PROJECT DESCRIPTION: GAOA Statewide Radio Infrastructure Solicitation No. 140L3624R0011
Description of Changes - This amendment incorporates the following information:
1. The Solicitation is extended to 31 May 2024, at 1:00 PM Mountain Time.
2. The Government is providing the Questions received from interested offerors and the associated Answers provided by the Government. New questions and answers are 6 through 20.
3. Updated the Attachment 1 – Statewide Specification Package with the changes addressed by the Questions and Answers.
4. Updated Attachment 12 – Reference List to coincide with Section L of the solicitation. No more than three references. Questionnaires are separate from this limit, there is no limit to the number of questionnaires.
5. Updated the period of performance to 6/28/2024 – 2/14/2025.
Acknowledgement - See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of offers (See Block 8 of the Standard Form 1442).
Third Party – If you have given a copy of the solicitation to someone else, please forward this amendment accordingly.
Questions and Answers
1. Does the BLM have a list of approved third party testing companies?
a. “The Contractor shall provide documentation for the Third-Pary Inspection that meets the qualifications detailed in the project specifications (specifically Specification Section 01 45 23 – Third-Party Testing and Inspecting Services, Part 1).”
b. “The Government does not retain a list of pre-qualified Third-Party Companies, the review and approval shall be per Specification Section 01 45 23 – Third-Party Testing and Inspecting Services, Part 1.”
2. Scope document 3.4 Testing requirements – Will third party tester have to verify onsite, all underground construction before backfilling?
a. “The Contractor shall follow all inspection requirements from Section 01 45 23 – Third Party Testing and Inspecting Services.”
b. For example: Specification 01 00 00 Paragraph 3.4.D states “During construction, The Construction Contractor shall provide photographs of all below grade, encased, or otherwise concealed grounding systems to a Third-Party Inspector in accordance with Paragraph 3.2, Section 01 45 23 - Third-Party Testing and Inspecting Services.”
c. Section 01 45 23 – Paragraph 3.2 – “The Construction Contractor shall provide digital photographs of all below grade construction prior to backfill and concrete pours. Formatting requirements for photographs are listed below: 1. Photographs shall be taken with a minimum 11-megapixel resolution. 2. Photographs shall be labeled and time stamped for the date taken. 3. A measuring tape shall be included in photographs referencing all measurements specific to the requirements of the construction of the facility. (e.g., tower ground ring conductor at a depth of two feet and maintaining a distance of two feet from the tower foundation)”
3. Scope document 4.7A Punchlist – Under Civil Improvement It has the below punch list items. This information was provided in separate attachments. Are we to duplicate this effort? Is this an as-built?
a. This is a checklist for the Third-Party Inspection. Specification Section 01 45 23 Third-Pary Testing and Inspecting Services Part 4.7 states “The Third-Party Inspector shall inspect the facility using Table 4.7 A.”
4. Clarify that the contractor can provide the government plans/drawings to the Third-Party Inspector. Avoiding the confusion that the contractor needs to provide their own drawings/plans to the Third-Party Inspector.
a. “The Government will provide the Contractor electronic project plans (drawings, specifications, etc.). The Contractor shall provide the project plans to Third-Party Inspection”.
5. Attachment 6 Grizzly Peak A2 – Is the contractor responsible for the disposal of batteries and battery chargers? If not, do they need be returned to the BLM?
a. Yes, contractor to remove and disposal of batteries and charger.
6. It should be made clear “the Government will not provide a list of pre-qualified Third-
Party Companies.” Finding a qualified Third-Party Company shall be the responsibility of the Contractor.
a. All references to “The Government can provide The Construction Contractor with a list of pre-qualified Third-Party Companies.” shall no longer apply. Updated Attachment 1 – Statewide Specification Package.
7. Will BLM provide electronic drawings for as-builts? Will a pdf version be acceptable for deliverable?
a. The Government will provide electronic drawings for as-builts.
b. As-builts will be accepted in PDF version for the deliverable requirements.
8. Contract H.6 LIMITATIONS ON SUBCONTRACTING REPORTING - A similarly situated subcontractor is a small business concern subcontractor that is a participant of the same SBA program that qualified the prime contractor as an eligible offeror and awardee of the contract- To clarify if we have a teammate or sub, they must be a SB that qualifies under the correct NAICS code and limits of that code? Block 10 describes the qualification as (NAICS) code is 237990. The Small Business Size Standard is $45 Million. Please confirm.
a. The incorrect NAICS was mentioned through the solicitation. This issue was corrected in Amendment 03. The correct NAICS is 237130, Power and Communication Line and Related Structures Construction. The prime contractor needs to be a small business in this NAICS in SAM.GOV. he Small Business Size Standard is $45 Million.
9. Contract Section L The contractor shall furnish a list (no more than three) of Federal, State, local government, or commercial projects similar in scope, complexity, and magnitude to the work required under this solicitation that the contractor has completed within the last five years. Attachment 12 states no more than 5 references. Which is it?
