About this file

This is a Questions and Answers (Q&A) document for the Grand Teton National Park Mormon Row Cultural Landscape Rehab Phase IV project (Solicitation 140P1426R0002). The document contains 25 clarifying questions and answers addressing specification and design ambiguities for bidders.

Key clarifications include: concrete curb edges do not require sawcutting and hot poured asphalt joint sealer is not required; the Geotechnical Report (Soils Report No. 224-145 by Yeh & Associates, dated July 22, 2025) is referenced and attached, with minimum pavement section specifications of 8" subgrade reconditioning, 6" aggregate base, and 4" asphalt governing for bidding purposes; dual-hatted roles (Superintendent/QC and Superintendent/Safety) are permitted if personnel meet individual qualifications; no mulch is required for seeding areas per specification 32 92 19; dense dot pattern indicates CLIN 3 trail construction (pervious pavement/Filterpave), while lighter dot pattern indicates CLIN 5 detached trail with RAP; suitable demolition gravel may be reused onsite but excess material requires off-site disposal; the Kelly Pit may only store weed-free materials and equipment, not excess demolition waste; contractor is responsible for all staking and decompaction (minimum 12 inches depth per specification 32 91 13); visitor access must be maintained with work limited to two designated areas simultaneously, with parking lot work extending to November 15 and all other work completing by October 1 due to Wyoming Game and Fish requirements; human exclusion fencing remains post-construction; porous asphalt cannot substitute for pervious trail Filterpave; Colorado experience is acceptable for revegetation supervisor and maintenance crew requirements; and the geotechnical reference to Table 703-4 is corrected to Table 703-3 for nominal inch asphalt grading.

140P1426R0002 Mormon Row Landscape Rehab Amendment 1 – Q&A - #1 through #24.

Amendment 2 – Q&A - #25.

Questions are in black text. Answers are in blue text.

1. Referring to the spec “where asphalt pavement abuts concrete, sawcut concrete edge and seal joint with hot poured asphalt join sealer” It looks like most if not all of the asphalt in the parking lot will abut concrete. Does the concrete edge actually have to be sawcut? It is all new concrete. Also, do we really have to install hot poured asphalt joint sealer or will tack be sufficient? Notes about saw cutting curb edges on sheet C6.1, Details 1, 2 and 3 are an error. Formed concrete curbs are expected to provide a clean edge for asphalt pavement to be placed against. The reference to hot poured asphalt joint sealer is found in detail 6, sheet C6.1. The application of a hot poured asphalt joint sealer is not required.

2. We are reviewing Specification Section 32 12 16 – Asphalt Pavement for the Mormon Row Phase IV project and noticed that the specification directs bidders to “refer to the project Geotechnical Report for pavement design requirements.” The same section indicates pavement sections shall be installed in accordance with that report.

However, we have not been able to locate the Geotechnical / Soils Report within the solicitation attachments. Please see the attached Geotechnical Report.

The structural drawings reference Soils Report No. 224-145 prepared by Yeh & Associates, dated July 22, 2025. That report does not appear to be included in the bid documents currently available. Please see the attached Geotechnical Report.

Because the asphalt specification defers pavement structural design to the Geotechnical Report, and the report has not been provided, bidders do not have access to potential subgrade design values, pavement design calculations, or any structural section requirements that may differ from the minimum section stated in the specification.

To properly establish our bid basis, we respectfully request:

a) A copy of Soils Report No. 224-145 (Yeh & Associates, July 22, 2025).

b) Written confirmation whether the minimum pavement section identified in Specification 32 12 16 governs for bidding purposes (8” subgrade reconditioning, 6” aggregate base, 4” asphalt).

c) Confirmation that no additional pavement structural requirements beyond those stated in the specification will be required unless issued by formal modification.

In the absence of the Geotechnical Report prior to bid, we intend to base pricing strictly on the minimum pavement section stated in Specification 32 12 16. If pavement section requirements are later determined to exceed the specified minimum due to geotechnical findings or report provisions not included in the solicitation, we would consider such revisions to constitute a change in scope.

Please see the attached Geotechnical Report.

3. Please advise if dual hatting roles will be allowed in order to promote cost savings and efficiency. Potential Dual hatted roles would be Superintendent / QC - One person Superintendent / Safety - One person The designated Superintendent can act as the On-site Quality Control Supervisor and the On-site Safety Supervisor if they meet the qualifications needed for each individual role.

4. Please advise if this project will be tax exempt. See FAR 52.229-3 Federal, State, and Local Taxes.

5. Referencing the specifications; mulching and/or hydromulching are mentioned in the document a few times in non-seeding sections. However, in the seeding specification 32 92 19 there is no mention and no materials and no requirement for any type of mulch to protect the seeded areas. What is in intention for the project regarding mulching? We highly recommend mulching; whether it is bark mulch or hyrdomulch. No mulch is required. Please adhere to the seeding specification section 32 92 19. Other references to mulch were unintentionally included.

6. Please confirm that any areas noted with the dark dotes / dense dot pattern is planned for pervious pavement (Filterpave or approved equal). See below example.

Correct. This pattern on the layout and revegetation plan sheets indicates CLIN 3: Trail construction.

