About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a water testing and wastewater treatment contract. The Bureau of Land Management (BLM) is issuing Amendment 0001 to Solicitation 140L4325Q0033, which clarifies the evaluation factors and responds to potential offerors' questions. Key details include:
The solicitation is a 100% small business set-aside for water and wastewater testing services at the Shotgun Creek Recreation Site, with a performance period from 05/01/2025 to 04/30/2026. The amendment corrects the evaluation factors, removing "Technical Capability" and confirming the actual evaluation factors as: 1) Relevant Experience, 2) Past Performance, 3) Technical Approach, and 4) Price. Notable clarifications include allowing projects that are 75% complete for the Relevant Experience factor and confirming that the agency cannot extend the solicitation timeline due to urgent needs for a designated Wastewater Operator.

QUESTION RECEIVED FOR REQUEST FOR QUOTE # 140L4325Q0033 WITH AGENCY RESPONSES
1. QUESTION: We saw the water testing pre-solicitation on sam.gov and wanted to know what types of parameters or pathogens would be desired for this bid. Do you have any general list you could provide?
RESPONSE: This is listed within the full solicitation and the water and wastewater have a different list of parameters. Attachment 3A shows the water testing schedule and the items that are required to be tested.
2. QUESTION: Would the BLM consider a two-week extension to allow sufficient time for pricing and to prepare our responses to the technical requirements of the proposal?
RESPONSE: No, we are already behind schedule and cannot afford to delay the award of the contract anymore. We need to get a contact in place to get a designated Wastewater Operator at the Shotgun Creek Recreation Site WWTF.
3. QUESTION: Factor 1: Relevant Experience specifies three projects that were completed within five years. Would the BLM please consider allowing projects that are substantially complete (75% complete)?
RESPONSE: Yes, we would consider allowing projects that are substantially complete or at least 75% completed.
4. QUESTION: Is this solicitation 100% small business set aside? Or can a large business bid?
RESPONSE: This solicitation is a 100% small business set aside.
