About this file

This document contains questions and answers regarding a solicitation for fuel station maintenance services at Grand Canyon National Park. The solicitation seeks a contractor to perform quarterly maintenance, repairs, and overhauls of liquified natural gas fueling equipment on an on-call basis. Key responsibilities for the contractor include testing and certifying pressure safety devices every two years, providing spare parts and tools to complete all maintenance and repair work, and overhauling liquified natural gas pumps every two years. The contractor may bill hourly rates for travel time and expenses to and from the work site. The National Park Service Intermountain Region is the contracting agency.

1. Is the contractor expected to give a price for supply and installation of a recommended generator, or just the costs of choosing and recommending a generator?

The Contractor is expected to outline overall costs, to include labor and equipment, for any backup energy supply. It should not be a specific quote, but an estimate. If there is more than one possible backup energy supply, then those should be outlined in the Contractor’s written document. The Contractor is expected to outline possible backup energy supplies in a written document and not perform the work at this time. Please refer to page 7, section f. Backup Energy Supply in the Statement of Work.

2. Please note the retest and recertification requirements for pressure safety devices have changed to every 2 years from 5 years (Statement of Work page 6, section v.1.), i.e. the devices must be recertified more frequently than stated. Please acknowledge this change in the Statement of Work.

The Government agrees with the note. Section e. iii. As Needed Tasks has been revised in the Statement of Work to say, “The Contractor shall retest and recertify all pressure safety devices every two years in accordance with applicable regulations.”

3. Please provide the job description for 30051, 30052 Cryogenic Technician I & II.

The Government does not have job descriptions for cryogenic technicians. The Contractor is responsible for ensuring they have qualified staff working on Grand Canyon’s fuel station that meet all applicable laws, regulations, codes and industry standards.

4. Please define the term “Repair and Replace as necessary”. Will GRCA procure parts or is this cost to be calculated into the Quarterly Maintenance cost?

Grand Canyon will procure most parts from the Contractor that need to be replaced. However, in order to ensure the station is not out of service for more than 24-48 hours (as outlined in the Statement of Work), it is imperative that the Contractor’s technicians have adequate parts with them and/or work with the Grand Canyon to ensure there are adequate spare parts on site. The Contractor must also provide all the necessary tools and other equipment needed to perform any quarterly maintenance tasks. The Contractor must provide the appropriate oils, lubricants, filters, mercaptan, light bulbs, desiccant cartridges, and paint as specified in the Statement of Work on pg. 3-4. The Contractor must also provide the bearings for the centrifugal pumps as specified in the Statement of Work on pg. 5.

Please refer to section e. ii. Additional Tasks Identified During Quarterly and Annual Maintenance for more info on how specific tasks identified during quarterly and annual maintenance inspections should be addressed.

The Government revised sections e. i. Quarterly Maintenance Tasks (pg. 3-4), iii. As Needed Tasks (pg. 5), and iv. Annual Maintenance Tasks (pg. 6) in the Statement of Work to reduce confusion.

5. Two-year maintenance tasks. “The Contractor shall overhaul the LCNG pumps at two-year intervals.” Does the term “LCNG pumps” include both Cold Ends and the Warm End?

The term “LCNG pumps” refers to both cold and warm ends. Please refer to section e. iii. As-Needed Tasks (pg. 5) in the Statement of Work for more info.

6. Are there any parts that GRCA will not procure and should be added to contractor quarterly maintenance or emergency/non-emergency repair cost calculation?

The Grand Canyon will procure parts from the Contractor for repairs, but the Contractor must provide all the necessary tools and other equipment needed to perform any repairs. The Contractor’s technicians must have adequate parts with them and/or work with the Grand Canyon to ensure there are adequate spare parts on site.

The Grand Canyon will procure most parts from the Contractor for quarterly maintenance, but the Contractor must provide all the necessary tools and other equipment needed to perform quarterly maintenance tasks. The Contractor must also provide the appropriate oils, lubricants, filters, mercaptan, light bulbs, desiccant cartridges, and paint as specified in the Statement of Work on pg. 3-4. The Contractor must also provide the bearings for the centrifugal pumps as specified in the Statement of Work on pg. 5. The Contractor’s technicians must have adequate parts with them and/or work with the Grand Canyon to ensure there are adequate spare parts on site.

The Government revised sections e. i. Quarterly Maintenance Tasks (pg. 3-4), iii. As Needed Tasks (pg. 5), and iv. Annual Maintenance Tasks (pg. 6) in the Statement of Work to reduce confusion.

7. Please confirm if the contractor may or may not bill GRCA an hourly rate for travel time to and from the site, and other related travel expenses such as hotels, airfare and meals, for both emergency and non-emergency repair call outs? The only billable time is for the period contractor is on-site per the Statement of Work?

This has been the language in the previous two statements of work, so it has not changed with this one. However, Grand Canyon understands it could be confusing, so we have revised the Statement of Work – Section i. Emergency Repair and Non- Emergency Repair Tasks on pages 9-10 and have clarified below:

The Contractor may bill at an hourly rate for travel to and from the site and for actual hours worked onsite. All other travel expenses must be captured in the hourly rate and not billed separately.