7. Please confirm that the lighter/less dense dot pattern represents the RAP trail noted for 20% repair. See example below.

Correct. The denser dot pattern on the layout and revegetation plan sheets indicates CLIN 3: Trail construction and the less dense dot pattern indicates CLIN 5: Detached Trail.

8. Reuse of Demolition Gravel: The specifications indicate that excavated materials may be reused if suitable. Due to phasing requirements, please confirm whether demolition gravel from existing parking areas is intended to be reused onsite or exported. Demolition gravel that is suitable for re-use may be used within the project area. This includes existing parking areas.

9. Material Disposal / Kelly Pit: The plans reference “Kelly Pit” as a potential staging or material handling area. Please confirm whether this location may be used for disposal of excess or unsuitable material, and whether any dump fees would apply. If not, should off-site disposal be assumed? Excess or unsuitable material may not be stored at the Kelly Pit. Off-site disposal of excess or unsuitable material should be included in bids. Weed free materials, supplies and equipment may be stored at the Kelly Pit as helpful.

10. Selective Clearing Scope: The documents reference “selective clearing,” but the limits and specific scope are not clearly defined. Please clarify what materials are to be removed, the limits of disturbance, and whether clearing limits will be field-staked by the Government. Selective clearing includes work areas within the project construction limits that require existing vegetation and soil to be removed prior to construction of designed improvements. All staking is the responsibility of the contractor. Staking will be reviewed with the NPS COR to confirm locations of improvements before execution of work occurs.

11. Decompaction Requirements The specifications reference decompaction methods, but a specific depth was not clearly identified. Please confirm the required depth, applicable areas, and any performance criteria. Please see 32 91 13 for more information about soil preparation and decompaction. PART 3.4, E. 1., Indicates a minimum depth of twelve inches prior to replacing salvaged topsoil. Decompaction areas are indicated on the drawings where revegetation occurs.

12. Construction Phasing / Visitor Access The documents indicate that visitor access must be maintained and that work is limited to no more than two designated areas at a time. Please confirm if there is an expected sequencing approach, priority work areas, or additional restrictions that should be considered in developing the project schedule. A suggested work sequence is provided in 01 11 00 Summary of Work 1.5, C. However, bidders are strongly encouraged to consider alternative sequencing that may offer advantages to complete the work in a single construction season. Please note the time to complete parking lot area extends until November 15 while work outside that location must be completed by October 1. These restrictions satisfy WY Game and Fish requirements for this location in the park.

13. Can superintendent triple hat ( SSHO and QCM )? The designated Superintendent can act as the On-site Quality Control Supervisor and the On-site Safety Supervisor if they meet the qualifications needed for each individual role.

14. Does the Human exclusion fence get removed at the end of construction? No.

15. C6.1, Detail 1 Is there a reason for saw cutting new curbing before asphalt? This note is an error. Formed concrete curbs are expected to provide a clean edge for asphalt pavement to be placed against.

16. Does the park have a scheduling sequence for CLINS? No. Please see additional information related to project schedule / work sequence (See Question 12).

17. Will Mormon Row Rd. need to be re-graded with new gravel? No. This work is outside of this contract. However, maintaining existing the rut free conditions of Mormon Row Road during the work is expected.

18. L6.1, Detail 2: Will RAP trail require any edging to contain material? Edging is not required.

19. Can demo sod be dumped at Kelly pit? No. Disposal of demolition materials is the Contractor’s responsibility and must occur outside of the park.

20. Will MUTCD signage need 2" wood backing? No.

21. Can park clarify where empty conduit gets installed? The empty conduit in CLIN 1 is no longer needed. However, PLEASE ADD approximately twenty feet of four inch diameter PVC crossing 24 inches below the trail that connects the parking area sidewalk with the Mormon Row accessible trail.

22. Can pourus asphalt be substituted for pourus trail Filterpave? No.

23. L6.1, Detail 3 Can park or engineer clarify a manufacture for concrete edger? No manufacturer is specified for this work. Precast concrete manufacturers that meet Qualifications found in 03 40 00 Precast Concrete, 1.5, A. 1. are acceptable sources.

24. Revegetation calls out Supervisor which requires 7 years experience with seed establishment in Wyoming, Idaho, or Montana. Maintenance Crews require 2 years experience in installation and maintenance in Wyoming. Please confirm experience in Colorado is also acceptable for these requirement. The NPS notes that this is a reference to Spec page 32 92 19 – 2 SEEDING The Supervisor shall have these minimum verifiable qualifications; a. Seven (7) years or greater experience in hand seeding native seed with a native grass seed drill, post-disturbance site preparation activities in the Wyoming, Idaho, Montana region in addition to requirements in Section 01 40 00 Quality Requirements. Site Crew shall have the following a. Two (2) years experience in the installation and maintenance of native seed in the Wyoming region. Colorado experience is acceptable. The intention of this requirement is to have workers with experience in similar environments.

25. The Geotech refers to table 703-4 which is an Open Graded Friction Course, which is used on Highways. This is not an adequate asphalt surface course. Can you please discuss with the engineer? From the Geotechnical Engineer: The reference is a typo. In FP-24, the table number referencing the asphalt mixes should be Table 703-3 for nominal ½ inch grading.
