About this file

This document is a set of Questions and Answers related to the federal contract opportunity to Repair and Recoat the Fish Creek Water Tank at Glacier National Park.

The key details are:

  • The initial scope of work called for only spot repairs, but the Park Service has determined that the entire interior and exterior roof of the tank will need to be blasted and recoated, along with any necessary spot repairs to the exterior walls. Offerors should propose this full refurbishment approach.
  • The period of performance for the contract is anticipated to be from September 16, 2024 to November 1, 2024, approximately 6 weeks. The initial solicitation language stated a 14-day period of performance, but this has been revised.
  • The contract award is expected to occur in mid-June, with the Notice to Proceed not issued until all post-award and pre-performance requirements are addressed.

1The scope of work section 3.3.1 (a.) notes only spot repairs are needed. Additionally, section 3.2.1 describes the contractor doing an extensive inspection listing all areas needing repaired and submitting this to the CO for approval prior to proceeding with the repair work. During the site visit for this project the tank was inspected and there was a discussion with the COR and park personnel regarding the conditions observed. It was noted there were a couple of spots that would require grinding and rewelding to correct the deterioration. Also noted, in addition to the obvious rust and coating deterioration areas, there was micro rust areas starting to bleed through the coating in numerous areas of the interior and the exterior roof. One of the contractors at the site visit noted to do this correctly, the entire interior of the tank and the exterior roof would need to be blasted and recoated along with some dismantling of attached components so they could be cleaned properly, recoated and reinstalled to get rid of the corrosion properly.

In discussions with our staff and reviewing the photos, we currently believe the assumption above is correct and the entire interior and the exterior roof will need blasted and recoated along with any spot work on the exterior of the tank walls would be the minimum required. We would recommend the entire tank be blasted and recoated.

Given this, does the Park Service now want to have us propose blasting, repairing, and recoating the interior, the exterior roof and then spot repairs on the exterior walls as necessary, bid refurbishing the entire tank, or bid the spot repairs noted in the SOW? Please see the updated SOW (B08 140P1424Q0056 Attachment 7 SOW_Updated_05032024).

2 The Scope of Work section 7.0 notes the period of performance as September 16, 2024, to November 1, 2024. Approximately 6 weeks. The solicitation duration noted on the first page states, “The contract performance period is start within 10 days of the NTP and complete within 14 days.” Additionally, the Solicitation notes on page 3 the period of performance noted in the SOW. We believe the project can be completed within the time frame noted in the SOW but the 14 days noted on page 1 in the solicitation may not be achievable given the inspection requirements, submittal review, etc. Please clarify the period of performance for this project. Please clarify the period of performance for this project. The period of performance is anticipated for 16 September 2024 to 1 November 2024. Contract award is anticipated to occur mid-June. The NTP will not be issued by the Contracting Officer until all required post-award and pre-performance requirements are addressed (Submittals, pre-construction conference, etc.). The period of performance is driven by Glacier National Park’s schedule and personnel availability. The period of performance should also afford interested parties the opportunity to consider currently scheduled projects and when this work must be completed by the awardee. Block 10 of the SF1442, Block 11 of the SF1442, and Clause 52.211-10 are revised.