Are References different than Past Performance Questionnaires?
a. Attachment 12 – Reference List has been updated to a three-reference limit.
There is no limit for past performance questionnaires.
10. M2. & M4. Criteria-if we have a partner or sub- We need to provide past performance write up(s) and Questionnaire(s) how do they factor in the count of 3 0r 5 if required?
a. There is a three reference limit per offeror, this includes their subcontractors and partners. There is no limit to the number of past performance questionnaires.
11. Utility locate – Is GPRS a requirement for locating the existing utilities or is calling Montana 811 sufficient?
a. GPRS is not a requirement by the Government and is not being requested by the Government. Proper coordination with utility companies by using the 811 is required. The Contractor shall follow any local laws and requirements within the 811 process.
12. In what circumstance according to your solicitation would a certified "tower engineer" be required since no tower additions or modification would be needed, nor would any additional tower loading be added.
a. Specification Section 33 82 33 Part 2.1.A.1 “A professional engineer shall design the self-supporting ice-bridge.”
b. Specification Section 01 45 23 Part 1.3.D “The Third-Party Inspector must be a member of an inspection team with whom the inspector can consult with on complex issues. The team shall include a qualified radio technician/engineer, and an electrical engineer who specializes in the design of grounding systems at remote mountain top locations.”
13. For the purposes of bidding, could the name and license of civil / mechanical / electrical engineer be supplied after award, and would it be o.k. if that information is supplied only in areas of the project where their certification might be required?
a. Specification Section 33 82 33 Part 2.1.A.1 “A professional engineer shall design the self-supporting ice-bridge.”
b. Yes, only supply the information as needed per the specifications and plans. The name and license may be provided after award of the project.
14. Is a project schedule necessary since the solicitation outlines the period of performance to be by 12-09-2024? I would assume that the "project schedule" required is a moot point since there is a period of performance.
a. The completion date has been adjusted to 2/14/2025. This requirement has been moved to after award. After award the Contractor shall submit a simple schedule showing key milestones for the project (material lead times, any pre-construction milestones (survey, etc.), construction begin/end, anticipated dates for each radio site, and any other major milestones). The schedule does not need to show detailed tasks at each location.
15. What is required for the itemized bid forms for each facility? Is the itemized lump sum for each facility on the 1442 sufficient?
a. An Itemized Bid Form will not be required, only the Section B – Price Schedule as required by the solicitation.
16. Section 1.4 C&D. The progress/coordination meetings at regularly scheduled times appears to be excessive, in light of the fact there is a short period of performance date.
Can this section be removed?
a. This section has updated in Attachment 1 - Statewide Specification Package.
Progress and Coordination meetings will not be regularly scheduled by the Government for the project and only requested if specific needs or concerns are identified.
17. Can you clarify this Section 1.5 D, “The Construction Contractor’s Architectural Engineering Firm (A&E Firm) shall deliver signed and sealed copies of all required structure and foundation design documentation.” Are we required to have a A&E Firm to recomplete the Government’s Tower Foundation Design Drawings?
a. This section has been removed from Attachment 1 – Statewide Specification Package. Specification 01 00 00 Part 1.5.D only applies to new foundations. No new foundations were included at these sites.
18. Can you clarify Table 4.7A, “Site survey: The Construction Contractor’s A&E Firm shall provide Civil Site Survey drawings showing the existing property and facilities including the property limits.” Are we required to have a A&E Firm to recomplete the Government’s provided drawings? Are you just expecting as-builts?
a. This section has updated in Attachment 1 - Statewide Specification Package.
The Civil Site Survey shall not be required for this project. The Third-Party Testor/Inspector shall mark “N/A” for that On-Site Inspection Point.
19. Section 1.5 F 2. The requirement to create fabrication and installation drawings seems unreasonable and not all that informational, if the site goals are to comply with standard grounding practices and are remediated in accordance with standards defined in the Motorola R56 publication. Can this section be removed?
a. Follow specifications require Shop Drawings:
i. Specification 26 05 00 Basic Electrical Materials and Methods – Part
1.4.B
ii. Specification 26 24 16 Panel Boards – Part 1.3.A
iii. Specification 26 27 13 Electricity Metering – Part 1.1.A
20. Section 1.5 G. The provision to "collect data" (installation instructions, wiring diagrams, etc,) for products to be used and submit copies to the government for approval. Is that to mean actual grounding materials, such as wire lugs, manufacturer of specific wire to be used, or ground bars?
a. This section has updated in Attachment 1 - Statewide Specification Package. All products and materials permanently installed should have “Product Data” provided to the Government as a submittal. Best is create a product/material list and provide the manufacturer product data sheet or other available information. If no product data sheets are available, coordinate with the Government and provide as much product detail as possible.
Updating Period of Performance
52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (April 1984)
The Contractor shall be required to
(a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed,
(b) prosecute the work diligently, and
(c) complete the entire work ready for use not later than 14 February 2025. The time stated for completion shall include final cleanup of the premises.
