About this file
This statement of work describes maintenance requirements for a liquified natural gas fueling station owned by Grand Canyon National Park. The National Park Service is soliciting maintenance services for the station to ensure continuous operation of shuttle buses and building heating. Key requirements include preventative maintenance visits quarterly with technicians on call 24/7, repairing any issues identified during visits or on call within 24 hours. The contractor must maintain the station in compliance with all safety and regulatory standards. Additional tasks like identifying a backup power solution, assisting emergency plans and training staff, and providing spare parts are also required. The base period of performance is one year with four one-year options. Pricing includes fixed quarterly maintenance costs and hourly rates for repairs.

Statement of Work Liquefied Natural Gas Station Maintenance November 1, 2021
PART 1 – GENERAL
a. Purpose
The National Park Service (NPS) at Grand Canyon National Park (GRCA) owns and utilizes a liquid natural gas/liquid to compressed natural gas (LNG/LCNG) fueling station located on the park’s South Rim. The NPS relies on the station to provide CNG fuel to NPS and NPS concessioner vehicles. Vehicles fueled at the station are primarily large transit and tour buses operated by the park’s South Rim transportation system operations contractor (approximately 33 CNG transit buses) and the park’s South Rim hospitality contractor (approximately 15 CNG tour buses). The station also has a vaporization system to send low-pressure natural gas to a nearby administrative and maintenance complex of buildings for heating purposes.
An operational and well-maintained LNG/LCNG fueling station is essential to NPS operations at GRCA. The GRCA visitor transportation system is operated entirely by CNG buses. The system operates year round on the park’s South Rim providing service to more than 7.5 million riders annually. The transportation system is a critical part of the visitor experience with some areas of the South Rim only accessible by shuttle bus. Any issues or problems taking the LNG/LCNG station out of service for more than 24 to 48 hours would cause an unacceptable shut down of the visitor transportation system. In addition, the park’s maintenance, administrative and wildland fire complex rely on the station for heat.
It is therefore essential that the Contractor maintain the LNG/LCNG station in good working order and in accordance with all applicable municipal, county, state and federal regulations, codes, laws, ordinances, standards, rules, supplements and industry standards in force during the period of the contract. In addition, the park’s Contracting Officer’s Representative (COR) and the Contractor must establish and maintain good communications to ensure that park operations are not unacceptably interrupted.
b. Background
The NPS preserves unimpaired the natural and cultural resources and values of the National Park System for the enjoyment, education, and inspiration of this and future generations. The NPS cooperates with partners to extend the benefits of natural and cultural resource conservation and outdoor recreation throughout this country and the world. For basic information about the NPS and its mission please visit http://www.nps.gov.
Grand Canyon National Park encompasses approximately 1,218,375 acres of public land in the southern end of the Colorado Plateau. It is a globally significant natural resource containing scenic vistas known throughout the world. In recognition of its significant values, GRCA was designated as a world heritage site in 1979. More than six million people visit GRCA, with most people visiting the park’s South Rim. For basic information about GRCA, please visit the park’s website at http://www.nps.gov/grca. For more specific information, please also see the park’s 2020 park profile at https://www.nps.gov/grca/learn/management/upload/2020-Park-Profile-508.pdf.
The LNG/LCNG station has been in operation since 2001 and consists of an LNG storage tank and associated pumps. A LCNG capability exists at the station and incorporates LCNG pumps, vaporizer, CNG storage, and two CNG dispensers. The station was manufactured by NorthStar, Inc. of Evanston, Wyoming and was upgraded in 2021 by Nikkiso Solutions out of Escondido, California. Please see photographs in Attachment 1 and Facility Diagrams (original from 2001 and as-builds from 2021).
c. Objectives
The Contractor must meet the following objectives:
Maintain GRCA’s LNG/LCNG station in a safe manner that allows NPS operations, including the park’s visitor transportation system, to continue operations without interruption.
Perform preventative and periodic maintenance and required inspections so that all components of GRCA’s LNG/LCNG station are maintained in good working order and in accordance with all applicable municipal, county, state and federal regulations, codes, laws, ordinances, standards, rules, supplements and industry standards in force during the period of the contract.
Consult with the NPS, research, and determine a backup energy supply (e.g. generator, uninterrupted power supply) that is capable of supporting the LNG/LCNG station in the event of an extended power outage (longer than 24 hours). The backup energy supply must meet all applicable laws, guidelines, regulations, codes and industry standards.
Perform non-emergency and emergency repair work to ensure that the LNG/LCNG station operates safely and effectively and in compliance with all applicable laws, regulations, codes and industry standards. This includes ordering and ensuring timely delivery of any necessary parts.

The Contractor must perform all Non-Emergency Repairs on a schedule and timeline approved by the COR or the CO. All travel, travel time, transportation and incidental expenses must be included in the hourly rate.
The NPS at GRCA maintains some extra parts for the LNG/LCNG station onsite. The spare parts maintained onsite are intended to aide in the quick response to unexpected maintenance issues, but do not include all parts necessary to maintain the station or to respond to unexpected maintenance issues. A list of the parts that the NPS typically had on-site before the 2021 upgrade is attached to this scope. During the base year of the contract, the Contractor will work with the NPS to update the parts list to include parts needed because of the station upgrade outlined in Section g. The Contractor is ultimately responsible for ensuring that the parts necessary to maintain the station are available at the time of a repair.
The Contractor will, with the prior approval of the NPS CO, be required to order and ensure delivery of necessary spare parts. Parts and shipping costs will be billed at actual prices paid, in accordance with line item number 00020 in the Line Item Summary and corresponding line items in option years (00050, 00070, 00090 and 00110).
In order to ensure that GRCA’s operations are not interrupted, all Emergency and Non- Emergency Repairs performed under this section must be performed in a manner that minimizes any time that the LNG/LCNG station is offline to the greatest extent practicable. The LNG/LCNG fuel station must not be out of service for more than 24-48 hours.
