About this file

This is a Request for Information (RFI) log documenting vendor questions and National Park Service (NPS) responses for a Termite Bait Stations solicitation at Carlsbad Caverns National Park, dated 28 May 2026. The RFI log clarifies critical requirements and site conditions for the procurement of Sentricon Recruit HD termite bait stations and their installation across 19 structures (17 buildings plus the Visitor Center and Rattlesnake Springs location).

Key requirements established include: contractors must possess direct pest industry experience, valid pesticide applicator licenses, and certificates of insurance with pesticide pollution coverage; no alternative bait station types are acceptable, and Sentricon is the mandated product; and drilling is permitted with noise restrictions limiting operations to 8 AM–5 PM. The NPS provided specific linear footage measurements for each building perimeter, ranging from 78 feet (Building 63) to 1,100 feet (Visitor Center), totaling 6,034 linear feet. Site conditions present significant installation challenges: caliche, rocky substrate, and specialized equipment requirements exist at all locations; Rattlesnake Springs has high-moisture and flood-irrigated areas; and contractors must coordinate utility marking through 811 hotline before installation and obtain as-built plans. The NPS identified Buildings 7, 25, and 59 as having confirmed active termite activity requiring targeted colony elimination, though the precise extent is unknown. This RFI was issued in conjunction with Amendment 01 to Solicitation 140P1426Q0074, with the quote due date extended to 11 June 2026.

Project: Termite Bait Stations Park: Carlsbad Caverns National Park Date: 28 MAY 2026 Requests for Information

Vendor Questions/Clarifications:
NPS Response:
1
During evaluation and technical review due to concerns of public safety for pesticides applications and dealing with some public health related pests while performing IPM Pest Management services as outlined within the Statement of Work, will the government require Prime Contractors to have direct pest industry experience as well as maintain proper pesticide General Liability insurance to include pesticide pollution coverage as per National Pest Management Association Standard of Care and Best Practices guidelines or will the government permit subcontractors to qualify Prime Contractors that do not have pest industry experience and/or pesticide related insurance?
Yes, the contractor will be required to have direct pest experience, a valid pesticide applicator’s license and a certificate of insurance.
2
What was the previous awarded Solicitation Number, Date awarded, and awarded value?
This is a new requirement, so that information is not available.
3
Will the government provide any preference for SDVOSB or VOSB certified contractors in alliance with the government supporting veteran owned contractors?
Not at this time.
4
Can the government provide the linear footage for each of the 17 building and the Visitors Center perimeters? Accurate station placement and pricing depend on perimeter measurements.
Building 6: 128

Building 7: 138 Building 8: 138 Building 9: 138 Building 13: 184 Buildings 14A and 14B: 226 Building 15: 138 Building 16: 476 Building 22: 238 Buildings 25A, B, and C: 394 Buildings 28A, B, and C: 394 Buildings 56- 61: 868 Building 63: 78 Visitor Center: 1100 I think there was an error in counting the number of buildings since that is 18 buildings plus the Visitor Center (for a total of 19).

5
Can the Government provide prior treatment records, inspection reports, or any existing termite activity documentation for the identified confirmed active termite infestation as stated the SOW?
Not at this time.
6
Which three buildings have confirmed active termite activity requiring targeted colony elimination? What is the current extent of that activity?
Building 7, Building 25, Building 59

The precise extent of the current activity is unknown.

7
Will the government accept similar type termite bait stations that are EPA approved and registered in the State of New Mexico in lieu of use of Sentricon Bait Stations?
No.
8
Can the government provide information on the specific soil types around each building perimeter, and confirm whether caliche, rocky substrate, or other conditions requiring specialized installation equipment are present at any station locations?
Caliche, rocky substrate, or other conditions requiring specialized installation equipment are present at all station locations
9
Can the government confirm what percentage of each building perimeter is open soil versus hardscaped, paved, or otherwise obstructed, and how offerors should account for areas where in-ground installation is not feasible?
No.
10
Can the government confirm whether drilling is permitted for station installation near historic structures, and whether any vibration or noise restrictions apply near specific buildings?
Yes, drilling is permitted. Noise restrictions apply- drilling can occur between the hours of 8am and 5pm.
11
Can the government provide information on ground conditions at the Rattlesnake Springs location, specifically whether any portion of the installation perimeter is in a saturated or high-moisture area?
The installation perimeter is in a high-moisture area that is frequently flood-irrigated and watered using sprinklers.
12
Can the government confirm whether any existing utilities, irrigation lines, or subsurface infrastructure are present within the station installation zone that the contractor would need to account for during installation?
The government can provide as-built plans. The contractor will need to schedule utility marking through 811 hotline prior to installation.
