what kind of insurance policy Contractor needs to be provide. If Contractor would provide a $1,000,000 per claim / $1,000,000 in the aggregate professional liability insurance policy, would that meet the requirement?
Article 52.228-5 (c) states “in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract”. If professional liability is required by the contract, please confirm Contractor is only required to provide this coverage. It would be difficult and costly for all subcontractors to provide professional liability and could impact the amount of subcontractors that bid on this project, therefore decreasing competition and increasing cost.
A. As there is no design requirement in this solicitation, the Architect-Engineer coverage is not applicable, just like the listed Aircraft Public and Passenger Liability.
4. The liability insurance of the special clauses section (sheet 22) shows automobile liability coverage in the form of split limits (per person, per occurrence-bodily injury, per occurrence-property damage). Please confirm it is acceptable to provide automobile liability insurance on a combined single limit basis. It’s an insurance industry standard to write automobile insurance policies on a combined single limit basis, not split limits.
A. Automobile liability insurance as provided by the industry on a combined single limit basis is acceptable in an amount that meets or exceeds the solicitation requirement amounts.
5. Please clarify the purpose of the 13 pay items on drawing S1 versus the seven (7) Contract Line Items on the Price Schedule.
A. This question was addressed in Amendment 00001
"This amendment No. 001 deletes the 13 pay items on drawing S1. Offerors are required to price the 7 Contract Line Items on the Contract Price Schedule."
6. Regarding the gas relocation work, please provide:
a. Layout of the extent of the cathodic protection. The drawings provided only depict the gas line up to the edge of pavement.
A. Refer to PDF entitled “STLI 224214 – Ellis Cathodic Protection”.
b. Location of the quasi box.
A. Refer to PDF entitled “STLI 224214 - Cathodic Protection Drawing Quasi Box
Location”.
7. There are two locations on Drawing OPT-1B where the drawn parking stall quantity does not match the quantity of spaces called out. See the Circled '11' near the left and '20' near the right.
A. The Circled '11' near the left should read “4”; '20' near the right should read “8”.
Parking stall quantities are provided for Contractor convenience. Contractor is responsible for verifying all quantities.
8. Please refer to drawing OPT-1B. There are two parallel parking stalls adjacent to the Immigration building that do not appear to have any delineation. Please confirm whether these two stalls are to have delineators, whiskers or wheel stops.
A. Work is as shown in drawings. No delineators are required where none are shown.
9. Please clarify proposal instructions. Page 2 of 149, SF 1442, states one original and three (3) copies. Section L indicates Vol 1 an original, three copies, and an electronic copy. For Vol 2, one original and one copy.
A. Follow the instructions contained in Section L – Instructions, Conditions and
Notices to Offerors, of the solicitation.
10. Please clarify NPS’s format preference for Volume 2. Page 126 of 149 lists eight items for the Business & Price Volume. Section L, Volume II instructions, pages 136 and 137 of 149, list six items in a slightly different order.
A. "All items on page 126 are required. The Proposed Equals Form, Hazardous
Material Listing Form and Bid Bond are added to the Section L Volume II Business and Price Proposal List on page 137."
All items listed in Section J were attached with original solicitation.
Standard Form 1442 – Solicitation, Offer, and Award (pages 2 – 4 of the Request for Proposal) J.6 – SF24-16 – Bid Bond J.7 – Contract Price Schedule J.8 - Proposal Submission Package

a. Is the Contractor allowed to install a temporary timber fender system 50’ east of the
Fuel Dock mooring?
b. b) Can a 200’ Material scow be moored to the temporary fender for loading of export spoils from the excavated areas?
A. No, installation of a new fendering system will not be allowed. However, the existing fendering in the vicinity of the fuel dock area could be used for barging, provided that any use is coordinated with NPS so as not to interfere with the park's usage of the fuel dock ramp.
13. NPS Clarification:
There are a total of two (2) stumps, approximately 24”, one (1) at either end of the Immigration Building that the Contractor will need to grind out for the grading portion of the work.
