About this file

This is Amendment 0003 to a Blanket Purchase Agreement (BPA) solicitation for hazardous waste pickup services at Grand Canyon National Park (GRCA). The solicitation number is 140P1526Q0091, issued by the National Park Service Contracting Operations - Central, located in Washington, DC. The amendment was effective May 5, 2026, and provides government responses to 32 questions received from potential offerors along with a revised price list.

The BPA is not to exceed $99,000 over a three-year ordering period with anticipated quarterly BPA calls, including one in fiscal year 2026. The acquisition is full and open with no set-aside status. Service requirements include pickup and disposal of hazardous waste including batteries (broken down by chemistry type: alkaline, NiCad, Nickel metal hydride, and lithium), waste lamps/bulbs (charged by the each rather than by the pallet), miscellaneous hazardous waste (broken down by type), contaminated rags (likely oil and fuel contaminated), electronic waste (monitors, computers, laptops, cameras, printers), and other hazardous materials. Services are primarily at the South Rim facility with seasonal, as-needed pickups at the North Rim. The contractor may consolidate multiple location pickups into single trips ("milk runs"). The contractor must supply containers for waste packaging and is responsible for all disposal/recycling. The contract is subject to prevailing wage requirements under Wage Determination 2015-5465, Revision 30 for Coconino County, Arizona. The prime contractor must carry $100,000 per person, $500,000 per occurrence, and $500,000 property damage liability insurance with the United States as named insured. Offerors must acknowledge receipt of this amendment by June 8, 2026, by completing items 8 and 15 on the Standard Form 30 or by separate letter/electronic communication referencing the solicitation and amendment numbers. The revised price list (Attachment 3) is an Excel spreadsheet posted on SAM.gov that must be completed and returned with the quote package.

GRCA hazardous Waste Pickup BPA

Questions and Government Responses listed below:

Question # Question Answer/Response 1 Can you change the waste lamps to charge out by the each? All disposal/recycling facilities charge by the bulb/tube, etc and it would be impossible to accurately quote by the pallet, not know what type of lamp and the number of lamps per pallet.

See revised price list

2 Can the batteries be broken down by chemistry? If you ask us to quote by the pound, we will have to quote the per pound price for the most expensive chemistry.

See revised price list

3 Can the miscellaneous hazardous waste be broken out by type? Just like batteries, we will have to quote for the most expensive waste stream.

See revised price list

4 Past pricing reference. Is the contracting office able to share the most recent BPA call award amounts at the South Rim facility, or alternatively the independent government cost estimate range for this requirement? Quoter ability to price reasonably is a stated evaluation factor, and historical call data gives the most accurate read.

There was no previous contract established for these services. This is a brand new requirement.

5 Prior performance attribution. The "TO SUBMIT AN OFFER" section requires three prior experiences on similar projects. If the prime contractor partners with a sub-contractor on this BPA, will the contracting office accept references from the sub-contractor's prior federal performance as relevant prior experience for the prime?

Yes but must be noted and the required information be provided.

6 North Rim call volume history. The Statement of Work describes North Rim pickups as seasonal and as-needed, with non-binding annual estimates. Could the contracting office share the actual number of North Rim BPA calls issued in FY24 and FY25? Actual call frequency materially affects per-pickup pricing.

There was no previous contract established for these services therefore there are no estimates.

7 Price schedule structure. Attachment 3 is referenced as the price schedule, but is not yet attached to the solicitation listing. Will the price schedule require per-drum pricing, per-pickup pricing, monthly retainer pricing, or a combination? Could the contracting office confirm the schedule format or post the attachment?

Attachment 3 (Price List) is posted to SAM.gov and is an Excel spreadsheet. Price List can be found under the Attachments section. Price List must be completed and returned with quote package.

8 Insurance flow-down. Clause 1452.228-70 requires the prime contractor to carry $100,000 per person, $500,000 per occurrence, and $500,000 property damage liability insurance, with the United States as named insured. Can the sub-contractor's pollution liability policy satisfy this requirement on behalf of the prime under a flow-down arrangement, or must the prime carry its own policy independent of the sub?

Prime must carry.

9 Is the contractor response for supplying the containers used to package the waste?

Yes

10 What is the value of this contract? Per the BPA Terms and Conditions (attached to the solicitation, BPA is not to exceed $99,000 over the three year ordering period.

11 Who is the current/most recent contract holder?

these services.

12 Can you share the current contract and the three most recent invoices?

13 Is this contract subject to prevailing wage?

Yes, Wage Determination 2015-5465, Revision 30 for Coconino County, AZ is attached to the solicitation.

14 Can a form be provided for the Fee Proposal so all contractors are submitting pricing that can be equally compared?

Attachment 3 (Price List) is posted to SAM.gov and is an Excel spreadsheet. Price List can be found under the Attachments section. Price List must be completed and returned with quote package.

15 Can the waste categories be broken down further?

See revised price sheet

16 Is this to be GSA based? If so, can the pricing sheet be altered to align with the pricing structure that we have with the GSA? If not, GSA can the pricing sheet be expanded to separate out the waste types?

No.

17 Can labor lines and materials be itemized separately priced, or do they strictly have to be wrapped into the disposal unit rates? Each battery chemistry type has a different packaging process and disposal cost based on recycling abilities and To most cost effective we’d like to price alkaline, NiCad, Nickel metal hydride, and lithium batteries separately.

See revised price list

18 Service Routings (Milk Runs): For the 7 estimated annual trips, will the park allow "milk runs" (visiting multiple locations in one mobilization/trip over 2 days), or must they be separate, on-demand trips and what size drums are being referenced?

Yes, we will allow

19 What may the “contaminated rags” be contaminated with, oils, fuels, bodily fluids?

Likely oil and fuel, not bodily fluids.

20 Will there be any sharps or potentially infectious material?

No

21 Please provide some examples of what the electronic wastes could be.

Monitors, desktop computers, laptops, cameras, printers

22 Is it possible to pick up from more than one location in a trip?

Yes. We would attempt to get everything to South Rim location although not guaranteed.

23 Rate Sheet Expansion: Will the agency allow vendors to expand the rate sheet? (e.g., separating unit costs for different battery types rather than looping them into one generic line) Additionally, we request you to provide separate pricing quotations for different locations, if applicable.

See revised price sheet

24 Will the agency add line items for biohazardous/medical wastes commonly abandoned at campsites (e.g., EpiPens, insulin pens, hypodermic needles)?

No

25 How frequent the service will be required (service intervals)?

Anticipated quarterly.

26 What is the budgetary number for the waste removal in 2026?

Anticipate BPA calls to be quarterly, with one in

FY26.

27 What is the estimated volume per service (per visit)?

It will fluctuate

28 Is this a single vendor contract

Refer to the solicitation.

29 Can we have the current contract copy.

30 Is prevailing wage included in this contract? Yes, Wage Determination 2015-5465, Revision 30 for Coconino County, AZ is attached to the solicitation.

31 Is there a ledger that can be provided that contains the E-Waste/Hazardous Waste information?

Yes, see attached

32 Please confirm set aside status. There is no set-aside status for this acquisition. It is Full and open.
